SATVOICE – FAA MMEL HF Policy
• ICAO SVGM provides basis for long range
communication system (LRCS)
• Flight plan requirements to identify SATVOICE
equipment and capability
– Item 10 – M1 (Inmarsat), M2 (MTSAT) or M3 (Iridium)
– Item 18 – CODE/[aircraft address – hex representation]
• CPDLC not suitable for emergency and non-routine
communications
• SATVOICE systems using direct dial are not
secured via Iridium Safety Voice service

Challenges for SATVOICE
• MMEL policy – depends on reliable infrastructure
– Sufficient number of lines, dialing capability, receiving calls, safety service
• Infrastructure
– Cost/benefit
– Policy on use – AIP, contracts, etc.
– Changes to ATS systems and procedures
– Publish SATVOICE numbers on aeronautical charts
• Iridium Safety Voice service is ready for use
– Operators beginning to update SATVOICE system
(at least update SIM cards).
– Suppliers beginning to provide service bulletins or guidance to operators

Summary
• CPDLC, ADS-C and SATVOICE are among the top contenders
proven to be beneficial in air traffic management operations
• Global concepts, standards and guidance material are
essential to facilitate widespread and orderly implementation
– ICAO is nearing completion of updated Annexes, PANS and guidance
material
• PBCS is a global concept intended to
– promote innovation in applying communication and surveillance
technologies
– offer opportunities to safely apply those technologies in the provision of air
traffic services to meet different local needs
