Irrigation Development Support Project (IDSP) Support for Women Agro Enterprises in Zambia under the IDSP PROJECT OBJECTIVES To enhance the environment for increased yields, value of diverse products and incomes of smallholder farmers among the rural population in selected areas with “high potential” for irrigation through provision of bulk water infrastructure PROJECT FINANCING GRZ has obtained concessionary credit from the World Bank in the sum of US$115 Million and an addition US$23 Million from GRZ as counterpart funding mainly for costs related to compensation, resettlement and/ or relocation of smallholder community households affected by Project activities in sub-project sites including allowances. THREE TIER CONCEPT & ARRANGEMENT Bulk water infrastructure – Dam/ reservoir, Pumping stations and mains pipes. Tier 4 – Existing Commercial farmers Water source (Dam) Tier 3 – Professionally managed farm block under pivot irrigation growing marketed food and cashcrops, purchasing produce from emergent farmers, and providing support services. Tier 2 – Emergent farmers growing food and horticultural crops under sprinkler or other irrigation for sale to and supervised by the professional farmer (5ha each). Pivots may also be deployed Tier 1 – Smallholder gardens on land currently farmed can grow vegetables etc. for local and subsistence consumption under some basic form of irrigation, e.g. furrow (1ha each). SUB-PROJECT SITES Group 1 sites: Lusitu in Chirundu / Siavonga – Southern Province, Mwomboshi in Chisamba – Central Province and Musakashi in Mufulira – Copperbelt Province. A total of 5,400 ha is expected to be developed under Group 1 in the next five years. CONSULTANCY WORK CURRENTLY UNDERWAY Transaction Adviser: To provide long-term Transaction Advisory Services to the Project and the Ministry. Remaining deliverables PPP arrangements, procurement of concessionaires or management contractors setting up of cost recovery mechanisms Engineering Feasibility Study & participatory Planning: To prepare prepare detailed designs and tender documents for construction of irrigation infrastructure and irrigation schemes. Community Participation & Capacity Building: To prepare smallholder farmers for participatory development in implementation process, planning and design including land acquisition and resettlement. Plus Resettlement Action Plan (RAP). No. Of households per site are: Lusitu – 342; Musakashi – 677 and Mwomboshi – 512. No. Of households for resettlement per site are: Lusitu – 58; Musakashi – 100 and Mwomboshi - 109 IMMEDIATE KEY PROJECT MILESTONES 4. Review and updating of the National Irrigation Policy and Strategy: Preparation of Terms of Reference for reviewing and updating the current outdated National Irrigation Policy and Strategy has been concluded. The Project is now preparing to contract a firm/ consultant to undertake this assignment. IMMEDIATE KEY PROJECT MILESTONES 5. Investment Support Fund (ISF) Administrator. “The Zambian International Trade & Investment Centre in association with Newton Lungu & Associates and First Alliance Bank Zambia Limited” has been contracted as the Fund Administrator the (ISF). The ISF is intended to provide a window of opportunity for grants and soft loans to facilitate private and cooperative investment in productive agro-equipment and assets and stimulate establishment of small agri-business enterprises. Setting-up of District Offices Appointment of Liaison Officers: and The project has begun the process to set-up offices and to recruit District Liaison Officers in all the sub-project active districts to ensure efficient and smooth implementation of the Project.
