implemented in the State under assistance of ADB.
The Loan Agreement for Tranche-I has been signed on 25th
February 2009, effective from 04.06.2009 and the original
lone closing date was 30th September 2013.The lone closing
date of Tranche-I has been extended up to 31st March 2015.

AIMS & OBJECTIVES :
To enhance productivity, water user efficiency and
sustainability of existing major and medium irrigation
systems, revival of lift irrigation systems, creek and drainage
systems by realising full development of potential irrigation
infrastructures.
To set-up sustainable participatory irrigation management
systems.
To improve the livelihood of the poors.
To provide agriculture & related support services to water
users.
To build capacity of Pani panchayats for progressive transfer
of operation and maintenance (O&M).

1 $ = Rs. 40.50 (in Sept. 2007 price level used by PPTA for preparation of cost estimate of OIIAWMIP)
ADB loan will have a term of 25 years, including a grace period of 7 years with interest rate according to
ADB’s LIBOR (London Inter-bank Offered Rate) – based lending facility and a commitment charge of
0.15 % per annum. Interest on the loan shall be payable semiannually on 1st March and 1st September
in each year starting from 01.03.2016 up to 01.09.2033 (36 installments)
The OFID loan will be administrated by ADB and cover infrastructure and associated equipment cost of
Tranche – I and have a term of 20 years, including a grace period of 5 yrs with fixed interest rate of
2.75 % per annum including service charges of 1.0 % per annum.

CAD works in Taladanda Sub-Project are also being
executed under ADB Assistance. The progress up to
September 2014 is 15071 Ha. out of the total proposed
renovation of 17273 Ha.
Strengthening of Panipanchyats
PP empowerment and PP- driven irrigated agriculture development are central
elements of the Project, complementing irrigation infrastructure.

Minor Lift Irrigation Projects Consultants (MLIPC): Contract for implementation of 401 MLI subprojects signed on 17th Nov. 2009 and Consultant mobilized on 25th Nov. 2009. Contract period over
on 31.07.2012.
Contract for (MLIPC) for implementation of 249 MLI sub-projects in Phase-3 of Tranche-I signed on
14.02.2014 & Consultant mobilized on 01.03.2014.
Taladanda NGO:
i)
MOU with WALMI signed on 09.11.2010 for Rs. 0.93Cr. for 3 years and Consultant mobilized on
22.12.2010. The Agreement completed on 30th Sept. 2013. Contract for further extension up to 31st
December 2014 signed on 14.05.2014.
ii) Contract with NGO, IRDMS signed on 09.12.2011 for Rs.0.46Cr. for 1 year and Consultant mobilized
on 12.12.2011. The agreement period completed on 8.12.12 & further extended up to 30th Sep. 2013.
iii) Contract with NGO, IRDMS for another batch signed on 03.12.2012 for a period of 1 Year and
Consultant mobilized on 03.12.2012.
iv) Contract with NGO, IRDMS signed for the extended period up to 31 December 2014 on 30.06.2014.
Gohira NGO : Contract signed on 17th November 2009 and Consultant mobilized on 1st December 2009.
The NGO, PRADAN has withdrawn from the contract from 30th Nov. 2011. Action initiated for recruitment
of COs through PPSU/SIO.
Remal NGO: After withdrawal of NGO, READ Foundation contract with new NGO, KASS has been signed
on 09.12.2011 and Consultant mobilized on 12.12.2011.The agreement period completed on 8.12.12 &
further extended up to 30th September 2013. Contract for further extension up to 31st December 2014
signed on 06.02.2014.
Sunei NGO : After withdrawal of NGO, READ Foundation contract with new NGO, ADI has been signed on
09.12.2011 and Consultant mobilized on 12.12.2011.The agreement period completed on 8.12.12 & further

There is also a proposal for taking up restoration works of some saline embankments
under this tranche.
Under Tranche-II of OIIAWMIP, ERM works of Machhagaon Canal,
Pattamundai Canal, HLC Range-I, Kansabahal, Ramiala, and
Kanjhari Sub-Projects, extension works of MCII sub-project,
renovation / improvisation of 750 MLIPs and restoration works of
saline / river embankments are being proposed to be taken up
during 2014-2017. The ERM work of Jajpur canal system is being
proposed to be dropped from OIIAWMI Programme. There is also
a proposal for taking up restoration works of some saline
embankments under this tranche. Required Survey, Design &
Drawing (SDD) works for civil works had already been started.
Tender for 3 packages of Machhagaon
Canal, 4 packages of
Pattamundai Canal & 1 package of Ramiala sub-project have been
invited. The Loan Agreement for Tranche-2 of OIIAWMIP is likely
to be signed during 2014.
