Overview:
• To begin the procurement to hire a Landscape Architect for the design for the
redevelopment of Norton Place Park and for the contract administration of the
construction of Phase 1.
• A prequalification of general contractors will also be conducted. Tenders for
construction of Phase 1 will be issued to the pre-qualified general contractors.
•
Funding for Norton Place Park was approved in the 2013 Capital Budget and the
project is ready to be competitively priced for detailed design development.
Recommendations:
Based on the following report, it is recommended:
1. That the report from Steve Bodrug, Interim Manager, Open Space Planning, Design
and Construction, Engineering and Development Services, dated January 27, 2014
to the Committee of Council Meeting of March 5, 2014, re: REQUEST TO BEGIN
PROCUREMENT- Purchasing By-law Section 4.0 for the DESIGN, CONTRACT
ADMINISTRATION AND CONSTRUCTION OF PHASE 1, NORTON PLACE PARK
be received, and
2. That the Purchasing Agent is authorized to commence the procurement to hire a
Landscape Architect for the design of the redevelopment of Norton Place Park and
contract administration of Phase 1, and
3. That the Purchasing Agent is authorized to begin the procurement of a General
Contractor for the construction of Phase 1, Norton Place Park.

Background:
The 2007, 2009 and 2013 Capital Budgets included initiatives to perform due diligence,
design development and construction of Norton Place Park with budgets of approximately
$350,000, $250,000 and $2,219,000 respectively, for a total of $2,819,000.00.
A master plan for the rehabilitation of Norton Place Park was completed in 2007, and
updated in 2013 to acknowledge the construction of the Welcome Centre and Parks Depot.
The completion of the building, surrounding development applications and changing local
community needs underscores the need to address the rehabilitation of the park integrating a
forward thinking and sustainable outdoor program.
Design concepts and a phasing plan based on the updated 2013 master plan are ready for
procurement.
Current Situation:
Planning and Infrastructure Services Department on behalf of Public Services is ready to
begin procurement for the design, development of the park, and Phase 1 construction and
contract administration.
Scope of the Project
The rehabilitation of the park requires updating or completion of due diligence studies, the
production of detailed design documents for park redevelopment, and contract administration
for all phases of park construction. The first construction phase of redevelopment will include:

Upon completion of design development for the entire park, the first phase of construction will
be tendered to pre-qualified contractors. The project aims to coordinate park construction to
follow the completion of the Welcome Centre and Parks Depot including the new entrance
from Clark Boulevard anticipated in spring 2014.

Hiring of a Landscape Architect - Request for Proposal
A Request for Proposal shall be issued to an invited list of architects. Bid Submissions shall
be evaluated in accordance with the published criteria and weighted points within the Bid
Document.
Purchase approval shall be obtained in accordance with the Purchasing By-law.
Invited Prequalified GCs
Site Construction at Norton Place Park - Phase 1
Request for Formal Sealed Tenders shall be issued to the successful contractors that have
prequalified to submit a bid. The Bid Document includes the specifications and drawings for
the scope of work. The method of obtaining pricing shall be a sealed bid process and the
lowest compliant bid is eligible for the award of contract.
Purchase approval shall be obtained in accordance with the Purchasing By-law.

Performance Security
The successful bidder shall be required to provide a Performance and Maintenance Bond
and a Labour and Material Payment Bond.
Liquidated Damages
The Contractor shall pay the City as liquidated damages and not as a penalty for each and
every calendar day that any portion of the Work is incomplete after the required completion
date.
Contractor Evaluation
The Contractor's performance will be evaluated in accordance with the City's Vendor
Performance Evaluation Process as set out in the Vendor Performance Standard Operating
Procedure. The performance evaluation will be used to provide feedback to the Contractor;
to provide the contractor with the opportunity to implement performance improvements during
the duration of the contract; and to justify an award or non-award of future contracts by the
City in accordance with the terms of the Vendor Disqualification Purchasing Protocol.
Communication during Procurement
All communications with Bidders involved in the procurement must occur formally, through
the contact person identified in the Bid Document. This shall commence when the bid call is
solicited and ends when the Purchase order is issued.

Norton Park Development to carry out the work at the estimated cost of $1,370,000 as
identified in this report.

Conclusion:
This report summarizes the scope of the project, identifies available funding, provides a
tentative schedule and methods of procurement for the redevelopment of Norton Place Park.
Staff will continue to provide periodic updates as the project proceeds.
To complete the project in a timely manner, it is recommended that Council authorize the
Purchasing Agent to commence procurement, as described in this report.
