BRUHAT BANGALORE MAHANAGARA PALIKE No. EE(T)/TND/01/2014-15 Office of the Executive Engineer, (Transport), 2nd Floor, BBMP Office Complex, J.C.Road, Bangalore-560 002 Date: 04-08-2014 Ph: 080-22975517 E-AUCTION SALE NOTIFICATION FOR THE USED / SCRAP VEHICLES (through e-procurement portal) The Executive Engineer (Transport), Bruhat Bangalore Mahanagara Palike (BBMP), invites sale of Used / Scrap vehicles, parked at the aforesaid address, as shown in the Annexure1 will be conducted by way of E-Auction sale on Behalf of the Commissioner, Bruhat Bangalore Mahanagara Palike. The highest rates received in the E-auction will be considered for acceptance. The detailed terms and conditions of the E-auction are stipulated below. E-AUCTION SCHEDULE 1) Availability of Tender Document: 11-08-2014 onwards. 2) Inspection of Used / Scrap vehicles: 19-08-2014 in Office Working Hours 3) Pre-bid meeting: 20-08-2014 at 4:00 P.M 4) Last date for participation for e-Auction: 31-08-2014 upto 05:00 P.M 5) Live Auction bidding date & time: 02-09-2014 (10:00 A.M to 05:00 P.M) 6) Online evaluation of E-Auction: 03-08-2014 (if Possible) 1) The intending bidders will be required to furnish Earnest Money Deposit (EMD) Rs.25,000/- (Rupees twenty five thousand only). In addition to the EMD, the bidders shall pay a tender processing fee as per e-procurement rules through any of the following modes only. Credit / Debit Card. b) Net Banking. c) National Electronic Fund Transfer (NEFT) d) Over the Counter (OTC) at ICICI Bank a) Aspiring bidders who have not obtained the User ID and password for participating in EAuction kindly contact e-procurement Help desk on 080-25501216 & 080-25501227. 2) 2 -2Bidders have to access details on the website (https://eproc.karnataka.gov.in). Fill them and submit the completed E-Auction document into e-procurement on the website itself. The sale of Used /Scrap vehicles on the basis of As is Where is Condition and ‘CAVEAT EMPTOR’ principle. 3) Bidders/contractors shall attach the scanned copies of PAN Card & address proof / identification Proof pertaining to their pre-qualification. 4) No person except the holder of power of attorney shall be entitled to bid for another person. Participants, who intend to bid on behalf of another firm/person, should be a holder of power of attorney duly executed on a stamp paper of requisite value in his favor authorizing him to do so. Bids submitted jointly by more than one person shall not be accepted unless such persons are members of a registered company or Firm and the bid submitted is on behalf of such Company/Firm. 5) Bids from persons who are black-listed, convicted, minors, who have failed to pay Government dues or who are insolvent will not be accepted and the EMD will be forfeited. 6) The bidders, shall at the time of submitting the bids, furnish his specific address and mobile / land line Phone Number to which all communication could be sent. The Executive Engineer (Transport), BBMP will not be responsible for the consequences (if any) due to communication sent to the address is not received by him. The responsibility to receive all communications shall fully rest with the bidder only. 7) 8) The bidders should quote their highest price, exclusive of taxes for which bid is offered. In addition to payment of the e-auction amount, successful bidders shall also be liable to pay all statutory taxes, Cess, fee, levy, etc., as per applicable statutes. The legal charges for conveyance, stamp duty and registration or any other charges as are applicable will have to be borne by the purchaser. 9) The acceptance of the bid will be communicated to the successful bidder as early as possible, but not later than 30 (Thirty) days from the last date of E-auction by post. If any bidder withdraws his offer before the expiry of this period, the Earnest Money Deposit (EMD) will be forfeited to the Corporation. 10)If more than one bidder offers the same rate which is highest for the particular lot, the Executive Engineer (Transport), BBMP reserves the right to award the lot after calling for revised open offer from among them. 11)Earnest Money Deposit (EMD) of the unsuccessful bidders will be returned to them as early as possible after confirmation of the sale. 12)The initial bidding amount starts from Rs.1000/- (Rupees One thousand only) at the increment of Rs.500/-(Rupees Five hundred only). 2 3 -313) The successful bidders shall have to shift the vehicles in respect of which sale are confirmed within 7 (Seven) days of confirmation of sale. Failure to do so, within the said specified period would attract ground rent of Rs.250/-(Rupees Two hundred fifty only) per day. In any case, the successful bidders shall shift after confirmation of sale otherwise they are liable to forfeit the amounts paid. 14) The successful bidder, as soon as his offer is confirmed and intimated, shall pay a sum equal to 25% of the bid amount after adjustment of Earnest Money Deposit already paid within 7 (Seven) days from the date of confirmation. Thereafter, the balance 75% of the amount shall be paid within 15 (Fifteen) days from the date of confirmation. The amount should be paid the Commissioner, BBMP, Current Account No.8401201000022, Canara Bank BBMP Extension Branch, Bangalore. Nonpayment of 25% of the bid amount within the stipulated period will result in rejection of the bid and forfeiture of the EMD. Also non-payment of the balance 75% of the bid amount after acceptance of the bid will result in rejection of the bid and forfeiture of 25% of the bid amount deposited, without any notice. Bruhat Bangalore Mahanagara Palike (BBMP) reserves the right to re-tender sale and the defaulting bidders, shall have no claim over this. 15)Bidders are advised to make themselves conversant with the conditions of the Vehicle as well as E-Tender bid before making their offers. No plea of ignorance of any of the conditions will be entertained at a later date. The bidders are advised to seek clarifications or doubts, if any, before submission of their offers. Such clarifications shall be asked for and obtained at the time of pre-bid meeting. 16) The acceptance of bid is subject to confirmation by the Executive Engineer (Transport), BBMP, who may confirm or reject all or any bids including the highest bid without assigning any reasons therefore. He reserves the right to alter the conditions of sale or postpone the bid. 17)Corrigendum / modification/ correction, if any will be published in the website only. 18) Should any dispute arise either with regard to the interpretations of the terms and conditions hereof, the decision of the Commissioner, Bruhat Bangalore Mahanagara Palike (BBMP), shall be final and binding. 19)Any other details and other information can be obtained during office hours.
