VESTING OF ROADS WITH THE CANTONMENT BOARD UNDER SECTION 256 OF THE
CANTONMENTS ACT, 2006.
To consider Station HQrs, Morar Cantt, Gwlaior letter No. 511/Rd/Q3W, dated 01 Feb 2014
containing proposal for vesting of following MES Roads under Section 256 of the Cantonments Act
2006 with the Cantonment Board, Morar for repair and maintenance as done hitherto fore, being used

3.
PROCUREMENT OF STATE OF ART CONSERVANCY VEHICLESS / GARBAGE
REMOVAL VEHICLES
To consider the question of procurement of state of art Conservancy Vehicles / Garbage
Removal Vehicles as the Morar Cantonment Board is operating conservancy services through
antiquated vehicles i.e. Eicher Tractor with Trolley and there exist gross deficiency of Removable /
Normal Garbage Bins. The requirement needs to be identified earliest and these vehicles /
equipments / bins be procured at the earliest as per available funds and if required, additional funds
be demanded.
4.
PROPOSAL FOR CONSTRUCTION OF CONFERENCE HALL AND PCB OFFICE
To consider the question of construction of state of art Conference Hall and PCB Office within
a year in the Cantonment Board complex.
5.
FUNCTIONING OF MARRIAGE GARDENS / HALLS WITHIN CANTONMENT LIMITS
To consider the question of running of following unauthorized Marriage Gardens / Halls within
Morar Cantonment limits without having obtained any permission from the Cantonment Board, in the
light of information received from the Municipal Corporation, Gwalior vide their letter No. 22/3/3/fu;kstu

6.
HANDING OVER OF CANTT BOARD SCHOOL BUILDING
To consider further action to be taken up regarding taking over of possession of Cantonment
Board School Building, situated at Sahupura, Morar, as no response has been received from the
State Govt authorities by the Cantonment Board office for handing over its possession back to the
Cantonment Board so far inspite of repeated requests whereas the requisite school building is
required for shifting and accommodating there Cantonment Morar Model School which is at present
being run in the premises of Cantonment Board General Hospital, Morar Cantt. and reached upto
Class IV by adding one class each year and class V is proposed to be started from the next academic
session. It is pertinent to note that school building / land belongs to the Cantonment Board and not on
any lease to the State Govt.

7.
PROTECTION OF MEN AND WOMEN AGAINST SEXUAL HARASSMENT AT WORK
PLACE
To consider the Dte of Defence Estates, Southern Command letter No. 19465/III/DE dated 28
Jan 2014 directing therein that a Complaint Committee (Internal Complaint Committee) be
constituted, if not already constituted and a register of complaint on the subject be maintained
indicating details of complaints received, if any, their disposal and the said register be reviewed by
Head of the Office every month. No such committee has been constituted in Morar Cantonment and
register maintained so far.
In this connection all relevant papers are placed on the table.
8.
REPAIR OF CONSERVASNCY VEHICLE
To consider M/s Krishna Parts, Hurawali Road, Morar, Gwalior Estimate / Quotation dated
22-01-2014 amounting to Rs. 36,215 only including Labour Charges regarding repair of Cantonment
Board Conservancy Tractor bearing its Registration No. MBW 763 Model - 242 Make Eicher, Model
1986 which is lying off road for the last about two months for want of its repairs. The said Tractor
was earlier got repaired on 31-12-2012 at the cost of Rs.9,731/- from the said firm being a Unit of
Tafe Motors and Tractors Ltd.
Budget provision under Head F-9 (b) exists.
In this connection report of the Sanitary Inspector, Cantonment Board Morar dated 3-01-14
and Estimate / Quotation, in original, along with all relevant papers are placed on the table.

9.
ISSUE OF TRADE LICENCE : 2013-14
Reference CBR No. 16 dated 24-08-2013.
To re-consider the question of grant of Trade License to the concerned traders for carrying out
their trades within the limits of Morar Cantonment for the year 2013-14, in the light of representation
dated 21-12-2013 received from Shri Brij Kishore Bhatnagar, 102-Kanti Nagar, Tansen Road, Gwalior
along with a copy of his representation given by him to the Collector, Gwalior.
In addition, 95 shops / traders are entered in the Cantt Board Record those who have paid
Prof Tax during the last year 2012-13 whereas on ground 250 shopkeepers (approx) are doing trade,
hence remaining shops / traders need to be recorded and revenue recovered accordingly.

10.
PROVISION OF WATER COOLERS FOR CIVIL POPULATION ALONG ROADSIDE
To consider the question of providing water coolers for pedestrians passing by main roads
within the limits of Morar Cantonment.
11.
DOOR TO DOOR GARBAGE COLLECTION CONTRACT OF WARDS NO. II, III, IV AND
PART OF WARD NO. V : M/S AGRWAL & COMPANY.
Reference CBRs No.12 dated 24-08-2013 and No. 19 dated 31-12-2013.
To consider M/s Agrwal & Company, 24A, MIG, Friends Colony, Shahganj, Agra letter dated
30-01-14 mentioning therein that all the terms and conditions/rules and regulations of labour law of
Central Govt / State Govt (except payment of labour through Bank/Payee’s Cheques) have been
complied with by him during his Door to Door Garbage Collection contract with the Cantonment Board
hence payment of his outstanding bills for the months of Aug 2013 to Jan 2014 may be paid to him as
usual as he has already paid the salary to his labour / staff by following the Minimum Wages Act and
from the month of Feb 2014, he will pay the salary to his staff / labour through Bank / Account
Payee’s Cheques, positively.
In this connection the Sanitary Inspector and Accountant, Cantonment Board Morar reports
dated 03-02-14 and 04-02-14, M/s Agrwal & Company, Agra letter dated 30-01-14 along with his
Affidavit and original paper sheets relating to payment of staff and all relevant papers are placed on
the table.
12.
DOOR TO DOOR GARBAGE COLLECTION CONTRACT OF WARDS NO. I, VI, VII AND
PART OF WARD NO. V : M/S SHRIRAM CONSTRUCTIONS.
Reference CBRs No.12 dated 24-08-2013 and No. 19 dated 31-12-2013.
To consider M/s Shriram Constructions, 8/339, Freeganj Road, Agra letter dated 30-01-14
mentioning therein that all the terms and conditions/rules and regulations of labour law of Central
Govt / State Govt (except payment of labour through Bank/Payee’s Cheques) have been complied
with by him during his Door to Door Garbage Collection contract with the Cantonment Board hence

14.
PURCHASE OF MEDICINES FOR THE YEAR 2013-14
To consider the question of purchase of Lupin Ltd company made generic medicines for use
of Cantonment Board General Hospital, Morar, direct from the concerned company / authorized
distributor at Hospital Price Lists, as per demand raised by the Resident Medical Officer of the
Hospital vide its letter dated 26-12-2013, as the said medicines are out of stock and required for
smooth running of the hospital.
An exp of Rs. 3 Lac (approx) is involved. Budget provision exists under Head F(1)(b).
In this connection report of the Store Keeper, Cantt Board, Morar dated 04-02-2014 and all
relevant papers are placed on the table.
15.
PURCHASE OF SUMMER UNIFORM FOR THE YEAR 2013-14
To consider M/s Kendriya Bhandar, Gwalior letter No. KB/Quotation/2003/Gwl/760, dated
15/01/2014 thereby quoting their rates for the supply of Summer Uniform Cloth, Sarees, Sandles and
Chappals etc on account of issue of Summer Uniform to the entitled employees of the Cantonment

16.
REVISION OF PAY SCALE : ASSTT. ENGINEER
To consider application dated 20.05.2013 received from Shri N.S. Rawat, Asstt. Engineer,
Cantt. Board, Morar requesting therein for the grant of next higher pay scale after completion of 16
years of continuous service under Time Scale Pay Scheme as per the M.P. State Govt. Finance
Department letters No.F11-1/2008/Niyam/Charal, dated 24.01.2008 and No. F11-/2008/ Niyam/ Char,
dated 01.04.2008 from the existing pay scale of Rs. 15600-39100+Grade Pay Rs. 6600/- to next
higher pay scale of Rs. 15600-39100+Grade Pay Rs. 7600/-. The grant of First time scale in r/o Shri
N.S. Rawat after completion of 08 years in service was sanctioned by the Dte. of DE,SC, Pune letter
No. 10723/Morar/DE dated 12.11.2010. Shri NS Rawat, Asstt Engr has completed his 16 years
service on 31/01/2013.

As per column 14 of Memorandum of Settlement, the Cantt. Fund employees are entitled to
getting the same pay and allowances at par with the State Govt. employees, with the prior sanction of
the GOC-in-Chief, the Command.

relevant papers are placed on the table.
17.
REVISION OF PAY SCALE : SUB ENGINEER
To consider the application dated -18-11-2013 received from Shri Ajit Sharma Sub Engineer,
Cantonment Boar, Morar, requesting therein that his Pay Scale be revised from 15600-39100 with
Grade Pay5400 to 15600-39100 with Grade Pay 6600 wef 18-11-2013 on completion of 28 years
length of service as per MP Govt. Finance Department Notification NoF1/12/2008/Niyam/Char/
Bhopal dated 18-07-2008 regarding sanction of next higher pay scale of Sub Engineer i.e.10000-32515200 on completion of 28 years length of service has already been revised to 15600-39100 with
Grade Pay of 6600 under 6th Pay Commission by the MP Govt. vide their Gazette notification No. 77
dated 28-02-2009. Shri Ajit Sharma, Sub Engr has completed his 28 years service on 18-11-2013.
As per column 14 of Memorandum of Settlement, the Cantt. Fund employees are entitled to
getting the same pay and allowances at par with the State Govt. employees, with the prior sanction of
the GOC-in-Chief, the Command.
In this connection report of the Accountant, Cantonment Board, Morar dated 25-01-13 and all
relevant papers are placed on the table.
18.
REVISION OF PAY SCALE : ASSTT PROGRAMMER
To consider the application dated 29-08-2013 received from Shri Vipul Arora, Asstt.
Programmer, Cantonment Boar, Morar, requesting therein that his pay scale be revised from 930034800+Grade Pay 3200 to 9300-34800+Grade Pay 3600 at par with MP State Government w.e.f. the
date of his appointment 11-05-2010, due to the reason that when he was appointed as Asstt
Programmer in the Cantonment Board the said pay scale was already revised by the MP State Govt
vide its Notification No. 36 dated 17th Sept, 2007 and made applicable w.e.f. 01-04-2006.
As per column 14 of Memorandum of Settlement the Cantt. Fund employees are entitled to
getting the same pay and allowances at par with the State Govt. employees, with the prior sanction of
the GOC-in-Chief, the Command.
In this connection report of the Accountant, Cantonment Board, Morar dated 03-02-14 and all
relevant papers are placed on the table.
19.
ESTIMATE
To consider the estimate amounting to Rs.2 lacs only as prepared by the Asstt Engr / Sub
Engr, Cantonment Board, Morar for the repair and maintenance of Dustbins within the limits of
Morar Cantonment for the year 2013-14.
