Mr. Applegate is currently a Supervisory Special Agent for the Office of Homeland Security Investigations
(HSI), Immigration and Customs Enforcement (ICE). Mr. Applegate is a senior law enforcement and
national security expert with over 26 years of law enforcement experience conducting cutting edge and
innovative investigations of immigration and customs law violations at the tactical, operational, and
strategic levels.
Currently, Mr. Applegate serves as the director of the Homeland Defense Fellowship Program at the
College of International Security Affairs, National Defense University, Washington, DC. Mr. Applegate
has held numerous leadership positions for HSI, ICE and the former US Customs Service where he has
developed a comprehensive, executive knowledge of investigative techniques, rules of criminal procedure,
programmatic and strategic priorities of the Department of Homeland Security, ICE - HSI and has
translated needs and requirements into operational realities.
Mr. Applegate was a contributing author of DHS’s 2010 Quadrennial Homeland Security Review, and
authored HSI’s National Security Investigations Division’s Strategic Plan. Mr. Applegate has led and
developed pioneering procedures of the U.S. inter-agency community to provide direct support to
strategic priority investigations through non-traditional sources. Mr. Applegate has extensive experience
in leading national programs, developing and employing government and agency strategies, and
translating those strategies into functional success.
Mr. Applegate began his career as a sheriff’s deputy for the Maricopa County Sheriff’s Office, Phoenix,
Arizona.
