The Department of Rural Development and Panchayati Raj is the Nodal department
responsible for implementation of following Rural Development programmes aimed at
improving socio-economic conditions of the rural population of the State.
1. MGNREGS:
The Department is implementing the programme under Central Act MGNREGA
according to which 100 days of guaranteed unskilled manual work is provided to all those
rural households who get themselves registered and obtain jobcards.
The primary objective of the schemes implemented under this Act by the department is
to enhance livelihood security in rural areas by providing at least 100 days of job
employment in a financial year to every household whose adult members volunteer to do
unskilled manual work. Its auxiliary objective is to strengthen the natural resource
management through works that address causes of chronic poverty like drought, deforestation
and soil erosion and so encourage sustainable development. The process outcomes include
strengthening grass root processes of democracy and infusing transparency and accountability
in governance.
2. Indira Awaas Yojana (IAY):
This Centrally scheme is being implemented by the Department of Rural Development
and Panchayati Raj J&K which aims at providing a reasonable and hygienic house to the BPL
households of rural areas in the State.
There is also a provision of upgradation of dilapidated houses of the BPL families.
Besides that a 5% of the annual allocation of a district under this scheme is kept reserved for
providing assistance to the BPL households whose houses get damaged due to natural
calamities like floods, earthquakes, fire, landslides and storms etc.
An amount of Rs. 75000/- is given to BPL households for construction of new IAY
house plus Rs. 10000/- (Rs. 5500/- out of MGNREGS and Rs. 4500/- out of NBA) for
construction of household toilets in every IAY house.
3. Rural Sanitation (Nirmal Bharat Abhiyan)
Department under this Centrally sponsored Rural Sanitation programme motivates all
rural households through IEC/awareness campaigns to construct individual household latrines
and stop open defecation. Under this programme namely Nirmal Bharat Abhiyan rural BPL
households are provided a financial assistance of Rs. 10000/- (Rs. 5500/- out of MGNREGS
and Rs. 4500/- out of NBA) for construction of individual household latrines. Besides that
financial assistance of Rs. 35000/- for construction of institutional toilets in schools and Rs.
200000/- for construction of community toilets.
The aim of the department under Niraml Bharat Abhiyan is to make rural areas
defecation free.
4. Integrated Watershed Development Programme (IWMP)
This Centrally sponsored programme of Department of Land Resources, Ministry of
Rural Development, Government of India is being implemented by the State Department of
Rural Development and Panchayati Raj which aims at treating the degraded lands/areas
identified through satellite imagery on watershed development approach and also through
multifarious interventions of livelihood generation to develop the identified watershed areas
in an integrated manner to uplift the socio-economic condition of the rural population of these
areas.
5. National Rural Livelihood Mission (UMEED)
This Central sponsored programme of Ministry of Rural Development, Government of
India is being implemented by the State Department of Rural Development and Panchayati
Raj through State Rural Livelihood Mission (a Society registered under the Societies Act.)
which aims at mobilizing the rural poor, especially rural women to begin with into Self Help
Groups and to make them learn how to save their meagre earnings together in a group to help
each other (group members) in the time of need and subsequently linking them with financial
institutions/banks and taking up viable economic ventures as per their skills and interest by
availing loans. In the process this programme aims at lifting the rural poor households out of
the shackles of poverty and to galvanize themselves in a cooperative culture to take up bigger
economic ventures and not only make them self sustainable but also to bring them at a
position where they can contribute positively towards the society.
6. Rajeev Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA)
Rajeev Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) and the proposed
instruments thereof is expected to be a watershed in strengthening Panchayati Raj system as
the State is at the threshold of establishing vigorous rural local self government institutions.
The main objectives of the scheme are as under:
► Enhance capacities and effectiveness of Panchayats and Gram Sabhas
► Enable democratic decision-making and accountability in Panchayats and promote
people’s participation.
► Strengthen institutional structure for knowledge creation and capacity building of
Panchayats
► Promote devolution
► Specially strengthen Gram Sabhas in PESA areas
► Create and strengthen democratic local self-government in areas where Panchayats do
not exist.
► Strengthen the framework on which Panchayats are founded.
The scope of the Abhiyan shall lend a helping hand in strengthening the PRIs under the

7. Backward Region Grant Fund (BRGF)
Local-Self Government Institutions in general and the Panchayati Raj Institutions in
particular have assumed greater significance under the recent development philosophy
wherein democratic decentralization has emerged as a catchword. Panchayat Raj is, as such,
considered to be a concomitant of
reordering power equations, a supplement to the
conscious strategy to relocate power and complete the process of devolution for speedy
development process in rural areas.
The most important challenge faced in the successful functioning of these democratic
institutions is capacity building and training of all the elected and official functionaries
placed at the three tiers of Panchayati Raj Institutions. The Backward Region Grant Fund
(BRGF) is such a centrally sponsored scheme being implemented by the Ministry of
Panchayati Raj with the objective of assisting efforts of the State Governments for training
and capacity building of elected representatives of Panchayati Raj Institutions. Funding of the
scheme under BRGF is applicable to BRGF districts. The schemes focus primarily on
providing financial assistance to the States/UTs for Training & Capacity Building of elected
representatives (ERs) and functionaries of Panchayati Raj Institutions (PRIs).

e-Panchayat Mission Mode Project
With vision to strengthen the credibility of Panchayats as institutions of local
government, MoPR embarked upon introduction of e-Governance in PRIs to bring about
efficiency, transparency and accountability in PRIs under the ambit of e-Panchayat Mission
Mode Project under the National e-Governance Plan. e-Panchayat MMP is a large scale eGovernance initiative planned to be rolled out in 2.5 lakh Panchayats across the country
simultaneously.
