Te Taitokerau Tāmaki Makaurau Tainui Te Arawa Mataatua Te Tairawhiti Te Matau a Maui Taranaki-Whanganui Manawatū-Horowhenua Wairarapa-Awakairangi Te Whanganui a Tara ki Otaki Te Tau Ihu o Te Waka a Maui Waitaha-Aoraki Ōtākou-Murihiku NGA KAIWHAKAURU 2.1 That this contest is for bona fide Secondary, Area, Composite, Wharekura, Kura-ā-iwi and Kura Wānanga. Students from Years 9 to Year 13. Students must be undertaking a full time course of study at these levels, and must be under 19 years of age at the first of January in the year of the national competition. 2.1.1. Penalty is disqualification 2.2 That all Kapa shall register the number of their performers. If there are twenty four (24) in the Kapa you must register as twenty four (24). If there are forty (40) in the Kapa you must register as forty (40). 2.3 That all Principals must sign to verify names, birth dates, year levels 9 to 13 and that the listed students must be undertaking a full time course of study at their school. 2.3.1 2.4 Penalty is a 5 mark deduction From 2016 all combined school groups will need to adhere to the Ngā Kapa Haka Tuarua o Aotearoa rules and guidelines. Nga Kapa Haka Tuarua o Aoteroa ~ Rules Confirmed on 14th March 2014 2.5 Current Qualifying Groups are: 3 Te Taitokerau x 3 Tāmaki Makaurau x 6 Tainui x 4 Te Arawa x 4 Mataatua x 3 Te Tairāwhiti x 3 Te Matau-ā-Māui x 3 Taranaki - Whanganui x 2 Manawatu - Horowhenua x 3 Wairarapa - Awakairangi x 2 Te Whanganui-ā-tara ki Ōtaki x 2 Te Tau Ihu o te Waka ā Māui x 1 Waitaha - Aoraki x 2 Ōtākou - Murihiku x 2 Total = 40 2.6 That the three highest placed kapa from 2012 National Kapa Haka Kura Tuarua, will have automatic entry into the 2014 competitions, so long as they compete at a regional level. Following 2014, this rule will revert back to the 2 floating positions. 2.7 If a kapa is unable to compete after the registration date they forfeit their registration payment and cannot be replaced by another kapa from that region as the registration date is final. KAPA NUMBERS: 3.1 Maximum number of Student performers forty (40) 3.1.1 3.2 Minimum number of Student performers twenty four (24) 3.2.1 3.3 Penalty is a 5 mark deduction Up to two additional people may play any of the instruments, but they shall not sing, perform, act in the role of a leader, start any of the items or enhance the performance in any way other than the playing of the instrument. These two additional people may be students or adults. 3.3.1 3.4 Penalty is disqualification Penalty is a 10 point deduction Unless there is an emergency, all the same student performers shall remain on stage for the duration of the performance. Examples of possible emergencies are fainting, seizures or medical conditions that compromise the health of the performer. 3.4.1 Penalty is disqualification Nga Kapa Haka Tuarua o Aoteroa ~ Rules Confirmed on 14th March 2014 4 ACCOMPANIMENT: 4.1 Puoro Māori (Traditional Māori instruments) may be used in the performance. There may be any number of puoro Māori used during the performance. 4.2 Any modern acoustics stringed instruments are allowed. There may be a maximum of two (2) acoustic stringed instruments played at the one time. These must not be powered by an energy source. 4.2.1. Penalty is disqualification JUDGED DISCIPLINES: 5.1 Aggregate Section: Only the marks of the following items will be counted in the Aggregate Section: 5.2 Non aggregate section. The following items will be rewarded, but the marks will not be counted as part of the aggregate section: 6 Te Reo Maori Whakaeke Waiata koroua/Moteatea Waiata-a-ringa Poi Haka Whakawatea Waiata Tira Kākahu Kaitātaki Tāne Kaitātaki Wahine Original Composition MARKING SYSTEM: 6.1 6.2 Aggregate marks. 6.1.1 Four (4) judges will judge the aggregate disciplines. Where possible, this will consist of two (2) men and two (2) women except for the poi and haka items. 6.1.2 The judging system will be determined by aggregating the scores given by each judge for each discipline. E.g.: Poi 98 – 97 – 100 – 100 = 395 overall mark. Non-aggregate marks. 6.2.1 Non-aggregate disciplines will be will be judged by four (4) judges. 6.2.2 The judging system will be determined by aggregating the scores given by each judge for each discipline. E.g.: Kakahu 98 – 97 – 100 – 100 = 395 overall mark. Nga Kapa Haka Tuarua o Aoteroa ~ Rules Confirmed on 14th March 2014 7 DISCIPLINES: 7.1 Te Reo: Te Reo is presented to recognize excellence of language 7.1.1 Te Reo Kaiwhiriwhiri read through scripts to ascertain the relevance/appropriateness of the disciplines in total context to the: Whakaeke Waiata a ringa Whakawatea 7.1.2 Kapa shall be marked out of 100 marks per judge. Fifty (50) - Te whakatakoto o te Reo. Fifty (50) - Te Whakahua o te Reo. 7.2 7.3 7.4 7.5 Waiata Tira 7.2.1 Kapa shall be marked out of 100 marks per judge. 7.2.2 Waiata Tira must be performed at the beginning of the performance. 7.2.3 Kapa are required to state whether they are performing a Waiata Tira. 7.2.4 A conductor may be either one of the performers or be an additional person. An additional conductor must leave the stage upon completion of the Waiata Tira. Whakaeke 7.3.1 Kapa shall be marked out of 100 marks per judge. 7.3.2 Kapa may begin from any part of the stage. Mōteatea/Waiata Kōroua 7.4.1 Kapa shall be marked out of 100 marks per judge. 7.4.2 Any of the different mōeteatea forms may be presented (i.e. oriori, pātere, pōkeka, apakura etc.) Kapa are required to state type in the script. Waiata –a-Ringa 7.5.1 7.6 Kapa shall be marked out of 100 marks per judge. Poi 7.6.1 Kapa shall be marked out of 100 marks per judge. 7.6.2 Any combination of poi may be performed. Nga Kapa Haka Tuarua o Aoteroa ~ Rules Confirmed on 14th March 2014 7.7 7.8 7.9 7.10 Haka 7.7.1 Kapa shall be marked out of 100 marks per judge. 7.7.2 Any type of haka may be performed, kapa are required to state type in the script. These may include taparahi, tū waewae, peruperu etc. Whakawātea 7.8.1 Kapa shall be marked out of 100 marks per judge. 7.8.2 Kapa must end performance having left the centre front of the stage. Kākahu 7.9.1 Kapa shall be marked out of 100 marks per judge. 7.9.2 Kapa are encouraged to explain Kākahu in the script. Kaitātaki 7.10.1 Kaitātaki shall be marked out of 100 marks per judge. 7.10.2 Female Kaiwhiriwhiri shall judge Kaitātaki Wahine. 7.10.3 Male Kaiwhiriwhiri shall judge Kaitātaki Tāne. 7.11 Original Composition 7.11.1 Kapa shall be marked out of 100 marks per judge. 7.11.2 Original Compositions will be judged on the waiata-ā-ringa. The kapa with the highest combined ‘Original’ Waiata-ā-ringa and Te Reo marks will place first. 8 TIMING 8.1 Thirty (30) minutes for all Aggregate items if a Waiata Tira is included. 8.1.1 8.2 Twenty five (25) minutes for all Aggregate items if a Waiata Tira is not included. 8.2.1 9 A penalty of 5 marks will be deducted from the aggregate total should the performance time exceed 30 minutes. A penalty of 5 marks will be deducted from the Aggregate total should the performance time exceed 25 minutes. ACKNOWLEDGING ORIGINALITY 9.1 Kapa are required to state any original compositions’ in the script. Originality will be judged on Waiata-a-ringa. Nga Kapa Haka Tuarua o Aoteroa ~ Rules Confirmed on 14th March 2014 10 KAIWHIRIWHIRI 10.1 Rohe will nominate kaiwhiriwhiri as per the National Committee Kaiwhiriwhiri criteria and the rohe qualifying number. 10.2 All rohe must submit the kaiwhiriwhiri as per the National Committee timeline. 10.3 The National Committee will provide the guidelines and criteria. 11 COLLATION OF MARKS 11.1 The Bench Mark is (80) 11.2 All Kapa will receive the original copies of the judging sheets pertaining to their Kapa and the National Committee will hold a copy. 11.3 All Kapa will receive an overall marks sheet of all Kapa outlining overall discipline marks allocated to each Kapa and will include time penalties and overall aggregate placing. 11.4 Equal placing is permitted for all section placing, but NOT for the top three placings. 11.5 Should a tie result for the top 3 placings in an individual item the kapa with the highest aggregate mark for Te Reo will be designated the higher place kapa. In the event there is still a tie, they will receive equal placings. 11.6 Should a tie result for the top 3 aggregate placings, the following criteria will be employed: 11.6.1 The kapa with the highest aggregate mark for Te Reo will determine the higher placed kapa. 11.6.2 In the event there is still a tie then the highest aggregate mark for Moteatea will determine the higher placed kapa. 11.6.3 In the event there is still a tie then the highest aggregate mark for Haka will determine the higher placed kapa. 11.6.4 In the event there is still a tie then the highest aggregate mark for Poi will determine the higher placed kapa. 11.6.5 In the event there is still a tie then the highest aggregate mark for Waiata-aringa will determine the higher placed kapa. 11.6.6 In the event there is still a tie then the highest aggregate mark for Whakaeke will determine the higher placed kapa. 11.6.7 In the event there is still a tie then the highest aggregate mark for Whakawātea will determine the higher placed kapa. 11.7 In the event that there is still an equal place, the Head Kaiwhiriwhiri will convene a meeting of all Kaiwhiriwhiri (where possible) and each will vote for the top Kapa based on those Kapa involved in the equal placing. Nga Kapa Haka Tuarua o Aoteroa ~ Rules Confirmed on 14th March 2014 12 NGĀ KUPU 12.1 All Kupu must be sent in by the closing date as stated by the National Committee. 12.1.1 A penalty of 5 marks will be deducted from the Aggregate total if the scripts are not in by the closing date. 12.2 Kupu may be submitted electronically, however Kapa are encouraged to be aware of compatibility issues. 12.3 Kapa must supply collated kupu of their programme equivalent to the numbers of Kaiwhiriwhiri 12.4 No kupu will be split into disciplines 12.5 All kupu will be returned to the Kapa 12.6 Should Kapa fail to collect kupu by the end of the event, the kupu will be destroyed 12.7 Any changes to kupu must be sent to the Host Committee by the dated stated by the National Committee. 13 DISPUTES 13.1 The Dispute committee will comprise: National Chairperson Head Kaiwhiriwhiri Chairperson of the Host Committee 13.2 Disputes related to performance A complaint must be lodged within 2 hours of the disputed performance. The complaint must be lodged through the designated disputes facilitator. Disputes will be handled as per the National Committee guidelines. 13.2.1 The Disputes Committee’s decision is final and will be communicated to all parties. 13.3 Disputes related to marks In the circumstance of a dispute resulting from the final marks, the complainant must make their complaint within 5 working days of the conclusion of the event. 13.3.1 The Disputes Committee’s decision is final and will be communicated to all parties.
