Personal life and career
Leonard Huibert Kok was born on 27 March 1964. He and his
sister and five brothers grew up in Bennebroek, Netherlands.
After completing his secondary education at the Eerste
Christelijke Lyceum in Haarlem, he started his degree in Legal
Political Sciences at Leiden University in 1982. After university,
he did his national service in 1988 and 1989, as a reserve
officer cadet with the Royal Netherlands Marechaussee.
In 1989, Leonard Kok began his career at the Inspectorate of
National Finances (IRF), rising to become inspector and deputy
section head at various sections of the IRF. For that purpose,
he attended the Government Finances for Senior Civil Servants
course (VofHA) in 1990.
From 1996 to 1998, in addition to his job as Head of the Policy
Preparation Office at the IRF, he studied for a master’s degree
in public administration at the Netherlands School for Public
Administration.
In 1998, Leonard Kok took up the position of Head of the
Budget Policy Division. In that capacity, he also served as the
deputy for the Director of Budget Affairs. Following on from
that experience, he was appointed Director of Budget Affairs in
2000.
In 2002, Kok moved to a different ministry. He was appointed
Deputy Secretary-General at the Ministry of Justice. After four
years at that ministry, Leonard became General Director of the
Urban Development Service at the Municipality of The Hague,
where he stayed until he was appointed Commander of Support
Command at the Ministry of Defence in 2013.
