REQUEST FOR QUOTE
The North Charleston Housing Authority (hereinafter referred to as “NCHA”) is seeking a qualified
vendor to provide Landscaping Services at the Liberty Hill and Buskirk Communities. All quotes
submitted in response to this solicitation must conform to all of the requirements and specifications outlined
within this document and any designated attachments in their entirety.
To be considered you are required to attend a mandatory site visit at 10:00 a.m. on Monday, February 10,
2014 at 4830-G Courtyard Square, North Charleston, SC 29405 and your quote must be received by
Tuesday, February 18, 2014 at 2:00 p.m. local prevailing time at 2170 Ashley Phosphate Road, Suite
700, North Charleston, SC 29406.
Comments on scope of services or other provisions in this Request for Quote (RFQ) must be submitted in
writing to Quiana Abney at [email protected] or by email no later than Close of Business on
Wednesday, February 12, 2014.
Evaluations of IFQ’s will be based on Grand Total of Services; however, NCHA reserves the right to reject
any and all quotations in whole or in part, to waive any informality and to award to other than the low offeror
if it is deemed to be in NCHA’s best interest.

Scope of Services
Landscaping Services
The North Charleston Housing Authority (NCHA) is seeking quotes from experienced, qualified, insured
and licensed entities to provide the Landscaping services at the Liberty Hill Apartment Community located
at 4830-G Courtyard Square, North Charleston, SC 29405 and Buskirk Community located at 5641 Buskirk
Street, North Charleston, SC 29405. The services include the following:
1. Tree Removal: To cut down the whole tree and grind/cut stump to ground level at the following
locations:
a. 5631 Buskirk Street - location of tree is marked and will be verified at mandatory site visit
b. 4830 Courtyard Square - location of tree(s) are marked and will be verified at mandatory site
visit.
c. 4805/4815 Courtyard Square - location of tree(s) are marked and will be verified at mandatory
site visit.
d. 4871 Bonds Wilson - location of tree(s) are marked and will be verified at mandatory site visit.
e. 4873 Bonds Wilson - location of tree(s) are marked and will be verified at mandatory site visit.
f. 4835 Luella Drive - location of tree(s) are marked and will be verified at mandatory site visit.
2. Erosion: Fill erosion areas with gravel, top soil then sod at the following locations:

4. Landscape: Create landscape plan for two (2) court yards located on Courtyard Square and
remove existing fence that surrounds both courtyards. Redesign, remove and replace low
maintenance flower garden areas.
Hours of Operations
The work week hours are from 8:30 a.m. to 5:00 p.m. Monday through Thursday, and from 8:30 a.m. to
12:00 p.m. on Friday’s.
Organization Background
Provide an overview of your company, emphasizing its qualifications and major organization strengths.
Contractor’s Responsibilities:
1. Cut and remove trees as indicated in scope of services and grind/cut stump to ground level to
eliminate tripping hazard. Remove tree and debris from work site.
2. Fill erosion areas as indicated in scope of services with gravel and layer with top soil and sod.
3. Remove shrubbery and fencing at locations indicated in scope of services and replace with low
maintenance shrubbery/ground covering/flowers and surround with pine straw.
4. Provide a landscape plan with a list of suggested low maintenance shrubbery/ground covering and
redesign courtyards with a one year replacement guarantee.
5. All completed work is to be inspected and accepted by NCHA upon completion. All work that is not
completed to the satisfaction of NCHA will be corrected within 3 workdays.
6. At all times while conducting the work, ensure the safety of his/her staff, NCHA residents and
employees and the general public.
7. Repair in a timely manner any damage to any NCHA property or any other property damaged (i.e.
NCHA residents; adjacent property; etc.) by the Contractor, his/her agents, whether such actions
were intentional or not.
8. Ensure all work performed by the Contractor or his/her agents is performed in a professional
manner, compliant with all codes, laws, regulations, statutes and commonly accepted industry
standards.
Fixed Fee Schedule
1. The cost for services to be submitted will be based on a Fixed Fee Cost per service. The total cost
must be clear and without expense contingencies.
