Formulation of the Order's policy on the political, economic and education
situation in the British wizarding world and identifying the purpose for existence
in peacetime, in the aftermath of the Battle of Hogwarts.
Letter from the Executive Board
Dear Representatives,
Let me begin by establishing what this committee is and what it is not. The
Order of Phoenix, being simulated by the Birla Model United Nations
Conference 2014, is a simulation of a fictional organization; however the
simulation is not about discussing the fictional world that all of us love. You
shall focus on role playing the characters that you have been assigned, and
debating, negotiating and working to protect and further their interests.
The two most important differences between conventional committees and this
particular committee are:
 You shall be representing individuals, not organizations or nations.
These individuals might come from different families and schools of
thoughts, however, you need to understand that some individuals will cut
ties with anyone or anything to progress in life or to save their lives and
some people will die but not cut ties.
Understanding the character will define how you perform in this
committee.
 Everything before the epilogue in the last book, is to be taken as fact. In
the sense that everything stated there is “believed” to be true; however,
no one in the committee can establish fact other than the chairperson.
Also, understand that if the book is form Harry Potter’s perspective and
Harry Potter makes an observation, Draco Malfoy will not be aware of it.
Read the books, draw your conclusions, look underneath the underneath,
but remember that perspective is important.
*Pottermore or any other statement from JKR is not accepted as fact
if not a part of the first 7 books.
The books in the series can be used as guidelines however we will be entering a
separate timeline after the end of the second war. This is a critical moment for
the magical world; members of all magical races will be forced to pick sides in
this struggle. This committee is concerned with the protection of all beings—be
they Muggle or magical. During these trying times, where we must construct a
society without fear, a friend may quickly become a foe and an enemy can
become ones’ greatest asset. We encourage all of you to gain a clear
understanding of the relationships and dynamics present in the Harry Potter
series and then to be brave enough to attempt to alter them where appropriate.
You are each endowed with your own skills and powers, and we encourage you
to explore and use them throughout the duration of the conference. The
committee’s first task will be to establish how the Ministry of Magic will be
re-instituted and elect an Interim Minister of Magic. We will vote
collectively on directives, contracts, and resolutions. Some of you may have
access to Death Eaters: you are free to either collaborate with them or scheme
against them depending on your given circumstance and the current political
situation after the war. The sky is the limit in terms of the crises we will be
throwing at you, so be prepared, be creative, and think wisely— a lot of people
are depending on us.
*NOTE : There are certain questions that must come to you when you
realize that you have complete autonomy to create legislation and norms
for a new Wizarding world. Some issues are necessary and obvious, and
some are necessary but not obvious. Other than the appointment of the
Interim Prime Minister, several other fundamental questions like the
structure of the educational program and if that played a part in the War,
the rights of intelligent magical beings, the rehabilitation of first generation
wizards driven away by the previous Ministry also need to be discussed.
We also need to focus on working to make sure that such a situation does
not occur again.

Structure and Guidelines
The procedure in this committee will be used to facilitate debate and not
moderate it, it will be extremely simplistic and a basic explanation will be given
at beginning of the first day of conference. One point that we request you to
note is that there shall NOT be any “Points” in the course of the committee, an
implication of the said decisions is that there shall not be any POINTS OF
ORDERS.
Facts will only be established by the dais and no other body.
You may have noticed the presence of individuals who are not part of the Order
of The Phoenix ( Draco Malfoy , Magorian , Representative of Gringotts,
and the Representative from the Department of Magical Law Enforcement
from the previous Administration) because :
1. Draco Malfoy is the only surviving representative from the Hogwarts
Trustees, since Mr. Lucius Malfoy is a fugitive who escaped Azkaban,
and since the Order of The Phoenix is meeting after victory in the war to
set the tone for the future of the British Wizarding World, of which the
Hogwarts Trustees are an inseparable part.
2. Magorian‘s presence is because of their invaluable support to us during
the war, and because we shall be considering the question of their
autonomy in the Forbidden Forest.
3. The Representative from Gringotts will help the organization form its
opinion on the relationship between wizards and goblins in the new
Wizarding order. There is also the question of them seeking
compensation for the death of various goblins and thefts from Gringotts .
4. The DMLE Representative shall help us understand the working of the
previous Ministry, and help us take correct decisions with regards to
custom and precedent from the previous war(S).
However, since they are not members of the Order of The Phoenix, they shall be
sworn to secrecy using magical means to make sure that our secrets are not
revealed.
Portfolio Details
HARRY POTTER
Harry Potter, the Boy who Lived, was a half blood wizard and perhaps the most
famous wizard in modern time. In an attempt to circumvent a prophecy, Lord
Voldemort was defeated, and the first Wizarding War ended. As the only known
survivor of the undiscriminating Killing Curse, Harry Potter soon became a
household name. Sorted into Gryffindor, he played as Seeker on the Quidditch
Team. Harry also played a significant role in the Battle of the Department of
Mysteries, and many battles of the Second Wizarding War. He destroyed
Voldemort’s Horcruxes along with Ron and Hermione. Harry was also notable
for being the Master of Death, having united all the Deathly Hallows at the age
of only seventeen. His pivotal role in defeating Voldemort means that his say in
the committee after Voldemort’s fall will be of great importance.
HERMIONE GRANGER
An English Muggle born, and the daughter of dentists, Hermione was sorted
into Gryffindor and possessed a brilliant academic mind. Relatively less
intimidated by Lord Voldemort, she always addressed him by his name, instead
of calling him He-Who-Must-Not-Be-Named or You-Know-Who. Best friends
with Harry Potter and Ron Weasley, she accompanied Harry on his quest to
destroy the Horcruxes. Believing hugely in the cause for the better treatment of
house-elves, she formed the association S.P.E.W in her fifth year at Hogwarts.
Harry and Ron admit that Hermione is an indispensable part of their team.
RON WEASLEY
A pure blood wizard from a family of “blood traitors”, he was sorted into
Gryffindor, and became best friends with Harry Potter and Hermione Granger.
Facing many challenges together during their adolescence, like keeping the
Philosopher's Stone from Professor Quirinus Quirrell, saving Ron's sister from
the Chamber of Secrets, forming Dumbledore's Army, and fighting in numerous
battles of the Second Wizarding War, including the Battle of the Department of
Mysteries, the Battle of the Astronomy Tower, Battle of the Seven Potters and
the Battle of Hogwart, Ron’s contribution to the Resistance has been
unparalleled. To understand this character, the delegate is required to analyse
his family and living conditions, as well as his relationship with his brothers.
KINGSLEY SHACKLEBOLT
A senior Auror for the Ministry of Magic, his position
makes him one of the most skilled wizards in the Order. His day job consists of
tracking and capturing the most dangerous dark witches and wizards in the
magical community. His membership in the Order is secret so that he may act as
covert operative and feed information to the Order from within the Ministry of
Magic. He also used his position to misdirect Aurors in search of his fellow
Order members, for example, he misled fellow Aurors in the search of Sirius
Black.
LUNA LOVEGOOD
Described as giving off an aura of distinct dottiness, Luna Lovegood was sorted
into Ravenclaw house in the year 1992. She was an important member of
Dumbledore’s Army, fighting alongside Ron, Hermione, and Harry in the Battle
of the Department of Mysteries. Her father’s political dissidence angered the
Death eaters, who abducted her and imprisoned her in the Malfoy Mansion for
months. Freed in 1998 by Dobby, she lived in Shell Cottage, until she returned
to Hogwarts to fight in the Battle of Hogwarts.
MINERVA MCGONAGALL
An Animagus, a Transfiguration Teacher, Deputy Headmistress during
Dumbledore’s tenure, and Head of Gryffindor House at Hogwarts, Minerva
McGonagall served both in the original and revived Order. She has
been extremely supportive of Dumbledore, and is the most respected faculty
member in Hogwarts – hence the best contact within the school after
Dumbledore. After the end of Snape’s tenure at Hogwarts, she will be the most
suitable candidate for the post of Headmistress.
ARTHUR WEASLEY
Arthur Weasleyis an employee of the Ministry of Magic in the Misuse of
Muggle Artifacts department. Married to Molly Weasley, his family is
considered to be “blood traitors”, because they are staunch believers in the
equality of all Magical and Muggle people. Arthur is extremely invested in
Harry’s safety; and shares a father-son relationship with Harry. Arthur is one of
the Order's eyes and ears inside the Ministry of Magic.
MOLLY WEASLEY
Molly Weasley is the wife of Arthur Weasley and mother of seven. She is seen
as a maternal figure to all the members of the Order of the Phoenix, and is
deeply and emotionally invested in the safety of all of its members. When
confronted with a Boggart, she sees the corpses of her friends and family in
rapid succession.
NEVILLE LONGBOTTOM
“It takes a great deal of courage to stand up to your enemies, but a great deal
more to stand up to your friends.” A late bloomer perhaps, Neville in his early
years was mostly a shy and clumsy introvert. He became an important member
of Dumbledore’s Army, later also fighting in the Battle of the Department of
Mysteries, the Battle of the Astronomy Tower and the Battle of Hogwarts. He
co-led the DA in his final year in opposition to the Death Eater professors.
Having refused Voldemort’s invitation to join the Death Eaters, he destroyed
the seventh and final Horcrux Nagini.
PERCY WEASLEY
Percy Weasley is the third child of Arthur and Molly Weasley. He was both a
Prefect and the Head Boy during his tenure at Hogwarts. A high achiever, he
worked at the Ministry of Magic’s Department of International Magical
Cooperation, and later as the Junior Assistant to the Minister of Magic. Percy’s
rise through the ministry caused a rift between him and his family, following
Voldemort’s return. Percy was steadfastly loyal to the Ministry, maintaining
that Voldemort was not back. After the ministry finally believed in Voldemort’s
return, Percy’s pride prevented reconciliation with his family. Tipped off by
Aberforth Dumbledore about the battle of Hogwarts, he returned and made up
with his family.
RUBEUS HAGRID
After his wrongful expulsion from Hogwarts, he was made the Keeper of Keys
and Ground at Hogwarts. Even though mistrusted by many due to his half-giant
status, he was highly relied upon by Dumbledore. He, too, is entirely loyal to
Dumbledore because he was instrumental in Hagrid’s appointment after
expulsion. He shares a father-son relationship with Harry. He was the ideal
member to reach out to the giant community.
ABERFORTH DUMBLEDORE
Aberforth is the brother of Albus Dumbledore and the bartender of The Hog's
Head inHogsmeade village. This important position allowed him to eavesdrop
and obtain useful information for the Order. However, Aberforth resents Albus
due to events in their past, and discourages Harry from trusting his actions. In
1998, he assisted Harry Potter, Ronald Weasley and Hermione Granger from a
distance during their Horcrux hunt, sending the House-elf Dobby to help them
escape from Malfoy Manor. He later allowed them to use a secret tunnel that
connected the Hog's Head to Hogwarts when the trio arrived in Hogsmeade. He
subsequently fought in the Battle of Hogwarts and survived the Second
Wizarding War. To understand this character, one must fully analyse his
relationship with his sister Kendra and brother Albus.
DRACO MALFOY
Draco, the only son of Lucius and Narcissa Malfoy, was raised to believe
strongly in the importance of blood purity. He became a Death Eater at age
sixteen, but was quickly disillusioned by the lifestyle. A seemingly odd addition
to this Post-Second Wizarding War Order, Draco has been asked to attend the
meeting as a representative of the Hogwarts Trustees.
ELPHIAS DOGE
He was Ministry of Magic jurist who was Dumbledore's schoolmate and old
friend. He went off to explore the world shortly after his graduation from
Hogwarts, but came back because of Ariane’s death and joined the Order. In the
summer of 1995, he was a member of the Advance Guard and met Harry Potter.
Even after Dumbledore’s death, Elphias remained loyal to him, and passionately
defended him and his family.
FILIUS FLITWICK
Robert Hilliard, a member of the Ravenclaw house, says – “Speaking of
eccentrics, you'll like our Head of house, Professor Filius Flitwick. People often
underestimate him, because he's really tiny (we think he's part elf, but we've
never been rude enough to ask) and he's got a squeaky voice, but he's the best
and most knowledgeable Charms master alive in the world today.” A part
Goblin and part wizard, Filius Flitwick fought at the battle of the Astronomy
Tower and defeated many Death Eaters in the Battle of Hogwarts.
GEORGE WEASLEY
Son of Arthur and Molly Weasley, and twin brother of late Fred Weasley,
George is a prankster, inventor and successful entrepreneur of Weasleys’
Wizarding Wheezes. He fought in the Battle of the Seven Potters and the Battle
of Hogwarts, where he lost his twin Fred.
GINNY WEASLEY
Ginevra Weasley was the youngest child and only daughter of Arthur and Molly
Weasley. During her first year at Hogwarts, she was cursed by the memory of
Tom Riddle’s sixteen year old self, preserved within the pages of the diary, and
was forced to reopen the Chamber of Secrets. She became an important member
of Dumbledore’s Army, and fought in the Battle of the Department of
Mysteries, battle of the Astronomy Tower, and the Battle of Hogwarts.
LEADER OF THE CENTAURS (MAGORIAN)
Magorian was the leader of the Centaurs in the Forbidden Forest. He led the
charge of centaurs during the Battle of Hogwarts. Magorian was a traditional
centaur, hating “traitors” such as Firenze. He also intensely disliked humans.
However, he has been called to this meeting not to bring forward only his views
on humankind, but also to represent the interests of the colony of centaurs living
in the Forbidden forest.
REPRESENTATIVE FROM GRINGOTTS
As outlined above, a Goblin representative from Gringotts has been called to
this meeting to opine and decide on goblin-wizard cooperation.
EX REPRESENTATIVE FROM DMLE
A former representative from the Department of Magical Law Enforcement has
been called to help up understand the working of the previous Ministry, as
mentioned above.
