NEW GOVERNMENT NEW HOPES
Dear Comrades,
The election results of 16th Lok Sabha have left far behind all the previous elections
prophesies of political pandits and analysts of exit polls. This electoral Tsu „Namo‟ has
yielded such a majority that even Bhartiya Janata Party itself would not have dreamed
of. 16th May 2014 has written a golden history on the success of BJP, when it crossed
the magic figures of 272 on its own, NDA securing 334 seats and BJP 282 seats of Lok
Sabha securing absolute majority. Congress Party has reaped the harvest of its own
sowing and had to remain satisfied with only 44 seats, which is the worst show of the
party in the history. Not only Congress party the other DMK, BSP, RLD were not able
to open their account and SP also was able to win seats of family members only. JDU and
LEFT were also grounded. The LJP of Ram Vilas Paswan could come with flying colors
due help of BJP and secured 6 seats out of seven.
Elections are over. History will be analyzing the results in its own manner but it has to be accepted that BJP
has secured almost all 11% votes of 1st time voters. The youngsters pinned hope in Modi as only saviour of their
aspirations and future. The other factor was that inflation, sky rocketing high prices, unemployment and corruption
compelled the voters to change the government and brought a new one.
The new government led by Shri Narendra Bhai Damodar Das Modi took oath on 26.5.2014. I was also one
of the invitees, that included the Heads of the neighbouring Governments of SAARC Countries to witness the oath
taking ceremony organised in the Rashtpati Bhawan by President of India. Now, when the new government is in
place, Ministers have started their works, the people of the country are speculative whether good days have really
arrived?
The peace will be in the Country, there will be no communal hatred, prices will be custred, employment will
be granted, corruption will be sorted out etc.
We are full of hopes and optimism and think for only the better for the country but would also like to tell our
comrades not to sit idle in the hope of so called “Good days”. We should always remain alert and active towards off
bad days.

FEEDBACK OF AIRF’S PRELIMINARY MEETING HELD WITH THE VIITH
CENTRAL PAY COMMISSION
On the invitation of the Seventh Central Pay Commission for having Preliminary Interaction with All India
Railwaymen‟s Federation (AIRF) a delegation of the AIRF, comprising of Com. Shiva Gopal Mishra, General
Secretary/AIRF, Com. Rakhal Das Gupta, Working President/AIRF, Com. Ch. Sankara Rao, Asstt. General
Secretary/AIRF and Com. J.R. Bhosale, Treasurer/AIRF met today, i.e. 28th May, 2014, the Seventh Central Pay
Commission (Hon‟ble Justice Shri Ashok Kumar Mathur, Chairman, Shri Vivek Rae, Membeer, Dr. Rathin Roy,
Member and Ms. Meena Agarwal, Secretary, Seventh Central Pay Commission) in Hotel Janpath (Camp Office of
the VII CPC), New Delhi.
The following points were raised by the AIRF before the VII CPC :(i)

Living Wage;

Merger of Dearness Allowance;
It was asserted by the AIRF that the Railwaymen are Industrial Workers and are governed by the Industrial
Disputes Act, Factories Act and Hours of Employment Regulations etc.
It was stressed by the AIRF that, out of 7,000 railway stations, over 6,000 are road side stations where staff
are bereft of all civic facilities like housing, electricity, drinking water, sanitation, medical facilities etc., and the
education of their children suffers.
Indian Railways run 19,000 trains daily and additional train services are being introduced without developing
infrastructure and adding manpower, rather manpower is being reduced day-by-day. In spite of all impediments,
there has been tremendous improvement in carrying goods traffic and passenger services.
AIRF further stressed that, the Railwaymen are working round-the-clock in all weathers and arduous
conditions, even sacrificing their lives to keep the lifeline of the nation (Indian Railways) in operation. On the one
hand it used to be said that we (the Railwaymen), are the second line of defence, on the other, when the issue of
Wage Structure and Allowances comes, the Railwaymen always get raw-deal, saying, they are “Common
Categories”. Quoting examples of the Running Staff, Technician, Technical Supervisor, Operating & Commercial
Staff, AIRF asked, where we are common? The VII CPC agreed that they would definitely look into these aspects
while deciding wages and allowances of the Railwaymen.
It was impressed upon to the Seventh Central Pay Commission that AIRF would lead broad
categories/departments representation to VII CPC during oral evidence.
It was also stressed that the Seventh Central Pay Commission should consider the matter of granting
Interim Relief as well as merger of Dearness Allowance with the Pay.
The Members of the Pay Commission, mainly the Chairman himself, interacted with AIRF‟s representatives.
The Pay Commission gave patient hearing and assured that they could understand the complexity and gravity of the
Railway Industry, devotion and dutifulness of the Railwaymen and would try to administer justice to the Railwaymen
by way of their recommendations.

Thereafter, representatives of the Staff Side, National Council (JCM), lead by Com. Shiva Gopal Mishra,
Secretary, Staff Side, National Council (JCM), along with Com. Rakhal Das Gupta, Com. Ch. Sankara Rao and Com.
J.R. Bhosale, Members, Standing Committee, NC/JCM/AIRF, held discussions with the VII CPC. The issues of
Fixation of Wages, allowances and the matters of Anomalies of VI CPC, Scrapping of New Pension Scheme,
Promotional Policy, General Grade structure along with the demands of Interim Relief and Merger of Dearness
allowance with thee Pay were raised by the Staff Side, NC/JCM. Apart from AIRF representatives, in the delegation,
Coms. M. Raghavaiah, Guman Singh, S.N. Pathak, S.K. Vyas, Sri Kumar, K.K.N. Kutty and B.C.Sharma were also
present on the occasion.
The Chairman, VII CPC, on persistent demand of the Staff Side, NC/JCM, suggested that the Staff Side can
submit separate Memorandum on Interim Relief and Merger of Dearness Allowance, so that VII CPC can seek
necessary advice from the Government, as to how to deal with these issues since there has been no specific
reference in the matter from the Government to VII CPC on these subjects.
It was decided that detailed memorandum on behalf of Staff Side, National Council (JCM) should be
submitted by 30th June, 2014, and all the departments, like Railways and others should submit their memorandum by
15th July, 2014.
EVERY EFFORTS FOR OLD PENSION SCHEME RESTORATION

All India Railwaymen‟s Federation General Secretary com. S.G. Mishra assures of in a meeting at
Maradabad that all efforts will continues & restore old Pension Scheme for Railwaymen appointed of 1-1-2004. He
also highlighted the demerits of New Pension Scheme to the Chairman of 7th Pay Commission.
In a Press Conference com. Mishra highlighted the Anomalies of 6th Pay Commission and demanded to
resolve the anomalies before 7th Pay Commission Report. He came to Moradabad to attend Divisional PNM on 19
May 2014.
NEED NOT PRIVATIZATION AND FOREIGN INVESTMENT IN RAILWAYS

In a Press Conference on 27th May at New Delhi Com. S.G.Mishra(General Secretary of AIRF)
showed his satisfaction and happiness for formation of new govt. with full majority. He said that the citizen
of India as well as all department have many expectations with this stable Govt. Employees are expecting
to resolve the old pending demands by this new Govt. and many decisions for welfare of working class.
When replying the expectation form new railway minister Com. Mishra said that the identity of
railway system should not be disturbed and neither should be privatized nor foreign investment be allowed.
When replying the expectation from the Government Com. Mishra said that many demands are
long pending and the main is old pension scheme to restore who joined railway on 01-01-2004 and after.
He said that government should take a decision that old pension scheme be continued. Com. Mishra was
also in favour of fare increase.

BLOOD DONATION CAMP ORGANIZED BY NFRMU
Like previous years this year also a blood donation camp was organized by the Rangapara Branch
of NFRMU (AIRF Affiliates) on 27.05.2014. The camp was inaugurated by Dr. D. Adhikari of Kanaklata Civil
Hospital, Rangapara.
A Total of 43 Railway Employees donated their blood including two lady workers. In this occasion a
large number of Railway Workers and civilians from the nearby vicinity gathered in the Branch office
premises to witness the occasion.
In the inaugural session Com. Samrat Mitra, Branch Secretary addressed the gathering. He
mentioned that by donating blood one can have the Knowledge of this health and wellness. One can know
the status of his health and simultaneously it is the biggest service to mankind. He further mentioned that
people in general afraid of testing his blood to know whether free from HIV and hepatitis both the silent
killer. But by donating blood he came to know the status of these deadly decease.

INTERNATIONAL NURSED DAY 12TH MAY, 2014
WREU
Women‟s Committee of WREU (E&M) Dahod celebrates International Nurses Day on 12th May, 2014.
On this occasion under the banner of WREU more than 20 Nurses of Main hospital Dahod got to gather at
AC Hall of Hotel Laxmi Places in Evening 18.30 hrs.
Com. Perin Sophiya Harsh address the group of Nurses about importance of the day and why celebrate this
day on every 12th May and also ask about general duties of Nurses.
Com. Dharmesh Chaturvedi is also address the group of Nurses and gives details information about Theme.
Nurses Force for change – Vital resource for health. The Theme is decided by International council of Nurses for
year 2014.
The programme was successfully conducted by Mrs. Perin Sophiya S. Harch and was appreciated by all.

SWRMU
MASSIVE DEMONSTRATION OF TICKET CHECKING CADRE ON 20TH MAY, 2014
The South Western Railway Mazdoor Union held a massive demonstration of Ticket Checking Cadre in front
of DRM‟s Office, Hubli, Bangalore and Mysore on 20th May, 2014 at 11.00 hrs. in protest against the Railway Board‟s
arbitrarily modified instructions issued vide Comm. Circular No. 97/TG/V/13/3 dated 14.3.2014 prescribing yardstick
for manning of coaches.
At Hubli, Massive Protest Demonstration has been held in front of DRM‟s Office, UBL
Large number of Ticket Checking Staff have participated in the protest demonstration and urged to withdraw
the arbitrary decision and also urged for meeting the following Demands.
1.
Withdraw Arbitrary Decision, Anti-labour Policy of the Railway Board in revising the norms for manning of
coaches.
2.
Implement Cadre Restructuring for Ticket Checking Cadre.

3.
7% squad reduction policy to be revamped and implemented in true and right spirit.

Improve TTE‟s Rest Rooms according to Recommendations of the Committee of Executive Director vide
Comm. Cir. No. 71/2013 dated 14.11.2013.

Improve inhuman condition of TTE‟s Rest Rooms at TPTY, SA, CBE, MYS, SMET, UBL, VSG & MRJ –
SBC TTEs going to TPTY, SA, CBE & MYS – MYS TTEs going to SMET & UBL – UBL TTEs going to VSG
&MRJ are facing lot of inconveniences and hardship.

Security should be provided to all the Ticket Checking Staff especially to onboard staff.

Scrap Free Upgradation policy (Sleeper to Upper Classes)
7.
Supply Rule Book/Hand Book for reference with Dos & Don‟ts for Ticket Checking staff.
8.
Policy matter should invariably be discussed with SWRMU before implementation.
9.
Issuing unlimited waitlist tickets across PRSs should be curtailed to avoid over crowding in reserved
coaches.
10.
Create additional posts in proportion with introduction of trains/coaches.
11.
Request transfer applications of Ticket Checking Staff from SWR to other Railways are not forwarded as
done for other cadre staff. Immediate action to be taken to forward all the pending applications of Ticket
Checking Staff. There are about 15 requests pending from UBL Divn.
NFRMU
TRADE UNION EDUCATION PROGRAMME
In view of the setting up of VIIth Central Pay Commission and taking over by new Government, a Trade
Union Education Programme was held at the Badarpur Branch office of NFRMU from 20th to 22nd May 2014. NFRMU
selected 20 youth members including 3 ladies from the grass root level from various places of Barak Valley.
The Programme inaugurated by Shri Bhajan Chandra Dey, AGS/NFRMU.
The workshop was conducted by Shri A.K. Biswas and Shri Pijush Chakraborty, both Jt. General Secretries
of NFRMU. They taught the participants regarding various labour laws and the responsibilities of the Trade Union
towards the industry and its users. Due to severe fund crunch Railway is running in economic crisis. For the survival
of the Railways they stressed on transparency at all level. They trained the youths how to organize the workers to
fight against the anti-labour policies and corruption of the Government.
As part of Trade Union Movement they suggested the youths to involve themselves in the social activities
like cleanliness of the colonies, assistance to the traveling public, holding of Blood donation camp, Health checkup
camp, plantation and to raise anti corruption voice.
AIRF and its affiliate NFRMU is struggling hard to scrape New Pension Scheme which became as curse for
the new entrants joint this Railway from 1.1.2004. Both the educators advised them to organize the workers affected
by curtailment of this social security and to keep themselves ready for a bigger movement in the near future.

REFERENCES FROM AIRF TO RAILWAY BOARD
Sub: Enhance in the rate of various allowances by 25% as a result of enhancement of Dearness Allowance
up to 100% w.e.f. 1.1.2014.
Ref: Board‟s letter No.F(E)I/2011/AL-28/18 dated 29.4.2014(RBE No.39/2014)
Railway Board vide their letter under reference have circulated orders for 25% enhancement in the rate of
various allowances as a result of enhancement in Dearness Allowance up to 100% w.e.f. 1.1.2014. It may be recalled
that the rate of certain allowances was enhanced by 25% vide Board‟s letter dated 13.6.2011 for increase in
Dearness Allowance over 50% in pursuant to recommendations of VI CPC, and the allowances rate of which was
enhanced were as under:Cycle Maintenance Allowance, Special Compensatory(Scheduled/Tribal Area) Allowance, Special
Compensatory(Remote Locality) Allowance, Children Education Allowance(Reimbursement of Tuition Fee,
Hostel Subsidy), Washing Allowance, Special Allowance for Child Care for Women with Disabilities and
Education Allowance, Fixed Conveyance Allowance, Special Compensatory(Bad Climate) Allowance, Night
Patrolling Allowance, Special Compensatory(Hill Area) Allowance, TA/DA rates on Tour(Chapter 16 of IREC
Vol. II), Mileage for Road Journey by Taxi/Own Car/Autorickshaw/Own Scooter/Bicycle etc. and the Rates of
Transportation of household effects on transfer, Project Allowance & Compensatory (Construction/Survey)
Allowance, National Holiday Allowance, Nursing Personnel, Uniform Allowance, Kit Maintenance Allowance
and Washing Allowance – RPF/RPSF Personnel, Post Graduate Allowance and Annual Allowance – Doctors,
Breakdown Allowance, Constant Attendant Allowance(Pensioners), Special Allowance to the categories of
staff listed in RBE No.66/2010, Special Allowance to Gatekeepers posted at Civil Engineering Level
Crossings, as also the advances, viz. Festival Advance, Bicycle/Warm Clothing Advance, Advance in cases
of Natural Calamity (Para 1123(A) of IREM Vol. I.
Besides the above, the rate of Kilometreage Allowance(per 100 kms) and ALK(160 kms) was also
increased by 25% w.e.f. 1.1.2011 vide RBE No.77/2012 dated 28.6.2012 on the persistent demand by this

federation. In addition to this, the rate of Allowance in lieu of Running Room Facilities, Shunting Duty Allowance,
Trip Allowance and Commercial Duty Allowance, which were also enhanced by 25% w.e.f. 1.1.2011 in terms of
RBE No.36/2013 dated 22.04.2014, are also required to be further enhanced by 25% on par with other allowances,
dearness Allowance having reached 100% w.e.f. 1.1.2014.
The Board are, therefore, requested to issue necessary orders for further enhancement by 25% in the rate
of above-mentioned allowances which have not been enhanced vide Board‟s letter under reference, at an early date.

Sub: Categories falling under Safety Categories for the purpose of retirement under LARSGESS
Ref: Board‟s letter No. E(P&A)I-2014/RT-9 dated 28.3.2014
Railway Board vide their letter No.E(P&A)I-2010/RT-2(RBE No. 131/2010) dated 11.9.2010 had issued
instructions on LARSGESS, wherein nominated categories of the staff of Safety Categories in GP Rs.1800 were
made eligible to avail benefit of this scheme.
On sustained persuasions by the AIRF, the said scheme was extended to cover the staff working in Safety
Categories in GP Rs. 1900 also vide Board‟s letter No.E(P&A)I-2010/RT-2 (RBE No. 99/2011) dated 28.6.2011. It
may be recalled that Safety Category Staff in GP Rs. 1800, who are covered under LARSGESS, include
Khalasi/Khalasi Helper, re-designated as Helper Gr.II and Gr.I, assisting Loco Fitters (C&W) Fitters/Fitters in Diesel
Loco Sheds (open line and workshops).
It is, however, a matter of serious concern that Railway Board vide their letter under reference have issued
clarification that Technician Gr. III is not covered under Safety Category for seeking retirement under LARSGESS,
which is highly unfair. While Helper Gr. II and Gr. I in GP Rs. 1800, assisting Loco Fitters/C&W Fitters, are covered
under LARSGESS, it is not understood how Technician III (C&W) in GP Rs. 1900, who are otherwise C&W Fitters,
should not be covered under this scheme, who equally belong to Safety Category.
It is, therefore, requested that the issue may be examined in the light of the above context and may be
discussed with the undersigned also and necessary clarification, duly covering the Technician III (C&W)/C&W Fitter
in GP Rs. 1900 under LARSGESS, may be issued at an early date.

Sub: Implementation of MACP Scheme over Indian Railways – Discrepancies – Reg.
Ref: (i) Board‟s letter No. PC-V/2009/ACP/2 dated 10.6.2009 (RBE No. 101/2009) and dated 29.12.2011
(ii) Board‟s letter No. PC-V/2011/M/3/AIRF dated 25.2.2014.
The Modified Assured Carrier Progression Scheme (MACPS) came into effect in terms of RBE No.101/2009
dated 10.6.2009 modifying the ACP scheme already in vogue before this scheme. The Railway Board‟s letter supra
gives detailed provisions of MACPS as also clarifies a numbers of related issues. The illustration on page No.9 of the
said letter states at (a) under Para 28 that “in case an employee had earned first promotion within a period less
than 10 years, say in 8 years of regular service and then continues in same grade pay for further 10 years,
without any promotions, he will be entitled for 2nd financial upgradation under MACP on completion of
8+10=18 years and 3rd financial upgradation on completion of further 10 years service i.e. after 8+10+10=28
years.”
Most of the Zonal Railways have implemented MACPS on the basis of above illustration in various
categories of Railway staff. The Railway Board, however, while clarifying the matter vide their letter dated
29.1202011 have stated that “1st financial upgradation would be on completion of 10 years of continues
service in same grade pay, 2nd on completion of 20 years service from the date of initial appointment or 10
years from the date of 1st financial upgradation/promotion, whichever is earlier & 3rd financial upgradation

would be admissible on completion of 30 years regular service of initial appointment or 10 years from the
date of 2nd financial upgradation/promotion whichever is earlier.” The illustration under Para 28 in the Board‟s
letter dated 10.6.2009 has, however, been reiterated in the letter dated 29.12.2011 also. It is evident from the
clarification that an employee would be eligible for 2nd & 3rd financial upgradation after completion of 10 & 20 years
service from his/her first promotion.
However, the clarification further issued vide Board‟s letter under reference at S.No. 2 is in contradiction to
the above provisions so far as the concluding line of the said letter is concerned, which states that “it is not possible
to agreed to grant of 3rd financial upgradation under MACPS on completion of 20 years of service after 1 st
promotion/upgradation.
The Board are therefore, requested to further look into the matter in totality, as this would undo the provision
already made vide Railway Board‟s letter dated 10.6.2009 & 29.12.2011, resulting in a lot of recoveries from the staff
in case of whom the MACPS has been implemented in terms of Railway Board‟s letter under reference at S.No. 1.
This issue may be discussed with AIRF threadbare, so that there is no contradiction creating confusion in
implementation of MACPS prevailed over Indian Railways and recoveries, if any being initiated on this accounts in
any Zonal Railway, may be stopped till finalization of this issue.

Sub: Carrier Progression of Trackman
Ref: Board‟s letter No. 2012/CE-I/GNS/20 dated 1.4.2014 (RBE No. 33/2014)
Consequent upon implementation of the unanimous recommendation of the Joint Committee on Package &
Carrier Advancement of Trackman after sustain persuasion of this Federation, promotions of Trackman now be
designated as Track Maintainer would be done in GP Rs. 2000, GP Rs. 2400 and then in GP Rs. 2800.
It is worth mention here that since the GP of Rs. 2400 and Rs. 2800 have been revised for the first time of
this category of staff on the recommendation of the above mentioned Committee, there is no incumbent available in
GP Rs. 2400 for the present, as a result of which promotion to GP Rs. 2800 would not be possible on the next 2
years, because of the condition of 2 years residency period in grade, which is pre requisite for promotion to next
higher grade.
It would be therefore in the fitness of that things that the condition of the 2 years residency period in GP Rs.
2400 in case of Track Maintainer should be done away with as one time exemption so as to facilitated promotion to
GP Rs. 2800, so that the vacancy arise out of above recommendation of the Joint Committee are also filled up and
not remain unfilled for a period of next 2 years.

Sub: Revision of percentage distribution of posts of Track Maintainers
Ref: Board‟s letter No. 2012/CE-I/GNS/20 dated 1.4.2014
Reference is invited towards Board‟s letter No.2010/CE-I/GNS/20 dated 1.4.2014, vide which orders
regarding restructuring of staffing pattern of Trackmen in Indian Railways were issued without any rider of selffinancing and expenditure neutrality. It is, however, a matter of serious concern that the Railway Board while issuing
revised percentage of restructuring of the staffing pattern of Trackmen vide their letter under reference have laid
down the condition of self-financing and expenditure neutrality as has been done in case of cadre restructuring of
other categories of staff, which was effective from 1.11.2013. It is further disappointing that minimum Residency
Period has also been prescribed under Para 3 of the orders under reference. As a result of which, there would be no
promotion to the post of Track Maintainer Grade-I in GP Rs. 2800 just because no Trackman would have been
completed Residency Period of two years on the post of Track Maintainer Grade II in GP Rs. 2400.

It is further pertinent to point out that the revision of percentage in the staffing pattern of Trackmen is an
outcome of an agreement arrived at with the AIRF after sustained persuasions, wherein there was no question of any
self-financing or expenditure neutrality because the same was based on the unanimous recommendation of the Joint
Committee on Package and Career Progression of Trackmen.
AIRF, therefore, urges that the clause of self-financing/expenditure neutrality and Residency Period should
be done away from the orders issued by the Railway Board vide letter supra and the process of filling up of posts of
Track Maintainer Gr.I should be seniority-cum-suitability basis.
An early action in the matter is solicited so that the actual benefit of restructuring of staffing pattern of

With the modernization and technical advancement, the common man has now become habitual of using
household appliances and gadgets requiring electrical supply, which include Induction Cooker/Heater, Airconditioner, computer, TV/Laptop, refrigerator, washing machine, desert cooler, vacuum cleaner, mobile phone etc.
which are in common use nowadays. Board‟s letter under reference at S.No.(i) provides that, only Type IV, V and Vi
quarters are to be provided with 32 Amp MCB and electrical points accordingly as per electrical load. This scale of
fittings was further provided to Type III quarters also in terms of Board‟s letter at S.No.(ii) above. Type II quarters,
however, are not made entitled for this scale of electrical fittings as yet.
It would not be out of context to mention here that, number of Type-II quarters are in large scale, with
freezing out Type-I quarters, and majority of Group „C‟ staff is housed therein. In the absence of proper scale of
electrical fittings, as provided for Type III quarters, the staff in occupation of these railway quarters have to face
undue hardship in making use of household appliances etc. as mentioned above.
Since standard of living is increasing with modernization and technical advancement, it would be quite
appropriate that Type II staff quarters are also provided with proper scale of electrical fittings, so that they can
smoothly utilize household appliances, electrical gadgets etc. as per their requirement.
It is requested that necessary instructions to improve upon the scale of electrical fittings in Type II railway
quarters may be issued in consideration of above facts at an early date.

Last meeting of the Departmental Anomalies Committee was held on 1st June, 2010, minutes of the same
were circulated vide Board‟s letter referred to above.
Since there is no headway on the issues discussed therein, it would be quite appropriate that a final round
of discussions is held on the issues pending in the DAC, so as to evolve amicable solution thereof.

of Demands of the AIRF, a decision was taken to constitute a Joint Committee with the Federations to further discuss
and finalize the left over issues those could be decided on that date.

Sub: Appointment on compassionate grounds – Typing Skills for persons appointed in the Ministerial Cadre
Attention is invited to this Ministry‟s letter No.E(NG)II/94/RC-1/35 dated 12.5.97(RBE No. 69/97), wherein it
has been stipulated that person appointed on compassionate grounds to Ministerial Cadre (as Jr. Clerk or Senior
Clerk) are required to acquire type writing proficiency of 30 w.p.m. in English or 25 w.p.m. in Hindi within a period of
two years from the date of appointment, and their appointment will be provisional subject to acquiring the prescribed
typing qualification within stipulated period. However, these instructions do not specifically state about the further
course of action to be taken in case of such appointment, where the candidate fails to acquire the requisite type
writing proficiency in the stipulated period.
Pursuant to references received from field units as well as NFIR, the matter has been examined and it has
been decided by the Board that candidates appointed on compassionate grounds, who fail to acquire type writing
proficiency in the stipulated period, may be shifted to Non-Ministerial and Non-Commercial Cadre. These conditions
should be mentioned in the letter of appointment.

Sub: Eligibility conditions for promotion from Group „C‟ to Group „B‟ posts in the Accounts Department
Ref: Railway Board‟s letters No. E(GP)99/2/22 dated 22.7.2004, 29.4.2009 and 29.3.2010
In terms of instructions contained in Board‟s letter of even number dated 22.7.2004, Group „C‟ employees
with 03/05 years of non-fortuitous service in the grade the minimum of which is Rs. 5000/- and in higher Group „C‟
grades(Vth CPC) are eligible for being considered for appearing in the 70% Selection/30% LDCE held for promotion
to Group „B‟ posts in the major departments having „Organized Services‟ including Accounts Department.

Consequent upon implementation of the pay scales recommended by the VI Pay Commission, these instructions
have since been modified (except for Accounts Department) vide Board‟s letter of even number dated 29.03.2010.

Now, the matter regarding eligibility conditions for appearing in the Selection/LDCE for promotion to Group
„B‟ posts in the Accounts Department, has been considered by the Board and it has been decided that:(i)
For Group „B‟ Selections(70% Quota), Group „C‟ employees of Accounts Department working in Pay Band
PB-2(Rs.9300-34,800) with Grade Pay of Rs. 4200 and above with 3 years of non-fortuitous service in the
grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in the Accounts
Department and who have qualified the Appendix-3 IREM Examination will be eligible.
(ii)
For Group „B‟ Selections(30% LDCE quota), Group „C‟ employees of Accounts Department working in Pay
Band PB-2 (Rs. 9300-34,800) with Grade Pay Rs. 4200 and above with 5 years of non-fortuitous service in
the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in Accounts
Department and who have qualified the Appendix-3 IREM Examination will be eligible.
(iii)
In the integrated seniority of Group „C‟ employees eligible for Group „B‟ Selections(70% quota), employees
in Pay Band PB-2 (Rs.9300-34,800) with Grade Pay of Rs. 4800 will be placed above those in Pay Band
PB-2 (Rs.9300-34,800) with Grade Pay of Rs. 4200. In either category, the relative seniority of employees
coming from difference streams will be determined with reference to length of non-fortuitous service in the
Scale of PB-2 + 4800 or PB-2 + 4200, as the case may be.

NWR be further extended for 1(one) year i.e. unto 31.3.2015.

Sub: Selection Grade in Group „A‟ Services – Application of Sealed Cover procedure in grant of nonfunctional Selection Grade
Railway Board‟s letter No. E(D&A)88 RG6-2 dated 5.2.1993 refers to application of sealed cover procedure
at the time of considering grant of Non-Functional Selection Grade to Group „A‟ officers. However, this letter does not
indicate the circumstances in which the sealed cover procedure is to be adopted. NFSG is a segment of Junior
Administrative Grade and appointment to NFSG is, therefore, not a case of promotion, but merely a place3ment in a
higher pay-scale. Consequently the provisions relating to adoption of sealed cover procedure by the DPC while
considering cases of regular promotion as prescribed in Railway Board‟s letter No. E(D&A)92 RG6-149(B) dated
21.1.1993 are not directly applicable in such cases.
2.
It is clarified that the Internal Selection Committee while considering the issue of grant of NFSG, shall also
place the recommendation for grant of NFSG in a sealed cover, if the officer(s) concerned are covered by any of the
following three situations as on the 1st January of the relevant calendar year in which the case of the concerned
officers matures for grant of NFSG, unless such meeting of the Internal Selection Committee will be relevant:-

(a)
Where the officer is under suspension;
(b)
Where a charge sheet has been issued and the departmental proceedings for disciplinary action
are pending‟ and
(c)
Where prosecution for a criminal charge is pending in a court of law.
3.
The same procedure will be followed by the subsequent Internal Selection Committees convened till the
disciplinary case/criminal prosecution against the Officer concerned is concluded. On conclusion of the disciplinary
case/criminal prosecution, if it results in dropping of the case against the Officer, the sealed cover (or covers) shall be
opened. In case the officer is recommended for placement in NFSG, the same shall be allowed from the relevant
year in which he has been recommended for grant of NFSG by the Internal Selection Committee. He shall also be
entitled to arrears of pay and allowances for such period.
4.
If however, the disciplinary proceedings against the Railway servant results in the imposition of any of the
minor penalties of Censure, Stoppage of Passes/PTOs, recovery from pay, reduction to a lower stage in the time
scale of pay and withholding of increments, the officer may also be allowed placement in NFSG prospectively with
reference to the recommendations of the Internal Selection Committee. In the case of those imposed with minor
penalty of reduction to a lower stage in time scale of pay or withholding of Increment they cannot, however, be
granted NFSG before the expiry of the penalty. However, where the penalty of withholding of increment is to become
operative from a future date, the person concerned should be granted NFSG in his turn prospectively with reference
to the recommendations of the Internal Selection Committee and the penalty imposed in the NFSG. The pay in such
cases should be fixed under the normal rules with reference to the date of actual placement in NFSG.
5.
If, however, the disciplinary proceedings/criminal case against the Railway servant ends in a
punishment/penalty other than those specified in Para 4 above, the findings of the Internal Selection Committee in
the sealed cover/covers shall not be acted upon. The officer‟s case for grant of NFSG may be considered by the
next Internal Selection Committee held in the normal course subsequent to the date on which the pending case was
decided against him, having regard to the penalty imposed on him.
6.
It is also clarified that as NFSG is a mere placement in a higher scale and non-functional in character, there
is no functional requirement of another officer being allowed NFSG in place of the officer whose case is placed in the
sealed cover by the Internal Selection Committee. Also there is no requirement of allowing NFSG on ad-hoc basis to
the officer whose case is delayed as his monetary interests are fully protected by the decision that in the event of his
exoneration in the pending disciplinary/criminal case, he will be entitled to appointment in NFSG from the relevant
year in which he has been recommended for grant of NFSG by the Internal Selection Committee, with arrears of pay
and allowances.

Sub: Clarification on increase in certain allowances by further 25% as result of enhancement of Dearness
Allowance w.e.f. 1.1.2014
Please refer to Railway Board‟s letter of even number dated 1.6.2011, conveying enhancement of
reimbursement limits of children education allowance/hostel subsidy, special allowances admissible for child care to
women with disabilities and education allowance for disabled children by 25% consequent upon enhancement of
Dearness Allowance to 51%. As per revised scheme, reimbursement limits on Children Education Allowance and
Hostel subsidy would be raised by 25% every time the Dearness Allowance on the revised pay structure goes up by
50%.

Railway Board vide letter No. PC-VI/2008/1/7/2/1 dated 28.3.2014 has now enhanced the Dearness
Allowance payable to Railway employees from the existing rate of 90% to 100% with effect from 1st January, 2014.

Consequent upon aforesaid enhancement in Dearness Allowance to 100%, limits on reimbursement of
children education allowance/hotel subsidy, special allowances admissible for child care to women with disabilities

and education allowance for disabled children shall go up by 25% w.e.f. 1st January, 2014. DOP&T vide Office
Memorandum No. A-27012/1/2014-Estt. (Allowance) dated 28.4.2014 (copy enclosed) has issued clarification to this
effect. The clarification issued by DOP&T shall apply mutatis-mutandis in respect of Railway employees.

Sub: Clarification on increase in certain allowances by further 25% as result of enhancement of Dearness

The undersigned is directed to refer to Para 1(i) of this Department‟s O.M. No. 12011/03/ 2008Estt.(Allowance) dated 2.9.2008. This provides that the limits of Children Education Allowance would be
automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.
References are being received from various quarters with regard to the amount of Children Education Allowance
admissible consequent upon enhancement of dearness Allowance payable to Central Government employees @
100% w.e.f. 1st January, 2014 announced vide Ministry of Finance, department of Expenditure O.M. No.1/1/2014-EII(B) dated 27th March, 2014.
2.
In accordance with the above, the following shall be the revised limits:-
(a)
The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs.18, 000/- per child.
Accordingly, the quarterly claim could be more than Rs. 4500/- in one quarter. The Hostel Subsidy shall be
Rs. 4500/- per month per child.
(b)
The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1500/- per
month; and
(c)
The annual ceiling for reimbursement of Children Education Allowance for disabled children of Government
employees shall be treated as revised to Rs. 36,000/- per annum per child and the rates of Hostel Subsidy
for disabled children of Government employees shall be treated as revised to Rs. 9000/- per child per
month.

These revisions are applicable with effect from 1st January, 2014.

These revisions shall be subject to other terms and conditions mentioned in this Department‟s O.M. No.
12011/03/2008-Estt. (Allowance) dated 2.9.2008, O.M. No. 12011/04/ 2008 dated 11.9.2008 and 12011/07(i)/2011Estt. (AL) dated 21.2.2012.
Sub: School Pass-permitting student wards of railway employees in Duronto Express Trains
In terms of provisions contained in Schedule III of Railway Servants (Pass) Rules, 1986 (revised edition
1993) eligible student son/daughter of railway employees are granted 3 full sets or 6 half sets of School Pass in a
year. These Passes at present are not valid of journey in the Duronto Express Trains.
2.
The issue regarding making School Pass valid for journey in Duronto Express Trains has been considered
by Board and it has now been decided that School Pass issued to eligible son/ daughter of railway employees may
be made valid for journey on Duronto Express Trains, subject to “Normal Duty Pass Quota”. The conditions of
entitlement shall be the same as on privilege pass of railway employees.

An endorsement as “Valid for journey in the entitled class of Duronto Express Trains”, shall be made
on the School Pass by the Pass issuing authority.

Sub: Ad-hoc promotion of staff in Construction and other projects

Ad-hoc promotions in Construction and other Projects are governed by the instructions referred to above.
Spirit of these instructions is to discourage ad-hoc promotions in such projects with an exception that in the
exigencies only one ad-hoc promotion may be granted with the approval of the cadre controlling authority.
2.
In the wake of the Hon‟ble Apex Court‟s judgment dated 27.8.2013 passed in Civil Appeal No. 7292/2013,
arising out of SLP(C) No.14007/2012, where a Railway employee holding an ex-cadre post is repatriated back to his
parent cadre, it is advised that ad-hoc promotions granted against the ex-cadre post do not entitle an employee for
promotion of pay on repatriation to the cadre.

Sub: Enhancement in the rate of various allowances again by 24% as a result of enhancement of Dearness
Allowance to 100% w.e.f. 1.1.2014
In accordance with the recommendations of VI CPC, the rates of various allowances admissible to different
categories of railway staff were doubled. The VI CPC while making recommendations in this regard had also
recommended that the rates of these Allowances will be increased by 25% every time the Dearness allowance goes
up by 50%. Railway Board accordingly issued instructions in respect of various allowances listed in the enclosed
Annexure.
2.
Consequent upon the enhancement in the rate of Dearness Allowance to 51% from 1.1.2011 it was
reiterated vide Board‟s letter No. E(P&A)I-2011/SP-1/Misc.1 dated 13.6.2011 that the rates of allowances shall
increase by 25%.
3.
The rate of Dearness Allowance has now been enhanced to 100% w.e.f. 1.1.2014. In order to dispel any
doubts that may arise in the Railways, it is clarified that the rates of allowances listed in the enclosed Annexure shall
again increase by 25% (on original VI CPC rates prescribed by Ministry of Railways) with Dearness Allowance now
again having gone up by 50% w.e.f. 1.1.2014.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub: System improvement regarding booking of PRS ticket – modification of tickets for opening ARP
As per extant provisions, postponement or preponement of journey on confirmed or RAC or waitlisted ticket
is allowed in the same class and for the same destination or any higher class by the same train or by any other train
for any subsequent days, subject to condition that the ticket is surrendered during the working hours of reservation
office and at least forty eight hours before the scheduled departure of the train in which originally booked.
1.1
Instances have been brought to notice of this office where at certain stations, the booking staff modified
previously generated PNR on the Advance Reservation Period (ARP) date so as to obtain confirmed tickets
thus saving time required for feeding names and other details.
1.2
The matter was taken up with CRIS who has made the following changes to avoid booking of confirmed
tickets through modification form for the opening day ARP:-
(i)
Captcha is displayed on modification from for any type of modification done between 8 a.m. and 9 a.m. It is
displayed twice on the from, once before filling new journey details and once while filling new journey
details. The same has been made online on 14.03.2014.
(ii)
Between 8 a.m. and 9 a.m., new journey details on the form are cleared if date modification is tried for
opening ARP so that operator has to fill the details again. The same has been made online on 14.03.2014.
(iii)
A Zonal Accounting Report of modified PNRs from 0800 to 0810 hours has also been provided in the Daily
Report menu as:
Report account -> Daily report -> Option 31 (Daily Zone – wise Report) -> option 19 (statement of
modification transactions, released on 25.03.2014), to keep a check in the modification of tickets for opening day
ARP.
1.3
Attention is also invited to instructions issued vide this office letter no. 2011/TG-I/20/P/Tatkal dated
12.10.2011 (CC no. 54 of 2011) wherein it was informed that a report has been developed in PRS report account to

give details of PRS location and operator ID with number of minute – wise transactions within 0800 hours to 0805
hours for the operator who have done three transactions or more per minute. This provision are being adopted by
these operators.

It is, therefore desired that:-
(i)
A watch may be kept on the modified PNRs between 0800 hours and 0810 hours and where irregularity is
suspected, transactions may be analysed to rule out any scope of misuse and in case irregularity is
established, suitable disciplinary action may be taken.

Similarly, monitoring may also be done for those PRS counters more than three transactions per minute are
being done during the first five minutes.

In pursuance of the enhanced rates of ex-gratia to the surviving SRPF(C) retirees issued vide Board‟s letter
No. F(E)III /98/PN1/Ex-Gr./3 dated 15.11.2006, para 1 (i) of Dop&PW‟s O.M dated. 07th May, 2014 may be read as
under:“The surviving Group „A‟, „B‟, „C‟ and „D‟ SRPS (contributory) beneficiaries who had retired from service
during the period from 01-04-1957 to 31-12-1985 and have been sanctioned enhanced slab-wise ex-gratia @ Rs.
3000/- , 1000/-, 750/- and 650/- per month respectively w.e.f 01.11.2006, in lieu of uniform rate of Rs. 600/- p.m are
entitled to Dearness Relief @ 200% w.e.f. 01.01.2014.”
