MALAYSIAN SURVEYOR OF THE YEAR AWARD
The Malaysian Surveyor of the Year Award is presented to a
Member/Fellow of the Royal Institution of Surveyors Malaysia in
recognition of his/her excellence in any field of surveying. This
Award recognizes that although there are four different Divisions
of seemingly separate disciplines, we are united in that we are all
surveyors.
Recipient: Sr BASAR JURAIMI
Sr Basar Juraimi was born in 31st December 1948, raised and
brought up in Kajang, Selangor. His early schools early schools
were Sekolah Kebangsaan Sg Sekamat, Kajang Primary School
(1) and Kajang High School, took his MCE/OSC in 1966. He was
admitted to Maktab MARA in 1967 and graduated as one of the 19
pioneer students who obtained his Diploma in Building Economics
from Institut Teknologi MARA (now known as UiTM) in 1971, and
continued his studies on a JPA scholarship to do a Bachelors
Degree in Building Economics in the Polytechnic of South Bank,
London graduating in 1975. In 1977 he continued to further his
studies and obtained a Masters Degree in Maintenance
Management from the University of Reading United Kingdom in
1978.
He joined as a member of then ISM in 1979 as a professional
associate and was elected as Fellow in 1989. Sr Basar became a
Member of the Royal Institution of Chartered Surveyors also in
1979 and was later appointed Fellow in 1991.
He is also a registered quantity surveyor with the Board of
Quantity Surveyors, Malaysia and an Accredited Mediator with
CIDB since 2002.
Sr Basar’s began his early training as a professional surveyor in
1974 as Assistant Quantity Surveyor in London office of Gordon
Harris & Barton. In 1975 he came back to Malaysia and was
seconded by JPA as a lecturer in School of Architecture, Planning
and Surveying in Institut Teknologi MARA where he served until
completion of his contract in 1982. He was appointed as Head of
Department of Quantity Surveying ITM in 1980 and served until he
left in 1982. While lecturing in ITM, he also worked part-time to
gain more professional experience in the Kuala Lumpur office of
Bridgewater and Coulton.
1980 also saw the beginning of a new partnership of a
professional quantity surveying firm known as Basar & Harun,
Chartered Quantity Surveyors, which was initially run by Sr
Harun Sharif. In 1982 the management of the firm was jointly run
by both partners. In 1985 the firm was transformed into an
unlimited company under the name of Basar & Harun Sdn, and
until today the firm has continued to grow and is one of the few
Chartered Quantity Surveying firms around.
Sr Basar professional involvement in the Institution’s activities
started in 1982 when he became the Examination Secretary when
the late Sr Abdul Tahir Majid was President. From 1984 to 1988
he served as a member of the Editorial Board. He was Secretary
of Quantity Surveying Sectional Commission in 1986 – 1989
serving under Sr Peter Chan, the late Sr Hoe Peng Khoon and Sr
Mokhtar Puteh who were Chairmen. He became the Vice
Chairman of Quantity Surveying Sectional Commission in 1989 –
1990, and Chairman in 1992 till 1993. In 1993 he was elected as
Vice President of the Institution, and in 1994 elevated as President, taking over from Sr Haji Nordin Sabran.
In the field of quantity surveying education, apart from lecturing for
7 years at UiTM, and later as External Examiner. Sr Basar also
served as Adjunct Professor for 7 years in University Malaya from
2002 to 2009, as Member of the Board of Studies UIAM for 2
years, and did accreditation visits for Board of QS Malaysia to
University of Salford, Nottingham Trent, Reading, Wolverhampton,
Sheffield, Laughborough, Glasgow, Dundee, Aberdeen and
Herriot Watt as well as University of South Australia in Adelaide.
Sr Basar also served as a Member of the Board of Quantity
Surveyors Malaysia for 15 years from 1994 to 2009, as Chairman
of the Registration Committee from 1997 to 2003, Chairman of the
Accreditation Committee from 2003 to 2005, Chairman of the
Scale Fee Committee from 2005 to 2007 and the Chairman of the
Professional Practice Committee from 2007 to 2009.
He also served on the Board of Valuers, Appraisers and Estate
Agents Malaysia for one term from 2003 to 2005 and on the Board
of Engineers Malaysia as representative of the Board of QS from
2002 till 2007.
He is currently a Member of the Board of Appeal of the Board of
Valuers, Appraisers and Estate Agents Malaysia.
In the corporate sector Sr Basar is Chairman of Grand Hoover
Berhad, and sits as Director on the Boards of Seacera Group
Berhad, UEM Builders Berhad, KPJ Selangor Specialist Hospital
Bhd, and has been the Honorary Treasurer of Koperasi
Serbaguna Anak-Anak Selangor Berhad or KOSAS since 2003 till
today.
Since retiring from practice has kept himself busy by getting
involved in several activities such as becoming a member of the
Jawatankuasa Pengimarahan Masjid Negeri Selangor in Shah
Alam, and PERKIM Shah Alam where he is the Honorary
Secretary.
For his services to the profession Sr Basar has been awarded
Seri Mahkota Selangor (SMS) by His Highness Sultan of Selangor
in 2000, and Johan Setia Mahkota (JSM) by His Highness Seri
Paduka Baginda Yang DiPertuan Agong in 2005.
Sr Basar Juraimi is a loving family man and happily married to
another quantity surveyor Wan Fatimah Othman and they have
two children and 3 grandchildren. Unfortunately none of the
children are surveyors but chose to study Engineering. The elder
Haslina graduated from University of Cambridge UK in Electrical
Electronics and now works in Permodalan Nasional Bhd, while
Sofia graduated with a Mechanical Engineering degree from
Imperial College London and now stays with her husband in New
Jersey USA.
Based on the above-mentioned outstanding achievements, the
General Council at its meeting on 22 May 2014 has decided to
award the prestigious Malaysian Surveyor of the Year Award to
Sr HAJI BASAR JURAIMI.
