The basic aim of LOVAG is the
harmonisation of the testing and certification of industrial low voltage
equipment. Therefore – adhering to
IEC standards, European Norms
(EN) and European directives; such
as the Low Voltage Directive (LVD)
and the Electromagnetic Compatibility Directive (EMC).

The new LOVAG Logo for the Agreement Group
symbolises the European commitment for certified
quality.
The successful development of LOVAG – the Low
Voltage Agreement Group and the LOVAG
Certification Mark – is reflected in the external
appearance.
LOVAG offers third party certification by providing
LOVAG Type Test Certificates and the LOVAG
Certification mark - the One Sign of Quality.
Therefore occurs LOVAG with the new logo for the
agreement group and its own new logo for the
certification mark.

25 Years of History
in International Certification for Industrial Low Voltage Equipment
A number of European certification bodies discussed if there was a requirement for an agreement.
Then in late 1989, a meeting between ASTA Certification Services and ASEFA was held in Paris.
From this meeting, LOVAG – the Low Voltage
Agreement Group – was founded.
Today, LOVAG is supported by seven recognized
European Certification Bodies, who have issued
more than 3000 LOVAG Certificates, which have
a common format and are becoming increasingly
more recognised and accepted in the market,
worldwide.

In 1989 it became apparant that there was no
agreement for the low voltage industrial electrical
equipment sector, which forms a major part of
electro technical equipment manufacturing in
Europe.
The Vision
LOVAG and the LOVAG Trademark – The One Sign for Quality
The Low Voltage Agreement Group comits to being
the European Compliance for Low Voltage Industrial
products. LOVAG provides the largest certification
bodies and laboratories network in Europe and
presents a network of the highest expertise for low
voltage industrial products accumulated by the
longtime experience and cooperation of certification bodies, laboratories and manufacturers.

OF LOVAG
• LOVAG is an open agreement group, which
any European certification body – complying
with the LOVAG rules – may join.
• Through Peer Assessment the operation
and integrity of all certification bodies (the
members of the group) is maintained and
improved.
• The signatories to the agreement are
required to comply with either ISO/IEC
Guide 65 or ISO/IEC 17065 repectively,
before they may sign the agreement.
• LOVAG protects the integrity, reputation
and experience of the signatories and their
laboratories.
• Most of the signatories to the agreement are
accredited by national Accreditation Bodies,
being members of IAF (International Accreditation Forum).
• LOVAG provides a one-stop certification
service for its clients, adapted to the special
low voltage industrial products environment.
• By participating in LOVAG the manufacturers may make use of their own laboratories
resources under the LOVAG witness and
receive third party certificates from the
certification body.
• LOVAG Certificates and LOVAG Test
Reports can be issued for the complete
standard or specific parts (e.g. complete
sequence(s)) of the IEC or EN standards.

THROUGH EUROPEAN SAFETY KNOWLEDGE AND EXPERIENCE
LOVAG TEST REPORTS
LOVAG uses harmonised, common elaborated
forms to report the test results.Tests are performed
according IEC- and EN-Standards with regard to the
harmonised LOVAG Test Instructions. A LOVAG
Test Report is the basis for the mutual recognition
of the test results and the basis for LOVAG Certificates and the LOVAG mark under the rules of
LOVAG certification scheme.
All relevant testing information (Standard requirements, product characteristics, test results with
their values and all the main physical set-up of the
tests with pictures, oscillograms, electrical schemes)
are recorded in these forms, which allows an excellent reproducibility of test.
VOLUNTARY LOVAG MARK
Upon request by an applicant, a LOVAG
Certification Body can grant the right to
use the LOVAG Mark on his products. The LOVAG
Mark stands for successful passing of complete type
tests, according to IEC/EN standards and initial
factory visit and remain valid after positive
verification with periodical follow up inspections and
market surveillance.

and accepted in the European Economic Area and elsewhere in the world
and they will support the CE marking
and declaration of conformity as

The issue of a LOVAG Certificate
means that it has been produced by a
signatory to the agreement (LOVAG
Certification Body) following the
IEC/EN standards, the LOVAG Certification Scheme and the common
applications and test methods contained in LOVAG Test Instructions.
The testing will have been carried
out in a recognised test laboratory
accepted by the LOVAG members
under the rules of LOVAG Certification Scheme.

• 41 Laboratories are registered by LOVAG,
after receiving the approval of the LOVAG
Management Committee.
• They are required to comply with ISO/IEC
17025 before they may be accepted for testing
for LOVAG certification.
• All LOVAG registered Laboratories comply
with the measurement uncertainty requirements of the LOVAG General Instruction G2,
which amends the more general provisions of
IEC Guide 115:2007.
All LOVAG registered Laboratories must fully comply with all the requirements of LOVAG,
applicable to laboratories, in particular the laboratory must
• have installed an observer, bind by contract to the LOVAG Signatory
• use the LOVAG Test Instructions and Test Report Forms for all testing for LOVAG certification and
for reporting under the logo of LOVAG.
