NATIONAL TRAINING PROGRAMME – 2015
Please find attached the National Training Programme for 2015, detailing the national
training courses scheduled for the year. The venue for the 2015 New Chairs’ Course is
still to be confirmed, but it will take place in the Birmingham/Solihull area.
It would be appreciated if Chairs or Board Development Officers could check at the next
Board meeting that every member has received a copy. Board Development Officers
should also ensure that members appointed after receipt of this letter receive a copy.
The National Training Programme will be posted on the IMB Academy and the IMB
website (www.imb.gov.uk) and additional copies can be downloaded if required.
Foundation Courses and Continued Development Courses are now generic and open to
all members, whether attached to Immigration Removal Centres, Short Term Holding
Facilities or Prisons.
Members are urged to apply for courses that are within their geographic region to
minimise travel costs. Please be aware that you may be asked to attend a course
nearer your home. Should you have any queries regarding this, please contact Mark

The Training Strategy & Development Group (TSDG) is responsible for the development
of the National Training Programme and receives regular reports of participant’s
feedback on specific events. The TSDG always welcomes suggestions and comments
regarding training matters in general.

NATIONAL TRAINING PROGRAMME
The National Training Programme in 2015 includes the following events:
Course
New Chairs’ Course
2015
Of particular interest to:
 Chairs of Boards / Chairs Designate
Chairs taking up appointment on 1st January 2016 should
apply for the New Chairs’ Course on 26th - 27th November
2015.
Vice Chairs’ Course
 Vice Chairs
Open to newly appointed Vice Chairs. Existing Vice Chairs
who would like to attend as a refresher should speak to Mark
Lambert/Beverley Folkes in the first instance.
Foundation Course
 Members in their Probationary Year.
This is a mandatory course to be attended in their first 12
months of a member’s appointment to the Board.
Members are advised to apply early in their probationary year,
but not attend until they have at least 3 months’ service.
This course is an integral element of the Probationary Year
and participants must attend the entire course.
Continued Development
 Board Members with at least two years service
Course
Members who have not had any training for at least 2-3 years
are especially encouraged to apply.

Officer Course
Open to new BDOs due to take up post on 1st January 2015
and existing BDOs requiring refresher training.
IMB Clerks
 IMB Clerks
Establishment/Centre employees appointed as IMB Clerks.
Please note: Clerks should seek permission from line
management to attend and subsistence and travel costs must
be borne by their home establishment.
Details of how to apply to attend a course are included on the application form at the end
of this document. Please follow the instructions detailed for booking courses. We are no
longer able to accept telephone booking for national training events.

An application form is attached. There are various requirements / restrictions on
participation on specific courses. These are regularly reviewed and will be adhered to in
the processing of your application.
All courses are under regular review, so the contents of courses may vary from the
information included in this programme. Members and BDOs should check this page
regularly for any changes. Please DO NOT make any private arrangements, without
checking with the Secretariat first, as venues can change after publication.

Brief Course Description:
Principles of Chairmanship; recruitment; Annual Reports; Triennial Review; co-ordinating

credibility, rota visits, applications and formal complaints processes, the IMB role in
serious incidents; general security; and diversity, IMB on-line Academy.
This course is a mandatory element of the probationary year for members in their first
year of appointment and must be attended in full.
This course is residential.
Overnight accommodation before the course is not provided except on medical grounds.
A maximum of 4 members from the same board will be accepted per course, unless prior
agreement has been made with the IMB Secretariat.

Topics to be included: - role of the Board, serious incidents, the applications process,
resources for advanced monitoring, monitoring disciplinary procedures, Safer Custody,
role of the mentor, monitoring adjudications, current concerns and good practices,
resettlement, IMB on-line Academy. (PLEASE NOTE: CONTINUED DEVELOPMENT
COURSES ARE NOW ONE DAY ONLY AND ARE NON-RESIDENTIAL)
This course is designed for members who:
 have already attended a Foundation Course
 have been on the Board for at least two years
 have not received any training for at least three years
 Members should only apply for a course in their geographical region
 A maximum of 3 members from the same board will be accepted per course.
Overnight accommodation before the course is not provided except on medical grounds,
UNLESS travelling for a 10 am start proves difficult. Please contact the National Training
Co-Ordinator for advice if required.
