FINA PRESIDENT MESSAGE FOR THE
20th FINA WORLD JUNIOR DIVING CHAMPIONSHIPS
September 9-14, 2014 – Penza (RUS)
It is my great pleasure to welcome all of you to the 20th FINA World Junior Diving Championships,
taking place in Penza, Russia from September 9-14, 2014.
Year after year, new talents emerge on the international diving stage, reinforcing the reputation of the
sport’s traditional powerhouses – like China, Mexico and Russia – and countries that are producing top
divers as well, such as Ukraine, Germany and Australia.
The artistic and spectacular dimensions of diving, which are continuously growing, continue to amaze
both uninitiated spectators and a well-informed public. Moreover, youth athletes bear a strong message
about the positive evolution of our Sport, its exposure worldwide, as well as the values of fair play and
clean sport.
The FINA World Junior Diving Championships is also the occasion, for both the public and the FINA
family, to spot the stars of tomorrow, which will then shine at FINA’s numerous diving meets,
including the Grand Prix and World Series.
Thanks to great promotion and organisation from the Host, our Sponsors, TV and media
representatives, these championships are assured to be a success.
I take this opportunity to express my gratitude to Russia’s Diving Federation for the tremendous work
and sincere commitment in staging the FINA World Junior Diving Championships 2014 in Penza.

A little story
Once on the top of the hill the murmur of the reserved watch forest was heard, and now from the grand
bent the old Russian city Penza is reflected in quiet waters of the river with its new-born beautiful
domes. By royal decree of Russian Tsar Aleksey Mikhaylovich the city was founded in 1663 as a
south-western frontier Cossack fortress which protected the southern borders from the steppe nomads.
Penza received the status of the city in 1719. The city name originated from the river Penza which is
not far from the city itself. From 1780 Penza is the region ruled by governor. And from 1796 – Penza
is the centre of Penza province. From 1939 Penza is the administrative centre of Penza region. Today
Penza is an important industrial centre with a well-developed infrastructure and with rich sport and
cultural traditions.
Penza is the administrative centre of Penza region, situated on the river Sura (branch of the river
Volga). The area of the city is 304,7 sq.km. Population – 520 thousand people. Distance from Moscow
– 709 km.

MEALS
Three meals per day will be provided for all registered team officials. Breakfast and dinner will be
provided at hotels. Lunch will be provided at the competition venue Sport centre «Burtasy».
TRANSPORT
Transport from Airport and train station and between the accommodation and the aquatic centre will
be provided for all accredited teams and officials. Accredited personnel will be able to access transport
services from September 5th to September 15th 2014. Transfers from Airport and train station to the
accommodation will take approximately 30 minutes.
The teams who had applied in advance will be provided by transport from the official hotels to the
swimming pool and return from September 5th to September 7th on training days.

day of arrival September 8th and during competition days from September 9th to September 14th
2014.
Any transport or accommodation requests before or after this period will be the responsibility of the
individual Federation.
A complete schedule of transport will be posted at the information desk of the hotels and also at the
venue (pool).
COMPETITION FORMAT
The 20h FINA World Junior Diving Championships 2014 will comprise 14 events for Groups A and B
according to FINA Rules (DAG4):
- Each Federation is entitled to enter a maximum of two (2) divers in individual events and one (1)
team in synchronised diving events.
- Each diver shall only compete in his age group.
- Each diver shall perform a full list of dives as indicated in his age group.
- A preliminary and final will be conducted for each event. The top 12 divers from the preliminary
will participate in the final performing only dives without limit. The scores of the dives with limit from
the preliminary will be carried forward and added to the scores in the final competition to determine
the top twelve (12) rankings. Divers lower than twelfth place will be ranked by their preliminary
scores.
NOMINATION OF JUDGES
Any FINA Member Federation may nominate, at its own expense, one or two FINA qualified judges
irrespective of whether or not they have divers entered into the event.
Federations entering four (4) divers or more are required to enter one (1) judge. Nominations are to be
submitted to both the FINA Office and to Russian Diving Federation no later than Monday , 14 July ,
while a FINAL Confirmation shall be submitted no later than Thursday, 14 August, on the FINA
Judges Nomination Form attached. No judge may work as a coach during the Championships, but may
hold other positions on the team.
Judges are requested to bring appropriate attire that includes white shorts/pants/skirts and white socks
and shoes. Shirts will be provided for judges by O.C.

DOPING CONTROL
Doping control will be conducted by the Russian Anti-Doping Agency (RUSADA) in accordance with
FINA Rules.
CLOTHING AND ADVERTISING REGULATIONS
Athletes are expected to compete in their official NF team uniform throughout the competition.
All uniform must adhere to FINA guidelines as outlined in FINA Rules GR 6 and BL7. Athletes must
wear their official national tracksuit with appropriate footwear for all presentations and ceremonies.
AWARDS
Medals will be awarded for places 1-3.
Diplomas will be given for places 4-12 from the final.
BOOKING INFORMATION
Preliminary hotel reservation is to be made not later than 60 days before date the competition starts. In
the reservation form you should indicate the chosen hotel and the number of single and double rooms
needed. According to the preliminary reservation form the rooms will be booked.
PAYMENT DETAILS
Payment is made by cash in US dollars or Euro by arrival in Penza. The payment is made to
representative of Russia’s Diving Federation.

ACCREDITATION
Federations entering the Diving World Junior Championship will receive accreditation free of charge
for:
a) the President of the Federation;
b) the Head of Delegation;
c) the entered Competitors;
d) one medical person; a second medical person in case more than fifteen competitors
have been entered.
e) team staff members:
- 5 for up to 5 competitors;
- 6 for up to 8 competitors;
- 7 for more than 8 competitors..
However the number of team staff members may not exceed the number of competitors.
Team staff members include everybody servicing the team: Team Leaders, Chaperones, Coaches,
Physiotherapists, Interpreters, etc. (not officials such as judges, referees, etc.).
INSURANCE
The insurance of general liability and the insurance of competition is provided by the O.C.
All the competitors and officials will be provided with free medical support.
Lifeguards and equipment will be provided for training and competition.
VISA INFORMATION
Citizens of countries needing an entry visa to Russia are requested to contact the Russia’s Diving
Federation for an official invitation.
It is needed to give the full list of the team and passport copies of all members of the delegation, and
also to indicate the city in your country, where you will receive visa.
In order to avoid problems of administrative nature when requesting a visa, please contact the Russian
Embassy or Consular Authorities within your country in due time prior to your planned
departure to Russia.
