PRESIDENT’S MESSAGE
I want to wish all of our client’s a successful 2014! We are looking forward to
this year as being another year of growth here at PENCO Engineering. In that
regard, we have already added new staff members to our Irvine and Corona
offices. We are excited about future opportunities and hope your business is
improving as well. In this newsletter we include some key new hires that are
going to strengthen our public works initiatives. I want to thank you for your
support and for your contribution to our success, as without you this would not

We continue to work to support our clients in every way we can. As such, we are pleased to announce
that PENCO is now a certified Small Business Enterprise (SBE) with the Metropolitan Transportation
Authority (Metro) for Engineering, and Surveying and Mapping services. With this certification, we can
help our clients qualify for Metro projects when there is an SBE requirement. We look forward to
assisting you in this regard.
Timothy T. Wassil joined PENCO in October as Director of Public Works
Engineering. Mr. Wassil is a seasoned Professional with 26 years of professional
experience in both the Public and Private sectors. Previously he served as a
Director of Public Works/City Engineer for over 16 years where he oversaw CIP
projects ranging up to $200M on local and State Highways, went through
annexations, Prop 218 Landscaping challenges, loss of RDA funds, and creative
alternative funding. He also served as a Consultant Project Management
Specialist for the Department of Transportation, Caltrans-District 8. At Caltrans,
Mr. Wassil was responsible in implementing the State-wide directive to prepare
risk management plans for all projects with a value of over $1M. Additionally, he
was responsible for project controls including budgets and schedules, and was
the Project Manager for a number of Interchanges and other projects on the I-15,
SR-74, and SR-62. Tim’s addition to our management team strengthens our
public works engineering services.
Kim Jones joined PENCO in Irvine in October as our new Marketing and Business
Development Manager. Kim has worked in the engineering industry in marketing
and business development for the past eight years. She has been actively
involved in both the Society of Marketing Professional Services (SMPS) and the
Business Development Association (BDA) for the past six years. She has built
strong relationships with other marketers and individuals in the AEC industry in
Orange County. Kim looks forward to continuing to increasing her network and
building strong relationships for PENCO. Kim’s addition strengthens our
marketing and business development team.
Jeff Cooper joined PENCO in January as Vice President. Mr. Cooper has more
than 36 years of extensive professional consulting engineering experience. His
experience includes management of planning, design, construction, and
inspection services for transportation and municipal road projects, park projects,
master plans and designs for drainage, sewers, and water projects. He has also
provided oversight for numerous municipal engineering contracts, including
those for civil plan check services and staff augmentation. Further, he has
extensive experience with funding public projects and working with finance
departments. Additional work includes 20 years of experience in project
management and public finance, and he has served as District Engineer/Special
Tax Consultant for the formation and administration of Mello-Roos Community
Facilities Districts for numerous communities.
Mr. Cooper has been very active in APWA for over 26 years, and was recently the
Co-Chair of the International APWA Congress in Anaheim. He is the Past President
of the San Diego and Southern California chapters of APWA. Mr. Cooper has also
been an instructor for the APWA Public Works Institute. Additionally, he is active
in ACEC and has graduated from the ACEC Senior Executive Leadership program.
Jeff’s addition to our management staff strengthens our public works and
management capabilities.
George Jurica, President of PENCO, was the recipient of the 2013 Top Leader-Private Sector award
from the Southern California chapter of APWA. George is active in many organizations in the
engineering industry including APWA-So. CA, where he is a Board member and Chairman of the
Golf Committee. George is not only a leader in the private sector, but he is a leader to everyone
at PENCO. Please join the staff at PENCO in congratulating George in receiving this prestigious
award.
PROJECT
JEFFREY ROAD STREET IMPROVEMENT PROJECT
PENCO is proud to announce that the Jeffrey Road Street
Improvement project is 65% complete with no major
design changes. PENCO was retained to provide civil
engineering design and survey services for the preparation
of infrastructure plans, including roadway rehabilitation,
storm drain, sewer line, water line, reclaimed water,
Edison electrical conduits, Cox cable and telephone
improvements, right-of-way engineering, and potholing
grading for realignment of 1.5-miles of Jeffrey Road, from a
four-lane to a six-lane roadway, and improvement of 1.0mile of Portola Parkway.
Both Jeffrey Road and Portola Parkway include
realignments and street design, from a four-lane to a sixlane highway, with raised medians, curbs, sidewalks, ADA
compliant ramps, and pedestrian undercrossing. Jeffrey
Road included pavement reconstruction with full use of
asphalt material for base replacement. Portola Parkway
included grind and overlay for pavement construction. The
project also included three new traffic signal designs and
four traffic modifications. PENCO prepared traffic detour
plans for four phases of construction.
PENCO’s survey group provided horizontal and vertical
control; design survey with GPS-based aerial strip
topographic map; 25-foot cross sections; and prepared
base maps for civil engineering design. Office survey mapping
included new street right-of-way and street vacations.
