Community Health and Social Welfare Systems Strengthening Program EMPLOYMENT OPPORTUNITIES The Organisation Background The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year USAID funded cooperative agreement led by JSI Research & Training Institute, Inc. with consortium partners Initiatives Inc., the National Association of Social Workers, and World Education, Inc. The program will be implemented in 10 regions throughout Tanzania. The purpose of CHSS is to improve the health, well-being, and protection outcomes for HIV affected and other most vulnerable populations through strengthened linkages between the health and social welfare sectors. The guiding principles of CHSS are to promote gender equality, increase efficiencies in the use of resources, expand impact and sustainability, and increase accountability. Position: Reports to: Location: Policy and Advocacy Advisor (1 Position) Deputy Chief of Party/Technical Director Position based in Country Office, Dar es Salaam Job Summary The Policy/Advocacy Advisor is a full-time position based in Dar es Salaam, Tanzania. S/he will provide direction to identify, embed, and institutionalize tools, methodologies, and technical capacity for policy analysis, monitoring, implementation barriers, advocacy and communications, civil society engagement, accountability systems and CHSS programs development and implementation. The Policy/Advocacy Advisor will report to the Deputy Chief of Party/Technical Director. Primary Responsibilities and Duties: • Provide overall leadership and strategic and technical direction for the CHSS policy activities; • Facilitate the development of CHSS’s policy initiatives, both within the project and with all external partners, collaborators ; • Work with key stakeholders to identify and select priority health policy areas for research pilot testing policy development and dissemination ; • Support stakeholders on the development of policy, protocols and procedures related to the health and social welfare sectors; • Work with senior leadership to identify and report concrete capacity benchmarks and timelines to be achieved; • Ensure synergies and collaboration with project components in the achievement of the overall project objectives; • Lead the coordination of policy initiatives, including advocacy activities and development of such documents as ordinance, decrees, and circulars; • Plan and conduct advocacy workshops and consensus meetings for constituencies involved in or affected by the policy process. Desired Qualifications: • • • • • • • Masters level education in Health Policy, Social Welfare, International Development or related technical fields; Minimum of 10 years of experience in policy analysis, advocacy, capacity building and HIV/AIDS, preferably at the international level; Extensive experience in research and policy-level analysis; Demonstrated knowledge of the policy and advocacy landscape in Tanzania; Knowledge of USG PEPFAR programming and indicators highly desirable; Understanding of capacity development, mentoring, and knowledge transfer methodologies; Strong interpersonal, writing, presentation and organization skills are required Mode of Application: Channel your application letter together with CV to the below email address not later than Wednesday, December 17, 2014.
