This issue of the ET magazine revolves around the theme of professional technicians. We feature an opinion column entitled “Empowering Professional Technicians” by Ybhg Datuk Hj. Mohlis Bin Jaafar, the Director General of Department of Polytechnic Education. Datuk Hj. Mohlis highlighted two important keypoints towards achieving this goal; to empower students-technicians with new skill sets of the future and recognizing technicians as professionals. The government is also said to be at the final stage of establishing the Malaysian Board of Technologists (MBOT). The establishment of MBOT will not only accelerate the recognition of technicians as professionals, but it will also foster the accreditation of TVET programmes in our higher learning institutions. The highlight of our recent past events is SwakCreate2014 which was held on 19th June 2014 in Kuching Sarawak with the theme Professional Technician: Way Forward. SwakCreate is the National Seminar on Professional Technicians mainly organized by MySET and Politeknik Kuching Sarawak. The success of the inaugural event which was held last year in 2013 was also replicated in this year’s event which was coorganized by the Workforce Development Unit, Chief Minister’s Department Sawarak and JKR Sarawak. We also feature the International Young Engineers Convention held on 18th – 20th April 2014 in Lahore, Pakistan, which was attended by MySET delegates. May-June 2014 ET Highlight 4 IEAM Visit O n 29th May 2014, FEIIC Kuala Lumpur/MySET welcomed representatives from the Islamic Engineering Association of Malaysia (IEAM) consisting of the Deputy Prresident of IEAM, Ir Hj. Samad Talib, Head Bureau of Muslimah Engineers, Ir Hjh. Nora Meor Hashim, Secretary General of IEAM, Engr Ahmad Norzaimy Hj Zainuddin and Dr Mohd Faizal Tajul Burhanuddin, committee members. The main purpose of their visit was to introduce IEAM, thus to network and form linkages with the Federation of Engineering Institutions of Islamic Countries in order to develop more Islamic Engineers in Malaysia. IEAM has been established on 4th January 2001 under the Registry of Societies Malaysia. IEAM’s main goal is to gain knowledge, understanding and professionalism of the Islamic Engineers based on engineering and science, which relates to the Quran, Hadith and Aqidah. Mohlis Bin Jaafar Director General of Department of Polytechnic Education They must be equipped with new skill sets suited for the new working environment. The biggest challenge for us in polytechnics is to equip our student-technicians with skills of the new, emerging technologies while maintaining the set of skills needed for the current and older technologies. F irst and foremost, I would like to congratulate MySET for the bimonthly publication of the Engineering and Technology (ET) Magazine. And secondly, I must also thank MySET for the initiative made in inviting me to be the contributor for the Opinion Column featuring the topic “Empowering Technician”. I am sure, this topic is very important to us in the Department of Polytechnic Education and Ministry of Education as we strive to provide quality education and training to our studenttechnicians in our programmes of study. On this topic, I have two very important messages: empowering our studentstechnicians with new skill-sets of the future and recognizing technicians as professionals. July-August 2014 ET 6 Opinion As we all know, one of the objectives of polytechnic education and training is to provide broad-based education and training to upper secondary school leavers to become skilled personnel, and going forward, our twofold missions for technician education in the country providing individual opportunities and promoting economic growth for the nation are very clear and focused. In order for our industry to compete at global levels, engineering technology graduates need to be developed and nurtured to engage latest and relevant knowledge and skills as they advance ET July-August 2014 And thinking aloud, it is fair to say that technicians are excellent problem solvers as they are trained to do so. However, in today’s economy and with the advent of new technologies, solving problems is not about using tools or about solving normal, routine problems anymore. It is about solving highly technological, non-routine problems that needs new set of skills that allow technicians to make the best decisions to get the job done. In other words, with the advent of technology, an adequately-trained technician can no longer work on sophisticated, state of-the-art products that can only be handled by a welleducated, highly proficient technician that possesses new skill sets. And technologically speaking, if this is the way we move forward to the future, we in the Department of Polytechnic Education believe that the future workforce must be educated, and trained differently. They must be equipped with new skill sets suited for the new working environment. The biggest challenge for us in polytechnics is to equip our studenttechnicians with skills of the new, emerging technologies while maintaining the set of skills needed for the current and older technologies. I believe that education and training programmes in the post-mordern era must move away from task-oriented, job assignments that prepare for lifetime skills suited for routine work of the older technologies. Instead, the programmes must address the needs for student-technicians, and at the end be able to develop them to become independent problem solvers and service providers. Having said this, I am also convinced that the career as a technician is a professional endeavor. The career as a technician is a profession that involves practices related to meaningful, and purposeful life-sustaining events. In other words, this career provides the freedom to practitioners to prepare themselves for the knowledge base and skills to keep them abreast with the technological changes of the profession. I also believe that professional technicians will spend more time collaborating with their superiors and probably one day be gradually entrusted with the new roles as they possess the in-depth understanding and knowledge that are related to their work. With this in mind, I strongly advocate that these technicians be accorded as professionals. With appropriate education, training and credentials, professional technicians can contribute much more extensively to their affiliated professional body. However, in Malaysia, technicians are currently not recognised and certified as professionals by any professional body. In order to address the issue and to pave the way for technicians to being accorded a professional status, the government is at the final stage of establishing Malaysian Board of Technologists (MBOT). I am sure with the establishment of MBOT, this will not only accelerate the recognition technicians as professionals, but it will also foster the accreditation of TVET programmes in our higher learning institutions. Similarly, I am sure our technicians will be accorded international recognition through the membership of MBOT in various international accords. To conclude, empowering our studentstechnicians with new skill-sets of the future and recognizing technicians as professionals can be considered a milestone in our efforts to develop our next technician education and training in the country. And with the current leadership in MySET, I am sure all these efforts will be materialized soon, InsyaAllah. Event 7 International Young Engineers Convention April 18th-20th 2014, University of Engineering and Technology (UET), Lahore Ridzuan Md Sham Wan Mansor Wan Muhamad Introduction M ySET was seen again in the international area when it participated in the 1st International Young Engineers Convention (FIYEC 2014). Patronized by Pakistan Engineering Council (PEC), it was held on April 18th-20th 2014 at University of Engineering and Technology (UET), Lahore. Besides MySET and UET, other collaborators included Federation of Engineering Institution of Islamic Countries (FEIIC), National Textile University at Faisalabad, Higher Education Commission of Pakistan (HEC) and Marmara University Istanbul Turkey. The convention was a frontier of all fields in engineering and technology. This conference was fully devoted to aid and promote young engineers, scholars and technologists contribution in global developments. It provided a platform to discover and disseminate the influential roles of young engineers and technologists in the future developments of societies. The convention served as an excellent forum to present and share their research activities in various fields of engineering and technology. July-August 2014 ET 8 Opinion MySET’s delegation comprised of its President, Prof Dato' Abang Abdullah Abang Ali (UPM), Secretary General, Prof Ir Megat Johari Megat Mohd Noor (UTM), Council Members Ir. Azlan Abdul Aziz (UPM) and Prof. Dr. Wan Mansor Wan Muhamad (UniKL), Young Professional Group members, Mr. Ridzuan bin Md Sham (UniKL) and Mr. Lokman bin Mohd Fadzil (UniKL). In the convention, Prof Dato’ Abang Abdullah was given the honour of giving a keynote speech on “Science, Engineering & Technology in Islamic Countries, Way Forward” and Prof Ir Megat on "Engineering the Future". Other delegates went on presenting their papers and giving workshops in the convention. For further future coordination and collaboration, there was also a Young Engineers Committee meeting where Mr Ridzuan represented MySET. The convention attracted a full crowd and was a big success. ET July-August 2014 Feature 9 “National Seminar on Professional Technicians” SwakCREATE 2014 Professional Technician: Way Forward June 19th 2014, Hilton Kuching, Sarawak Main organizers: Politeknik Kuching, Sarawak, Malaysian Society for Engineering & Technology (MySET). Co-organizers: Workforce Development Unit, Chief Minister’s Department,Sarawak JKR Sarawak. S wakCREATE 2014 - The 2nd National Seminar on Professional Technicians was successfully held at Hilton Hotel, Kuching, Sarawak on 19th June 2014. Following the success of the inaugural SwakCREATE in 2013, this event which was also held at the same venue, focused on the recognition of technicians as professionals, workplace issues of technicians and the sharing of experiences by senior technicians in the government and industry. The seminar involved a total of 230 participants of which 50% were technicians from the industry, government agencies, and institutions of higher learning from all over the country. The agencies involved were JKR Sarawak, DBKU, Majlis Perbandaran Padawan, Majlis Perbandaran Sibu, UiTM, Politeknik Kota Baru, Bau Palm Oil Mills and Ching Yi Technology. July-August 2014 ET 10 Feature The welcoming address was given by Madam Clara Ong Guat Leng, Director of Polytechnic Kuching, Sarawak cum Chairperson I of SwakCREATE 2014. She wished to see the new generation of leaders of Politeknik Kuching, Sarawak continue to promote SwakCREATE and MySET to be the mandatory partner. Prof. Dato’ Abang Abdullah Abang Ali, President of the Malaysian Society for Engineering & Technology (MySET) cum Chairperson II of SwakCREATE 2014 also gave his welcoming remarks, reminding the distinguished guests and participants of the importance of benchmarking our country’s technician qualifications with those of the more developed countries especially in the Dublin Accord. The seminar was also graced by the Honourable Guest-of-Honour, YB Dato’ Hj. Fadillah Bin Hj. Yusof, Minister of Works Malaysia. YB Dato’ Fadhilah reiterated the importance of the proposed Malaysian Board of Technologists in order to promote the professional development of engineering technologists and technicians in Malaysia and that the MBOT is a the final stage of establishment by the government. He mentioned that employers are demanding higher order skills that help individuals to be more flexible, adaptable, innovative, creative and productive and can work as a member of a team. Finding workers with job readiness skills that help them fit into and remain in the work environment is the next main focus. He encouraged professional technicians to involve themselves in continuing professional development (CPD) activities. In conjunction with the seminar, there was an “MOU Exchange Document Ceremony” to signify the close collaboration and rapport between Polytechnic Kuching, Sarawak with SWINBURNE University Sarawak and the Institute of Materials, Malaysia (IMM) for the betterment of polytechnic students. ET July-August 2014 Feature employers are demanding higher order skills that help individuals to be more flexible, adaptable, innovative, creative and productive and can work as a member of a team. 11 The keynote address was presented by Tn. Hj. Mohd Ghaus Bin Ab Kadir, Senior Director, Curriculum Development and Career Training Division, Department of Polytechnic Education, Ministry of Education, entitled “Training Future Technicians - Challenges”. He described how Malaysian Polytechnics can provide the nation with high quality as well as a highly competent mid level technical workforce and at the same time enhancing the nation’s competitiveness in the global market. He further explained that StudentTechnicians should be equipped with new skill-sets of the future and July-August 2014 ET 12 Feature technicians should professionals. we must develop our technicians so that they can uphold technological superiority, improve and sustain our nation’s productivity and enhance Malaysia’s competitive edge in the global market ET July-August 2014 be recognized as Quality & Risk Management Centre, Universiti Teknologi Malaysia. He also concluded that we must develop our technicians so that they can uphold technological superiority, improve and sustain our nation’s productivity and enhance Malaysia’s competitive edge in the global market. Technicians must also be prepared with the right frame of mind to face the challenges whilst sustaining themselves in the midst of the brainpower economies and the era of post-modernity. He highlighted the differences between “Technicians” and “Professional Technicians”. According to Prof Megat, technicians are highly trained, skilled and incredibly valued individuals, helping build the world of tomorrow. They are inspiring, creative, innovative and make a valuable contribution to society whereas Professional Technicians are higher level Following the Keynote speech, five (5) papers were presented and the speakers shared ideas on how technicians can upgrade themselves in their profession by engaging themselves in the Continuous Professional Development Programme to become better technicians. Besides sharing personal experiences, the speakers also touched on how good working ethics should be a culture for technicians at their workplace. Issues pertaining to gender among technicians were also well elaborated on in the seminar. The first paper entitled “Towards a Better Future for Technicians” was presented by Professor Megat Johari Megat Mohd Noor, Secretary General, Malaysian Society for Engineering & Technology cum Director, Feature 13 ...gender should not be a determining factor of a person’s ability to function well in a job technicians with additional distinguishable attributes (adhere to a professionally recognised code of practice and ethics). They work in a practical role involving science, engineering or technology, are technically qualified and working relevant to the role. He also mentioned that regulatory bodies & professional societies should collaborate with the industry and develop a professional route at the same time improve communications, dispel myths and confusion on the technician’s profession. The two bodies can help create and promote a ‘modern class of technicians’ and undertake international involvement. Furthermore, technicians also need to participate as active members in regulatory bodies & professional societies. The second paper on “Professional Technician – Is Gender An Issue?” was presented by Madam Mariam Binti Dollah, Public Work Department, Samarahan Division, Sarawak. She emphasized gender equality and a more female friendly environment in the workplace as there were challenges for women technicians. At present, there are 23.2% female technicians in the Public Work Department, Sarawak. She concluded that gender is not an issue and regardless of male or female, one should be competent, have good personality and be able to deliver the right results. One must act professionally and be adaptable to any situation at the same time strike a good balance between responsibilities to the family and the organization. One must also have the right attitude, leadership qualities, technical expertise, be reliable and skillful and competent in their respective areas. July-August 2014 ET 14 Feature The Professional Technician Forum Resolutions Prof. Dato’ Abang Abdullah Abang Ali, the President of MySET suggested a number of resolutions to be adopted in the Forum and was supported by the Prof. Dr. Abdul Rahman Deen, Forum Chairman and Director of Workforce Development Unit of the Chief Minister’s Department, Sarawak and forum panel members as follows: 1.0 That we should organise another SwakCREATE in Kuala Lumpur next year to build up interest in the concept and practice of professional technicians as soon as possible. 2.0 An initiative is taken towards securing signatory status for Malaysia in the Sydney and Dublin Accords for Engineering Technologists and Technicians respectively. A suggestion from Prof Dato Salleh Hj Jaafar, Consultant to Ministry of Education is that MySET to take the lead in this matter. 3.0 That we should be less reliant on the government and to promote NGOs’ efforts in addressing issues pertaining the professional development and certification of technicians. 4.0 To ensure that we promote the concept of professional technicians and work towards Malaysia being accepted in the newly established International Professional Technician Agreement. 5.0 To create a mechanism to mobilize relevant stakeholders to push the professional technician agenda forward. ET July-August 2014 Last but not least, she said that gender should not be a determining factor of a person’s ability to function well in a job. Except for few tasks that require especially hard physical labour there is no proven physical reason why women cannot be good technicians. The third presenter Encik Adi Suria Ishak, HRM Division, MLNG, Bintulu gave a talk on the topic of “Good Working Ethics of Technicians”. He gave a brief scenario of Malaysia LNG Sdn Bhd (MLNG), one of the biggest oil and gas industry based in Bintulu. He also mentioned that PETRONAS offers career growth and development opportunities for technicians through a continuous process of learning programs, coaching & mentoring and on the job experience. He also stressed that competency is one of the most important issues in the workplace. The fourth presenter was Mohd. Safuan Abdullah, an Assistant Engineer, HRD, JKR Head Quarter, Sarawak who talked on the topic of “Working Life as a Technician”. He related his personal experience as a technician who was able to multitask and able to meet all requirements and upgraded himself as an Assistant Engineer. The last paper was presented by Dato’ Seri Dr. Bernad Tan Abdullah on the topic “Skills Development of Technicians”. He showed how one can be a young entrepreneur and achieve success through competency training. The last session for the event was the Forum which was chaired by Prof. Dr. Haji Abdul Rahman Deen, Director of the Workforce Development Unit, Chief Minister’s Department with the topic ‘Professional Technician – Way Forward”. ...competency is one of the most important issues in the workplace. Hj, Mohd Ghaus Ab Kadir, Senior Director, Curriculum Development and Career Training Division, Department of Polytechnic Education, Ministry of Education, Dato’ Seri Dr Bernard Tan Abdullah, President/CEO of Pusat Latihan Proaktif, Kuching, Mr. Samuel Devadasan a/l K. Rajaratnam, General Secretary, Malaysian Technical Services Union (MTSU), Mr. John Wong replacing Mr Awg Johari Bin Awg Mustapha, from JKR Sarawak, and Mr. Adi Suria Bin Ishak, Head of Talent Management Section in the Human Resource Management (HRM) Division of Malaysia LHG Sdn. Bhd. (MLNG), Bintulu, Sarawak. Response from Prof. Dr. Abdul Rahman Deen: As technology is getting more and more sophisticated gender is not an issue on this matter. There are certain roles in the work place which are suitable and can be assigned for females and likewise for their male counterparts. Moreover, we cannot identify jobs in terms of gender. 2 5 15 3 6 7 July-August 2014 ET 16 Event Second question ~ from Mr. Tan Kheng Wee, Polytechnic Malaysia Kuching Sarawak: Under the 10th Malaysia plan the government has set aside a budget to train and produce quality workforce. What are the initiatives we can undertake to achieve this aim? Response from Tuan Haji Ghaus Bin Ab. Kadir, Senior Director, Jabatan Pengajian Politeknik: Several initiatives have been undertaken by the Ministry of Education including the strengthening of TVET in our educational framework; a collaborative move with industries, and Malaysian Polytechnics to help decide on career opportunities; graduates and students are also made aware of what is out there for them in the employment market. In the 10th Malaysia plan we talked about the human capital “Modal Insan” whereas in the 11th Malaysia Plan, we need graduates to have the so-called “Enterprising Mindset”. Thus higher education providers need to work closely with industries as we are looking forward to “Job-Creators” rather than “JobSeekers”. We have received feedback from the industry that there was a mismatch of industrial need with the curriculum. To address this issue, we need to come up with quality curriculum and for that reason; we have brought the industry together to design the curriculum. We also have quality trainers. We sent our students to undergo industrial training at industries all over the country. Third question ~ from Mdm. Clara Ong Guat Leng (Director of PKS) We have no problem in inviting the industry to train our students but we, in the training institutes, are not allowed to join the industry. In Korea we ET July-August 2014 can be part of the industry whereby we can work full time with the industry during the day time while at night we can teach our students. Is it possible for us to implement this practice here in our country? Response from Dato Seri Abdullah: Bernard Tan We may introduce the “Training industry” or the “Learning Factory” concept to students on this matter. Tuan. Hj. Ghaus: We have problems in implementing such practices as it would be against the “Perkhidmatan Awam” ruling. Fourth question ~ from Puan Yasmin Nabilah Binti Zaidi (JKR): What is the difference between an “Expert technician” and a “Professional technician” ? Response from Prof. Dato’ Abang Abdullah Abang Ali We need to refer to the dictionary for the correct definition. However in my opinion being an “expert” suggests that someone needs to be specialized in certain areas while being ‘professionals’ we need to maintain a certain standard of work which requires having expertise, being ethical and adhering to the fundamental cannons of a professional. You earn a certain status in society in being professionals. Published bi-monthly, the publication aims to lead National Engineering and is a platform for its members to advance and promote the science and profession of engineering and technology. MySET is read by readers and decision makers that come from a full spectrum of disciplines from engineering, architecture, quantity surveying and other engineering and technology professionals which include technicians. With the Malaysian government in encouraging and facilitating R & D, provision of venture capitals and tax breaks, its readers serve to facilitate R & D and technological innovation that will produce new materials, systems, structures and processes that supports the country’s development efforts and harnessing these for industry, business and commerce.
