The Sale and Supply of Alcohol
Act 2012 came into full effect on 18
December 2013, and we are busy
implementing the many changes.
This newsletter will focus on 3 issues
- managers’ certificate renewals,
promotions and security staff.
The Local Alcohol Policy (LAP) is
outside the scope of this newsletter,
and any inquiries should be directed

promotions
The rules on promotions have changed
significantly, and are summarised in
the Health Promotion Agency website.
The new rules differentiate between
what can be promoted inside a
premises, and promotions that can be
seen from outside premises. Facebook
is considered an “outside window” in
terms of promotions.

All persons holding manager’s
certificates must complete the new
“bridging test”. This is an on-line test to
cover the changes in the new Act and is
on the Service Industry Qualifications
website.
This means that all applications for
new and renewals that are being
processed- irrespective of when they
were lodged, cannot be finalised until
the bridging test is completed.
A limited renewal of one year can be
issued without the bridging test, but
you are then required to do another
renewal (and fee) in 12 months’ time.
I suggest that everyone completes the
bridging test as soon as possible, and
forwards the certificate to Ashburton
District Council.
The Licence Controller Qualification
(LCQ) course at Polytechnics will cover
this course material from now on, but
everyone who has a “pre- 2014” LCQ
qualification needs to complete the
bridging test.
For staff who have completed
the Polytechnic course before 18
December 2013, and have either an
application pending, or are yet to
lodge an application, they also need
to complete the bridging test to enable
their application to be processed.

The new training requirements for
Private Crowd Controllers (door staff)
came into effect from 1 October 2013.
This means that all crowd control
personnel, whether employed or
engaged as contractors, must register
and hold a Crowd Controller Certificate
(COA) or a Crowd Control licence.
In order to obtain a COA or licence
the crowd control personnel must
complete the prescribed training
that is made up of three NZQA unit
standards:
•
NZQA 27360 (demonstrate
knowledge of managing conflict
situations in a security context);
•
NZQA 27361 (manage conflict
situations in a security context);
•
NZQA 27364 (demonstrate
knowledge of the security
industry in the pre-employment
context).
Crowd control personnel who have
applied for a licence or COA prior to 30
September 2013 will need to complete
the prescribed training listed above by
1 October 2014.
Any new crowd control personnel
will need to complete the prescribed
training listed before they can be
issued with a licence or COA.
