REQUEST FOR STATEMENT OF QUALIFICATIONS FOR
ENGINEERING AND LAND SURVEYING SERVICES
2015 CONSULTANT ROSTER
WHEREAS, the Public Works Department is interested in securing a Professional
Services Roster for Engineering and Land Surveying in accordance with RCW 39.80 and
following the procedure stated in the Washington State Department of Transportation Local
Agency Guidelines Manual and established by Resolution 20050430; and,
WHEREAS, the Public Works Department does not have staff time and/or expertise to
accomplish the needed Engineering and Land Surveying services,
NOW, THEREFORE, BE IT RESOLVED, that the Board of Skagit County
Commissioners hereby instructs the Clerk of the Board to issue a Request for Qualifications for
establishment of a Professional Services Roster in the areas of Engineering and Land
Surveying.
BE IT FURTHER RESOLVED, that the Engineering and Land Surveying Professional
Services Roster is established for the year 2015.

The Department of Public Works, on behalf of Skagit County, will accept Statements of
Qualifications from firms desiring to perform Engineering and Land Surveying Services for various
County related projects to be accomplished in 2015. This roster is open and submittals will be
accepted at any time. Firms are encouraged to submit or update qualifications and performance
data. All consultant firm personnel must have pertinent professional certifications and/or licenses.
Evaluation of the Statements of Qualifications will be based upon qualifications, demonstrated
ability, and agency relationship.

Federal l.D. Number and U.B.I. (Uniform Business Identifier) Number, and proof of required
licensing including Professional Liability Errors and Omissions insurance will be required if a
contract is executed with a firm.
Emailed submittals are encouraged and will be accepted provided the documents are
complete without links to other sources. Send

Interested firms should submit one copy of their Statement of Qualifications and indicate in a cover
letter each area of service for which they would like to be considered. Send the information to the
Skagit County Department of Public Works, 1800 Continental Place, Mount Vernon, WA 982734215. Submittals to be placed on the 2015 Consultant Roster for use January 1, 2015 are due on
December 30, 2014. Submittals received after December 301h will be added to the roster as
received. Submittals will form the basis of the County's professional roster. The roster may be
used for consultant services or staff may issue an RFP for particular projects. For additional

Skagit County ensures full compliance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42
U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of
Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted
programs of the Department of Transportation issued pursuant to such Act, hereby notifies all
bidders that it will affirmatively insure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded
full opportunity to submit bids in response to this invitation and will not be discriminated against on
the grounds of race, color, national origin or sex in consideration for an award. For questions

In accordance with Sec. 1352, Title 31, U.S.C., certification regarding debarment, suspension,
ineligibility, voluntary exclusion, and restrictions on the use of Federal funds for lobbying, will be
required prior to Notice to Proceed.
The agency has an overall Disadvantaged Business Enterprise (DBE) goal on federally assisted
projects. The DBE goal for participation for projects will be obtained through a combination of race
neutral/race conscious means as outlined in Washington State Department of Transportation's
"Disadvantaged Business Enterprise Program Plan", which can be found on the website:
www.wsdot.wa.gov/consulting/. DBE goals on federally assisted projects will be set utilizing the
"DBE Participation Calculation Methodology." We encourage disadvantaged, minority, and
women-owned consultant firms to respond to this request.
