Article 1. Organisation
a) Name
The Lëtzebuerger Oldtimer Federatioun asbl (LOF)
and the
Veteran & Vintage Car Club Luxembourg asbl (VVCCL)
organise a Touring Event according to the FIVA International Events code under the name
of
FIVA World Rally Luxembourg 2014
The event is registered under the FIVA number WR 01/2014.

The event will run from September 18.2014 till September 21.2014

Article 3. Description of the Event
a) The FIVA World Rally Luxembourg 2014 is an international touring event run on public roads
according to the FIVA Code for International Events with manned passage controls. The
daily travelled distances will vary between 80 and 250 km depending on the terrain and the
participant’s choice of the route. Pre-war cars may travel a shorter distance. No average
speed will be imposed. The route will only be on Luxembourgish territory.
b) The route will be represented by Tulip diagrams (with or without indication of distance) and
drawn maps.
Article 4. Eligible drivers and navigators
a) The driver must be of the minimum legal age to drive and have a full driving licence valid in
the Grand-Duchy of Luxembourg.
b) If the navigator does not have a valid driving licence (see above), he / she will have to sign a
declaration that he / she will not drive under any circumstances during the event.
Article 5. Eligible vehicles
a) The number of vehicles allowed to take the start is 60, provided they are road legal in
Luxembourg and in possession of a valid FIVA identity card, available from the FIVA ANF of
the country of registration.(see www.fiva.org)
b) Only motor cars of less than 3.5 tons weight will be accepted with the date of first entry into
service is prior to September 18.1984.
c) The Organizers reserve the right to refuse the registration of a vehicle without giving a
reason. If an application is not accepted, the participation fee will be reimbursed.
d) Year and type of vehicle information contained on the ID card of the vehicle take
precedence over the registration and will be listed on the official records of the event.
e) Technical standards to be met by all participating vehicles are listed in (ANNEXE II) of the
present regulations.
f) Participating vehicles classified as follows:
Class A: Ancestor
build up to January 01.1905
Class B: Veteran
built between January 01.1905 and December 31.1918
Class C: Vintage
built between January 01.1919 and December 31.1930
Class D: Post vintage
built between January 01.1931 and December 31.1945
Class E: Post war
built between January 01.1946 and December 31.1960
Class F: Classic
built between January 01.1961 and December 31.1970
Class G: Post classic
built between January 01.1971 and September 18.1984
2 Article 6. Entry fee
a) Any person wishing to take part in the event is invited to return the application form
(ANNEXE I), a photocopy of both sides of the FIVA identity card.
b) The entry fees are detailed in the Entry Form (ANNEXE I).
A discount is granted for any payment received before May 31.2014.
Applications will only be taken into consideration after receipt of payment in full.
c) For a crew of two, sharing a room, the participation fee includes at least:
• compulsory insurance
• a set of Road books
• 2 Rally plates of the event
• professional road side assistance
• souvenirs
• 3 nights in the 4* Hotel Légère – Münsbach (standard room)
• breakfast on Friday, Saturday and Sunday
• lunch on Friday, Saturday and Sunday
• dinner on Tuesday
• gala dinner on Saturday, “Restaurant La Distillerie” (1* Michelin) in the castle of
Bourglinster
d) Terms of payment
The participation fee is payable by transfer to account no.

of the Lëtzebuerger Oldtimer Federatioun a.s.b.l. (LOF), for July 31.2014 latest.
e) Refund
The participation fee will be refunded up to 80 % of fees if the competitor withdraws in
writing before May 31.2014 and 30 % of fees if the competitor withdraws in writing before
June 30.2014. No refund will be made after this date. However special cases may be
reviewed by the Organisers.
Article 7. Car parks.
a) The Organisers cannot be held liable for any damage caused to vehicles left in the parks,
even if they are guarded.
b) Each vehicle must be equipped with a tarpaulin to be put below the vehicle.
Article 8. Services and fuel
Refuelling points fuel will be mentioned in the road book.
Article 9. Annexes - Interpretation
a) All modifications or additional provisions will be announced by annexes, dated, numbered
and signed which will form part of this regulation.
b) In case of different interpretation, the text drafted in french language will prevail.
Article 10. Administrative control
a) The inspection of documents shall be made in the organisers office at the hotel on
September 18.2014 from 02:00 pm till 07:00 pm.
b) The driver and navigator have to sign an “waiver of appeal”.
c) The pilot and the navigator must be in possession, under penalty of being denied departure:
1. of their identity card or passport,
2. of their driving licence. If the navigator does not have a driving license, he will mention in
front of his its signature on the “waiver of appeal”. “I promise not to drive under any
circumstances during the event”,
3 3. a certificate authorising the use of the vehicle if the driver or the navigator is not the
owner.
Article 11. Technical control
a) The technical control will be done in the tent close to the hotel on September 18.2014 from
02:05 pm till 07:05 pm.
b) Competitors are obliged to present the car to the scrutineers together with:
1. a valid vehicle registration certificate
2. a valid insurance green card
3. a valid certificate of technical control, if compulsory
4. a valid FIVA identity card
c) For the technical control, rally plates and advertisements of the Organization must be affixed
to the vehicle in the defined places.
d) All points contained in (Annexe II) can be controlled.
e) Additional checks can be arranged at any moment during the event.
Article 12. Calibration (optional)
a) All types of distance meters are allowed.
b) A route of at least 6 km for the calibration of the Tripmeter, will be given to the crew after the
car has successfully passed the technical control.
Article 13. Penalties
a) Denied start if:
1. car not conform to (Annexe II),
2. crew does not meet the administrative standards,
3. non-payment of the entry fee in whole.
b) Exclusion if:
1. car not conform to (Annexe I) during the event,
2. intentionally block the passage to fellow competitors, behave in a manner inconsistent
with fair play,
3. speeding by more than 50% the maximum allowed,
4. non-use of the tarpaulin in the car parks.
Article 14. Protests and appeals
a) Only written and individual complaints will be taken into account and should be submitted
to the competitor Relation Officer in the half hour following the arrival of the crew.
b) It is always possible to appeal against the decision of the Organiser with the FIVA
observer, whose decision is final and irrevocable.
Article 15. Classifications and rankings
The FIVA World Rally 2014 is a touring event and according to the prevailing Luxembourg law
no classification will be made and no rankings will be established.
Article 16. Trophies
Each crewmember of a car finishing the event will be awarded a Finisher Trophy.
4 ANNEXE II: VEHICLE - TECHNICAL STANDARDS
Refusal of participation
The departure will be denied to vehicles for which:
a) a valid FIVA international identity card is not present, unless it can be proven that it is
under application.
Derogation: the “historic technical passport” and other equivalent documents issued by
the FIA are also accepted,
b) the body shows too apparent corrosion,
c) the chassis number does not match the identification document presented to the
controllers,
d) the noise emitted by the vehicle in motion is considered excessive
e) a first-aid kit, a ground tarpaulin, a triangle and a warning jacket are not on board.
Inspections
Following inspections can also be done:
a) check of the tyres,
b) functionality of the lights and indicators,
c) functionality of the horn,
d) fastening of the battery,
e) excessive loss of liquids.
