Documents for " Retrofitting of LMZ Turbines of
1x 200 MW Unit No. 4 of Ukai TPS Taluka: Fort
Songadh, Dist: Tapi, State: Gujarat, & 1x210 MW
Unit No 3 of Wanakbori TPS at Village Wanakbori,
Ta. Thasra, Dist: Kheda. State: Gujarat".
(1) Existing lines 2 and 3 of Sub-clause (1) – General Qualification
Requirements of Clause 1.1 – Qualification
Requirements/Experience of Bidder of Section III – Evaluation and
Qualification Criteria – page 44 of 268 of the Bidding Documents
shall be read as follows:
―The Bidder should provide satisfactory evidence that he and/or,
where applicable, his collaborator/associate/consortium
partner/joint venture partner/subsidiary:‖
(2) Existing Sub-clause (iv) of Clause 2 Technical Qualifying
Requirements of Section III – Evaluation and Qualification Criteria
– page 45 of 268 of the Bidding Documents shall be read as
follows:
2(iv) The Bidder itself where the Bidder is an individual entity or
where a Bidder is a Joint Venture (JV) or a Consortium, a partner
including a collaborator or an associate of such Joint
Venture/Consortium or where a Bidder is a subsidiary, the
subsidiary itself or Parent/Holding Company of such subsidiary
shall be Steam Turbine manufacturer and should have
successfully carried out R & M - retrofitting of 200/210MW or
higher capacity LMZ make or impulse type steam turbine and the
steam turbine is in successful operation for a least one year as on
date of 3rd March 2014.
Explanation :For the purpose of Clause 1.1 (1) and Clause 2(iv)
above, associate means an ―associate company‖, in relation to
another company, in which that other company has a significant
influence, but which is not a subsidiary company of the company
having such influence and includes a joint venture company.
Explanation.—For the purposes of this clause, ―significant
influence‖ means control of at least twenty per cent. of total share
capital, or of business decisions under an agreement;
(3) Following shall be added and read as Sub-clause (d) of Clause
3 – Financial Qualification Requirements Bidder of Section III –
Evaluation and Qualification Criteria – page 45 -46 of 268 of the
Bidding Documents;
3(d) The Bidder itself or where a Bidder is a Joint Venture (JV) or a
Consortium, along with the partners including a collaborator or
associate of such Joint Venture/Consortium or where the Bidder
is a subsidiary, the subsidiary itself or along with its
Parent/Holding Company shall meet the financial criteria
specified in Sub-clause (a) and (b) of Clause 3.
Explanation: For the purpose of this sub-clause, the JV or the
Consortium or the subsidiary shall furnish copies of the Annual
Reports and audited Annual Statement of Accounts for the
preceding three completed Financial Years (2013.14, 2012-13 and
2011-12) of each partner, In case the audited Annual Statement of
Accounts for the FY 2013-14 are not available, provisional Annual
Statement of Accounts for that FY duly certified by a Director and
Company Secretary of the Company shall be furnished. In
consequence to addition of this sub-clause, the information
required to be furnished in Form FIN-3.1 Financial Situation –
Historical Financial Performance of Section IV – Bidding Forms –
page 85 of 268 shall be for the aforesaid Financial Years and the
notes appearing below that Form shall be deemed to have been
deleted.
(4) Following shall be added as a new paragraph after the end of
the existing paragraph of Clause 2 – Technical Qualifying
Requirements of Section III – Evaluation and Qualification Criteria
– page 45 of 268 of the Bidding Documents:
Where a subsidiary intends to use the credentials of its
Parent/Holding Company for the purpose of fulfilling the
qualification requirements specified in Clause 2(iv) above, the
Parent/Holding company of such subsidiary shall furnish an
unconditional Letter of Support committing itself to the Employer
to undertake to complete the works of both the Units in
accordance with the Scope of Work and all other requirements
specified in the Technical Specifications of Ukai TPS Unit No. 4
and Wanakbori TPS Unit No. 3, time schedule and as per the
terms and conditions of the contract in case of any failure on the
part of its subsidiary (the Bidder) to fulfill its obligations aforesaid
and such Letter of Support should have been approved by the
Board of Directors of Parent/Holding Company and a declaration
to that effect shall be made in the Letter of Support by the person
authorized to sign the Letter of Support.
(5) This Corrigendum II supersedes the
Corrigendum I.
(6) Selling of Bid Documents further opened &
extended up to 19.04.2014
(7) Last date of submission of offers by Bidders is
extended Up to 16.05.2014 instead of 28.04.2014.

Important notes:
(1)The QR clause No 2. (iv) on page no 45 in the Volume I
Commercial Documents should be read as below.
