Junior Representative Competitions
Junior representative teams compete in 2 discrete competitions:
 CDC’s (Central District Championships), a set of carnivals held at each of the three (3) competing
venues, Rockhampton, Gladstone and Bundaberg that runs from September through to March
with a break over school holidays; and
 Junior State Championships, a 4-5 day tournament played in various locations following the CDC
season, usually in school holidays (U18’s at the end of Christmas School Holidays & U12-U16 in
the Easter School Holidays).
The ranking for nomination to the State Championships is determined by the results of the CDC
Carnivals. Only teams who obtain a top place ranking in their respective age groups are entitled to
automatic entry into Division 1. Those outside of the top ranking may elect to participate in a Wildcard
Challenge against the bottom ranked BQJBC teams. See BQ website for further details.

Athlete Selection Process
Selection Process
Overview
The aim of the “BBI Rep Team Selection Process” is to be:
 Equitable and fair to all players
 Transparent and thorough and,
 Objective to the best of the panel’s ability.
Subjectivity is however unavoidable and when selecting players it is critical to complete the following
steps to ensure every player attending trials has had equitable opportunity to gain selection:

the selection process is explained to parents and players at the commencement of trials

the coaching staffs, Junior Working Party and BBI’s expectations are explained to players and
parents at the commencement of trials

approx costs are explained

an accurate attendance record is kept and,

appropriate time is spent on conducting trials
Selection Panel
A min 2 person selection panel consisting of the Head Coach and Assistant Coach (or an approved
Independent coach if no Assistant Coach (approved by JWP)), will make the decisions regarding the
team selection. The Head Coach will have the casting vote if required.
Selection Details
All Bundaberg teams will travel with a maximum of 10 players.
Coaches may elect to select a small group of ‘shadow’ players which will train with the squad and maybe
used by coach as they see necessary.
If numbers and coaches permit BBI would like to see a DEVELOPMENT SQUAD of players also training
and going to CDC and/or State Championships. These players are often the younger age group of players
or players that have missed selection into the main REP squad.

Trials (All Age Groups)
Trials will be conducted at a time convenient with the Coach & Assistant Coach and co-ordinated with
Rep Co-ordinator (who will meet with the BBI Administrator to book court times etc).
All court bookings are to be completed by BBI administrator
All trial dates and times will be posted on the Bundaberg Basketball website and noticeboard located on
the foyer of the stadium.
A minimum of TWO WEEKS notice will be given for all trial dates and times and trails may be conducted
over a couple of weeks.
Program Procedures
Training Sessions
It is desired that each age group of players will train a minimum 2 times a week throughout the Rep
season, with a possible 3rd fitness session; except within 3 weeks of a CDC and/or State Classics where a
3rd session is encouraged (subject to court availability).
It is desired that trainings are to be conducted within the following timeframes:
U12’s & U14’s 90mins max in length per training session
U16’s & U18’s 120mins max in length per training session
If a player withdraws from the team due to injury or illness and has provided appropriate Medical
documentation they may be replaced. This means if a player withdraws from the Age Group Head Coach
may request a player be added to the team as a replacement. This information needs to be passed on to
the JWP Rep Co-ordinator who will pass on to the BBI Administrator as soon as possible so relevant
paper work be given to the replacement player.

Fundraising
All fundraising to be conducted by individuals and/or individual representative teams and/or groups of
representative teams must first be approved by the BBI Management Committee. Under no circumstances can
any fundraising be conducted by individuals or teams without prior approval.
All individuals and teams must apply in writing a minimum of 2 weeks prior to the next BBI Management
Committee meeting to obtain approval for any fundraising. BBI Management Committee usually meets the first
week of each month.
Fundraising includes, but is not limited to, raffles, food sales, sponsorship, cent sales, procurement of goods and
sale of services.
BBI Management Committee considers this a major breach of the policy. BBI has commercial agreements with
numerous businesses in the Bundaberg region and using or gaining services from non-preferred
suppliers/businesses may breach these agreements.
Referee’s Course
It is an expectation of all representative players (U12-U18) to attend BQ Referee Development Course as provided
by Bundaberg Basketball. Players will be expected to do this or similar courses on a regular basis (e.g. bi-annually)
or as directed by BBI.
Court Time
Coaching staff have a responsibility to obtain the best results for the team (i.e. win as many games as possible)
whilst also providing development opportunities for each player in the team. These two ideals are often in conflict
and will result in the less experienced players in the team receiving less court time than other more experienced
players in many games.
However, in following years these beginning players may be the dominant court time players, with added
experience and skill development.
PARENTS AND PLAYERS SHOULD NOT EXPECT EQUAL COURT TIME FOR ALL PLAYERS AT REPRESENTATIVE LEVEL.
This is an important aspect of the competitive nature of this competition. A lot of travel and costs are involved in
the competition and some players may experience limited court time. To avoid any confusion over this issue you
are asked to consider carefully the pros and cons of being involved in the Representative Program.

Score Bench Officials
It is a mandatory requirement of EVERY team to provide a SCORE BENCH OFFICICAL at each of the CDC games and
State Championship Games.
It is an expectation of the PARENTS to fulfil this role at these games. Coaches and Managers will be requesting
parents to assist in helping with scoring for each game. A team roster may be made for all parents to complete a
duty (or several duties) at both the CDC’s and State Championships.
Bundaberg Basketball will organise an ‘Intro to Score Bench Official’ session at the beginning of the rep season
(and possibly a second prior to State Championships).
It is mandatory at State Championships to provide skilled bench officials for each game, if a team cannot provide a
bench official at these games the team is charged $25/game by the host association to provide a replacement.
Parents/Teams may choose to take this option (ie pay for bench official) if so this will be included in the team fee
calculations when preparing for the state championships.
There are 4 job assignments of the score table:
o Clock & digital scoring
o 24 second clock (all age groups except U12)
o Scorer (usually paper but could be ‘stadium scoring’)
o Chairperson (their job is to call the game to everyone on the bench, notify subs/time outs, clarify
referee calls, show fouls with paddles, switch possession arrow, keep time for time outs etc)

Transport to Carnivals
It is highly recommended that all Rep players travel to CDC carnivals by bus.
Bus transport to CDC will be made available for all players to use. This transport will be included in your CDC Levy
(see estimates above). If parents choose to take private transport to the CDC’s no reduction in fees will apply.
Your BBI CDC Representative Player Levy will include the bus and all players pay.
Transport to the State Championships is the responsibility of the individual family. No transport arrangements will
be made.
Accommodation
Accommodation at the CDC & State Championships is at the direction of the coaches. Coaches will inform parents
of their team requirements with regards to what and how accommodation will work at the CDC’s and State
Championships.
(example; coaches will direct parents that all team members will be required to stay at the same venue
throughout the carnival, ensuring team harmony and team bonding and to allow all players to eat together etc …..
some coaches do not do this and allow parents to stay where they please, but require players to be at the
coaches venue for team bonding, meals etc …… your coaching staff will let you know their requirements)
The coach/manager may then arrange with BBI Administrator to find suitable accommodation venues (often
obtaining discounts for bulk booking of rooms) for team to stay.
Coaches will also issue all players an itinerary for the carnival outline their requirements and what they require
the players to do and be during the carnival.

Junior Representative Fees Policy
Representative fees are calculated on the basis of an average 10 players per team and are designed to
assist with administration costs, uniform hire, accommodation, plus cover the cost of the nomination
and registration to both the CDC representative season and State Championships.
By signing the Player and Parent Agreement, representative players and parents confirm their
commitment to paying the full amount of representative fees, regardless of their level of participation
throughout the season.
Instalment payments are due on the dates specified (to be advised – see previous page). In the event
that an instalment is missed a reminder will be sent to the parent/guardian. If the missed instalment is
not paid by the next instalment due date the player will not be allowed to participate in the Junior Rep
Program until payment is made.
From time to time, a player’s participation in the program may be limited or terminated due to:
1. Voluntary withdrawal from the team or program; and
 A reduction of fees could be made
 Players/parents seeking a reduction of junior representative fees on the basis of
voluntary withdrawal should submit a request in writing to the BBI Management
Committee, together with reasons for withdrawing detailing the reason.
 The decision of the reduction of fees is at the decision of the BBI Management
Committee, depending on the timing of the withdrawal and whether a replacement
player can be found.
2. Suspension from the team or program
 No reduction to representative fees will be made.
 Failure to pay the outstanding balance will result in the player being identified as an
unfinancial member. Unfinancial members may not participate in any BBI competition,
event or activity.
 Any request for clearance to another association will be denied until such time as the
outstanding fees are paid in full.
3. Injury or Illness
 A reduction of fees could be made
 Players/parents seeking a reduction of junior representative fees on the basis of injury
and/or illness should submit a request in writing to the BBI Management Committee,
together with medical evidence detailing the reasons and the period of incapacity.
 Consideration may be given to a reduction in fees provided that:
o a medical certificate is provided supporting the player’s inability to participate;
and
o the period of non-participation is for a minimum of 4 consecutive weeks.
o timing of injury (time out from carnivals)

Coaches Code of Behaviour

Remember that young people participate for pleasure and winning is only part of the fun.

Never ridicule or yell at a young player for making a mistake or not coming first.

Be reasonable in your demands on players’ time, energy and enthusiasm.

Operate within the rules and spirit of your sport and teach your players to do the same.

Ensure that the time players spend with you is a positive experience. All young people are
deserving of equal attention and opportunities.

Ensure that equipment and facilities meet safety standards and are appropriate to the age and
ability of all players.

Display control, respect and professionalism to all involved with the sport. This includes
opponents, coaches, officials, administrators, the media, parents and spectators. Encourage your
players to do the same.

Show concern and caution toward sick and injured players. Follow the advice of a physician when
determining whether an injured player is ready to recommence training or competition.

Obtain appropriate qualifications and keep up to date with the latest coaching practices and the
principles of growth and development of young people.

Any physical contact with a young person should be appropriate to the situation and necessary
for the player’s skill development.


Player’s Code of Behaviour








Play by the rules.
Never argue with an official. If you disagree, discuss the issue with your coach during a break
or after the competition.
Control your temper. Verbal abuse of officials, sledging other players or deliberately
distracting or provoking an opponent are not acceptable or permitted behaviours in any
sport.
Work equally hard for yourself and/or your team. Your team’s performance will benefit and
so will you.
Treat all participants in your sport as you like to be treated. Do not bully or take unfair
advantage of another competitor.
Cooperate with your coach, team-mates and opponents. Without them, there would be no
competition.
Participate for your own enjoyment and benefit, not just to please your parents and coaches.
Respect the rights, dignity and worth of all participants regardless of their gender, ability,
cultural background or religion.
Parent/Guardian’s Code of Behaviour










Remember that children participate in sport for their enjoyment, not yours.
Encourage children to participate, do not force them.
Focus on your child’s efforts and performance rather than whether they win or lose.
Encourage children to play according to the rules and to settle disagreements without
resorting to hostility or violence.
Never ridicule or yell at a child for making a mistake or losing a competition.
Remember that children learn best by example. Appreciate good performance and skilful
plays by all participants.
Support all efforts to remove verbal and physical abuse from sporting activities.
Respect officials’ decisions and teach children to do likewise.
Show appreciation for volunteer coaches, officials and administrators. Without them, your
child could not participate.
Respect the rights, dignity and worth of every young person regardless of their gender,
ability, cultural background or religion.

Dispute/Conflict Resolution Process
1. Coaches MUST NOT be approached with a concern/issue directly after game. This is a nonnegotiable procedure. If a parent/guardian/player breaches this guideline there will be serious
consequences for the player involved. A congratulatory gesture or conversation does not fall into
this category and all positive communications are to be encouraged.
2. If a parent, guardian or player has a concern/dispute or issue with a COACH they MUST first
outline their issue to the TEAM MANAGER. The team manager will then inform the coach of the
issue as soon as possible, or before the next training session and/or game. If the situation can be
resolved by a meeting between the coach and parent/guardian or player concerned and the
manager can facilitate this, the matter can be dealt with at this FIRST level.
3. If the team manager feels the issue is too complex and/or serious (i.e.: criminal) he/she must
contact BBI immediately with their concerns. BBI will then arrange the necessary mediation or
intervention.
4. If a parent/guardian or player has a dispute/conflict with the TEAM MANAGER, then they should
contact JWP Representative Co-ordinator in the first instance or if unavailable BBI directly with
their concerns.
5. If the parent/guardian has a dispute/conflict with BBI in regard to a decision made, they should
refer their issue in writing to the Bundaberg Management Committee. Issues will only be
considered if a written submission is provided.
6. The BBI will endeavour to resolve or mediate all disputes prior to that team’s next match. If this
cannot be achieved, it will be BBI's decision whether the player concerned participates in the
team’s next match or not. It is in the best interests of all parties that disputes/issues get resolved
as quickly as possible. It is never a good outcome that a child should be disadvantaged because
of the actions of adults, so it is imperative that all issues are resolved expediently.
7. If a parent/guardian or player feels so aggrieved that they cannot comply with these guidelines
they must submit their issue in WRITING directly to the Bundaberg Basketball Management
Committee, remembering that Guideline 1 is NOT NEGOTIABLE.
Note: these guidelines are only relevant to the Bundaberg Junior Representative Program.

Junior Representative Travelling Teams Policy
It is highly desirable that all teams travel to CDC’s together as it aides in developing team harmony and
bonding as players get to know each other and the coaches, assistant coaches and managers better.
We need to remember that although you might not need to travel on a bus because you are attending
the championships, there are many families within the BBI community that do require transport to assist
their son/daughter in getting to the carnivals. Basketball is a team sport and without these players we
cannot often field teams in these carnivals.
As previously stated in this policy:
Bus transport to CDCs will be made available for all players to use. This transport will be included in your
CDC representative player fees (see above). If parents choose to take private transport to the CDC’s no
reduction in fees will apply.
Transport to the State Championships is the responsibility of the individual family. No transport
arrangements will be made.
This policy is not intended to be a restrictive device, simply a set of guidelines for reference should
issues arise in the organisation, management or conduct of a team travelling to play basketball.
Travel Authorisation
1. All Bundaberg representative teams needing to travel to any venue for a basketball
competition or tournament must obtain approval from the BBI Management Committee and
will be organised by the BBI administrator.
2. All teams will travel by bus to the CDC’s. (Travel to the Classics can be done individually as a
lot of families take a family holiday to coincide with this event, however all players will be
required to book into team accommodation the day prior to tournament commencement.)
3. All travel arrangements will be made and booked by the Administrator.
4. A member of the Junior Working Party (JWP) will determine whether an association official
will travel with a touring team.
5. Players and parents of a travelling team will be supplied with details of the travel
arrangements a minimum of 2 weeks prior to the team leaving.
6. All players are required to travel with the team for the duration of the trip. Team harmony is
paramount to any successful preparation, and the team comes before the individual.
7. In the event that a parent wishes to modify arrangements for their child prior to the
commencement of the tour, a written request must be submitted to the head coach for
comment then forwarded to the BBI Management Committee approval. (No reduction of
fees will be given)
8. It is anticipated that while away, parents may wish to take their child away from the tour
group for a short period of time. Consideration will be given to such requests, however,
approval must first be obtained from the head coach and the team manager, who will take
into account team activities and requirements.
Bundaberg Basketball Inc. Representative Program 2014-2015 – Ver. 1.2
Page 20
Bundaberg Basketball Inc.
Junior Representative Program 2014-2015
9. Parents will be required to book and pay for their own accommodation, either at the same
venue or alternate venue.
10. Prior to ANY travel, an authorised representative of the JWP will address the travelling group
(coach, parents and players) to outline the association's expectations.
Coach Requirements
1. Coaches will discuss their plans for their team’s preparation with the team manager. This must
then be communicated to ALL the parents of the team members, so the plans are transparent.
2. Extra training and/or sessions must be authorised by the JWP rep co-ordinator and liaised with
the BBI administrator, and funded by the team.
3. Attendance at State Championships is a requirement of participating in the BBI Junior
Representative Program.
4. Whilst away on a trip, should a coach or team manager be aggrieved about the conduct of a
player, parent or team, the JWP Representative Co-ordinator and/or Chairperson and the BBI
Management Committee should be contacted immediately to discuss the situation and
determine the appropriate course of action.
Player Requirements
1. Players should be mindful that their conduct both on and off the court is a direct reflection of
Bundaberg Basketball. Breaches of the Player’s Code of Behaviour and Player Expectations may
result in one or more of the following consequences:
 Warning;
 Suspension from Game/Games on the tour, tournament or Championship;
 Removal from the team for the tournament;
 Player sent home at parents' expense;
 Tribunal appearance within the Association upon return;
 Expulsion from the BBI program; and/or
 Any other penalty determined by the BBI Management Committee.
2. Should a player be aggrieved about any issue on the tour, the team manager should be notified
and the Club’s Dispute Resolution Process shall be followed.
Parent/Guardian Requirements
1. Parents and /or guardians of any player who is part of a travelling Bundaberg team should make
themselves available for any meeting held to discuss the travel plans or conduct of the team as
outlined earlier.
2. If parents have any advice or expertise in the area of travel organization, this should be offered
during the planning process, not once all arrangements have been made.
3. Parents/guardians should ensure their child is aware of the Player Expectations and Player Code
of Behaviour outlined in this document prior to travelling.
4. Parents/Guardians MUST make themselves aware of the possible consequences for their child,
should the child breach the required code of conduct on tour.
5. Parents who are travelling with the team are also bound by the code of conduct required by
Basketball Australia, Basketball Queensland and Bundaberg Basketball.
Bundaberg Basketball Inc. Representative Program 2014-2015 – Ver. 1.2
Page 21
Bundaberg Basketball Inc.
Junior Representative Program 2014-2015
6. Parents are to adhere to the Bundaberg “Dispute Resolution” policy whilst on tour.
7. Parents who have concerns in regard to the travelling arrangements or team preparations for a
travelling team should make these concerns known PRIOR to the team travelling, in writing to
the BBI Management Committee.
This policy has been established to ensure the cohesive arrangement of BBI travelling teams. To
organise and manage a group of people travelling together is a significant task, and team managers and
coaches undertake this on a voluntary basis.
This policy is not meant to be restrictive or authoritarian, but is meant to outline the responsibilities that
we all have as members of a large basketball association. The image and reputation of Bundaberg
Basketball is situated above all the interests of individuals, and paramount to any arrangements made
by ANY team.
Travelling to play sport, at any level is an exciting and unique opportunity – respecting the needs of a
team, coach, manager, the group as a whole, and the image of our basketball association makes us a
better organization.
