PRINCIPAL
Donovan Toews, MCP, MCIP has worked
extensively for both public and private sector
clients in the land use planning and land
development sectors, creating effective successful land use and community plans, and
bringing land development projects to fruition
through strategic processes.
Donovan is a public consultation specialist, and has designed and
facilitated many public consultation programs for a variety of planning and engineering projects for both the private and public sectors.
Donovan is a practiced and proven effective facilitator and has
applied those skills to complex, multi-stakeholder, often controversial
projects successfully. He has been responsible for the public consultation and land use planning aspects of major site development
or transportation planning projects, working with neighbourhood and
government groups, facilitating stakeholder meetings, negotiating
and presenting at public hearings, and has an extensive knowledge
of municipal and Provincial statutes and regulations concerning land
development.

SECONDARY PLANS AND DEVELOPMENT PLANS
Ridgewood Precinct Plan, Winnipeg, MB. Prime Consultant retained
by Qualico Developments to prepare
a precinct plan complete with extensive community consultation for an
800-acre section of undeveloped
land in West Winnipeg. The project
involved a complex set of development variables including, fragmented ownership, existing
community concerns related to traffic parkland dedication,
and existing city infrastructure deficits.
CFB Petawawa Master Realty Development Plan, Petawawa, ON. Project Planner collaborating with Smith Carter
Architects to prepare a master land use plan for Canada’s
largest military base.
Waverley West Regional Secondary Plan, Winnipeg, MB.
Project Manager responsible for the preparation, development and execution of a public consultation strategy and
adoption of the Waverley West Regional Secondary Plan on
behalf of the Province of Manitoba (MHRC), Ladco Company,
and the City of Winnipeg. The plan provides regional direction
for six neighbourhood secondary plans towards the full, cohesive development of this 2,900 acre area.
Waverley West Northeast Neighbourhood Secondary
Plan, Winnipeg, MB. Project Manager responsible for the
preparation, development and execution of a public consultation strategy and adoption of the Waverley West Northeast
Neighbourhood Secondary Plan on behalf of the Province of
Manitoba (MHRC) and the City of Winnipeg.
South Pointe Precinct Plan, Winnipeg, MB. Prime Consultant retained by Ladco Developments to prepare a land development plan complete with community consultation for 500
acres in southwest Winnipeg. The project involves community
open houses and stakeholder meetings.
Precinct ‘E’ Precinct Plan, Winnipeg, MB. Prime Consultant retained
by major landowners to prepare a
land development plan complete
with community consultation for this
175 acre area in north Winnipeg. The
project involved community open
houses and stakeholder meetings.
Transcona Yards Secondary Plan, Winnipeg, MB. Project
Planner responsible for overseeing the preparation of a secondary plan for this industrial area on behalf of the City of Winnipeg. The project included extensive public consultation with
area businesses and residents towards the development of
policies that would help address on-going land use conflicts.
Brandon and Area Planning (BAPD) District Development
Plan, Brandon, MB. Project Manager responsible for the
preparation of the BAPD Development plan including consultation with stakeholders and the general public, and negotiation
between client groups (two RM councils, Brandon City Council
and various Provincial departments). The Plan was passed
unanimously through Councils, the Planning District and the
Province of Manitoba.
PUBLIC CONSULTATION AND FACILITATION
MB Hydro, Bipole III Transmission
Line Project, MB. Manager of Public
Consultation contracted to MMM
Group. Responsible for the strategy,
design and execution of a major twoyear consultation process towards
achieving environmental approval
for this $3.8 billion dollar project.
The stakeholder list included over 300 stakeholder groups,
1,200 individual landowners and more than 5,000 project participants. The project area covered over 1,384 linear km– the
largest transmission project in North America at that time.
Pointe du Bois Spillway Replacement Project. Responsible for the successful development and implementation of the
public consultation program associated with an Environmental
Assessment application to replace the spillway at this Manitoba Hydro facility at Pointe du Bois. Also responsible to provide
edits to improve the continuity, flow and plain language reading
of the submission document.

Riel Reliability Improvement Initiative (2008). Responsible for the successful development and implementation of
the public consultation program with MMM Group associated
with an Environmental Assessment application to improve the
reliability of the transmission system serving Winnipeg and
southern Manitoba, by creating establishing new 500–230-kV
transformation at the Riel Station site just West of Winnipeg.

Manitoba Conservation, Duck
Mountain Provincial Park ATV
Management Plan. Retained by
Manitoba Conservation to assemble and facilitate a working group
consisting of approximately 25 representatives of potentially conflicting
and diverse interests (logging industry, ATV groups, environmentalists, government, etc.). The project
included a series of facilitated monthly meetings over a 12
month period to develop by consensus, a set of recommendations to be submitted to the government. The process resulted
in the successful delivery of recommendations and an action
plan with 100% consensus among the TWG.
Southwest Rapid Transit Corridor,
City of Winnipeg. Public consultation specialist on contract to Dillon
Consulting Ltd. Responsible for
public consultation and public communications towards the implementation of the first and second phase
of Winnipeg’s first major rapid transit
project. The project involved facilitated meetings with active
stakeholder groups, public open houses, internal communications with City of Winnipeg Council and other public communications. The approach included managing political and
interest group sensitivities.

Realignment Alternatives, RM of
MacDonald, MB. Public consultation specialist responsible for the
design and facilitation of a consultation process for the redesign of a
troublesome highway intersection.
The project included interviews with landowners and other
stakeholders, and a series of public open house events, successfully carried out and reported.

Bridge Redesign and Highway Realignment Alternatives,
The Pas, MB. Public consultation specialist responsible for
the design and facilitation of a consultation process for the
re-alignment of the main highway connection from the west
of the Town of the Pas. Project stakeholders included varied
competing interests. The project included a focus group
session and a series of public open house events.
Manitoba
Infrastructure
and
Transportation, PTH 10 Alternative Route Selection, The Pas,
MB. Public consultation specialist
with MMM Group responsible for the
design and facilitation of the consultation program for the selection of
an alternative main transportation
corridor through the Town of The Pas. The project included
divergent interests in a potentially controversial setting. The
consultation program included working with a selected stakeholder group in order to assess concerns and prioritize criteria associated with the route selection, open houses with exit
questionnaires, analysis of results and presentation to MTGS,
and the application of qualitative issues to engineering solutions. The final deliverables included official endorsement
of the recommendations by the full stakeholder group, Town
Council and the Provincial government.
Manitoba Infrastructure and Transportation, Yellowquill
Trail Interchange Options, Portage la Prairie, MB. Responsible for the design and facilitation of a public consultation
program with MMM Group, including stakeholder workshops
and public open houses, towards a recommended plan for
future interchange options for the Portage by-pass. The
project included the need to understand a range of interests
and applying those interests to a technical evaluation from an
engineering perspective.
City of Winnipeg, Route 90 Corridor Study, Winnipeg,
MB. Public consultation specialist with MMM Group responsible for the design and facilitation of a consultation process
towards the expansion of this regional corridor. The process
included structuring stakeholders into tier categories to help
decide upon and facilitate various types of stakeholders and
acknowledge the varied impacts associated with corridor
widening. The project included a city-wide survey (Probe Research), facilitated and individual meetings, mass notification
and communications and public open houses. The strategic
process involved successfully managing sensitivities and potential conflict concerning property acquisition and possible
expropriations.

City of Winnipeg/Province of Manitoba, Building Communities Initiative (Luxton, Seven Oaks, St. John’s Park),
Winnipeg, MB. The Province and City provided $1.4 million
in funding for community improvements in each of two communities, with a requirement for the project ideas to be generated and carried out with the participation of the community.
Served as Project Manager with MMM Group responsible
for the design, delivery and implementation of a six-month,
community-driven public consultation program. The project
successfully brought together three diverse communities to
establish community-funding priorities.
City of Winnipeg Wastewater
Pump Station Replacement, Winnipeg, MB. Responsible for the
design and management a public
consultation program with MMM
Group to facilitate the construction of
an above ground wastewater pump
station in an established residential
area. The project was considered
controversial and required a sensitive deliberation between the City of Winnipeg and directly
adjacent residents, and resulted in an accepted negotiated
solution.
City of Winnipeg, OurWinnipeg Internal Facilitation, Winnipeg, MB. Retained by the City of Winnipeg to facilitate two,
day-long retreat sessions to assist City of Winnipeg planners
and engineers to develop long range planning objectives
towards the completion of a new development plan (OurWinnipeg) for the City of Winnipeg.
Manitoba Local Government, Strategic Plan Facilitation
(Manitoba). Provided group facilitation services to the MLG
towards the development of renewed objectives and actions
plan.
Town of Altona Strategic Planning and Facilitation,
Altona, MB. Retained to facilitate a strategic planning daysession and to provide supportive land use planning expertise
for the session.
12th Avenue N/15th Avenue N Corridor Study, Fargo, ND
and Moorhead, MN. Responsible for the design and facilitation of a major consultation process with MMM Group on
behalf of the Metro Council of Governments, to resolve divergent interests in a transportation planning issue. The process
included a large stakeholder group and steering committee
with diverse interests and broader public consultation efforts
across state lines.
Deer Lodge Centre Parking Redevelopment, Winnipeg,
MB. Project Manager responsible for acquiring municipal approvals for a contentious parking redevelopment strategy. An
extensive community consultation program was developed to
address the conflicting needs of the DLC and the surrounding community. The program lasted two years and resulted in
near consensus on the redevelopment and compliments from
the approval body on the successful process.
Westgate Mennonite Collegiate, Winnipeg, MB. Retained
by the school to facilitate a potential major school expansion
project, including retaining and working with project architect,
facilitating community negotiation and navigating the municipal approval process.
Brandon Mental Health Centre (BMHC) Redevelopment,
Brandon, MB. Project Manager responsible for overall development an RFP, including project evaluation and selection, to
be issued by the Province of Manitoba and the City of Brandon
for the redevelopment of a 160 acre site with 500,000 square
feet of historic buildings. The project was carried out with
an extensive community consultation program including site
tours, workshops and open houses.
LAND DEVELOPMENT AND MUNICIPAL APPROVALS
Bonner Avenue and Sperring Avenue Site Development,
Winnipeg, MB. Project manager responsible to acquire municipal approvals for these multi-family, infill condo projects.
An engagement process was undertaken to involve landowners, architects, planners, engineers, City of Winnipeg representatives, and adjacent residents to prepare and refine development plans.
First Pro/Smart Centers Commercial Zoning Approvals,
Winnipeg, MB. Project Manager responsible for acquiring
municipal approvals (plan amendment, rezoning, conditional
uses, zoning agreements, etc.), including extensive public
consultation, for three regional mall redevelopment sites
(Unicity Mall, Kenaston/McGillivray, Wal-mart Polo Park) in
Winnipeg, MB.
Tim Hortons Commercial Zoning Approvals, Winnipeg,
MB. Project Manager responsible for acquiring municipal approvals (rezoning, private access) for a series of new restaurant sites throughout Winnipeg, MB.
St. Anne’s Road Twinning, Winnipeg, MB. Project Manager
responsible for this major twinning project, including negotiation of a unique City/Developer financing solution that allowed
the construction to begin years earlier than planned to the
benefit of both the City of Winnipeg and the land developer.

expansion. A solution was created and all opposition to the
