MERCY ACCEPTANCE EXCELLENCE DIGNITY EMPOWERMENT INTEGRITY POSITION PURPOSE This role is responsible for the effective management and support of the Therapeutic Residential Service (TRS), including leading and supervising both the Clinicians and the direct care team (Residential Care Workers) to provide high quality out-of-home care and support for children, young people and their families. Where possible the role will bring about therapeutic change as informed by the MCS Model of Practice which is needs-based, trauma sensitive and relationship/attachment focussed in order to assist them to reach their full potential. KEY PERFORMANCE REQUIREMENTS 1. Service Delivery • Provide effective leadership and program management to ensure high quality service delivery in order to meet the needs of children and young people. • Maintain a positive and effective team culture responsive to cultural diversity and equity practices. • Effectively role model resilience and holistic care in line with the Model of Practice. • Prioritise and manage tasks to ensure all client, staff and program needs are met. • Ensure services are delivered in a safe and culturally appropriate environment that meets identified individual needs; service access is fair and equitable in line with service procedures. • Communicate with a wide range of stakeholders in a professional and timely manner to promote effective working relationships in consultation with the Clinicians and Program Manager, where necessary. • Respond to, and effectively resolve, client/stakeholder grievances promptly in line with organisational requirements in consultation with the Program Manager and Residential Care and Transition Service Manager (when necessary). • Work collaboratively with the Clinicians and Program Manager to assist children/ young people to transition, into and from the therapeutic residential service, including providing an induction for all new clients in line with organisational procedures. • Collaborate with the Clinicians and direct care team to identify client needs and plan services within the available resources and the MCS Mission, Vision, Values and Model of Practice. Approved By: Executive Director Approval Date: August 2014 Implementation Date: August 2014 Review Date: August 2016 POSITION DESCRIPTION Residential Service (TRS) Manager – RCaTS KEY PERFORMANCE REQUIREMENTS • Ensure the development, implementation and regular review of the support and intervention plans in line with MCS policies and procedures, in liaison with the Clinicians. • Provide direct services for clients when necessary. • Provide effective support, coaching and mentoring for the direct care team in the implementation of planned care strategies and intervention; continually assessing effectiveness and responding to changing needs and dynamics. • Ensure the effective implementation of daily house programs, including activity planning, house meetings, external appointments and all other client and program needs. • Oversee the effective management of critical and non-critical incidents in line with organisation and legislative requirements. • Produce legible and legally defensible case notes and professional reports as required by organisational procedures and legislation. • Assist with the accurate collation of data and provide reports in a timely and professional manner in accordance with organisational requirements. • Maintain, and be accountable for, program resources including staffing, house and vehicle maintenance, and monetary resources in line with delegations framework. • Participate in and/or lead projects, as required. • Proactively develop community connections and links with support networks. • Actively seek feedback from clients, funding bodies and other relevant stakeholders using a variety or means, including surveys. • Maintain confidentiality and provide effective service to both internal and external stakeholders from culturally diverse backgrounds. • Work as an effective team member in accordance with Mercy Community Services mission, purpose and values. 2. Human Resources • Lead, mentor, support and supervise staff and role model Mercy Community Services values and frameworks. • Perform day-to-day and formal evidenced-based supervision for direct reports and oversee this process for all indirect reports, in line with organisational procedures. • Facilitate the professional development and performance appraisal of direct reports and oversee this process for all indirect reports, in line with organisational procedures. • Participate in the recruitment and selection processes for all program vacancies in line with organisational procedures. • Ensure staff obtain and maintain personal history checks and driver’s license in line with organisational and legislative requirements. • Facilitate effective induction processes, including probation review process and training for all direct reports and oversee this process for all indirect reports, in line with organisational procedures. • Conduct regular staff meetings in line with MCS requirements. • Participate in conducting counselling and discipline processes in consultation with the Program Manager (Residential Care) and Human Resources. Work Health & Safety • Comply with all Mercy Community Services policy and procedures. • Perform duties in accordance with organisational requirements. • Ensure documentation is created, stored and archived in line with organisational requirements. • Develop or assist in the development of systems to maintain data and statistics to inform service delivery and contribute to accountability for outcomes achieved, in consultation with the Program Manager (Residential Care). • Assist with the release of personal, private or confidential information in line with the MCS Privacy Policy, privacy legislation and the Child Protection Act, and in consultation with the Program Manager (Residential Care). • Identify improvements to policy, procedures, work instructions, other organisational systems and the work environment. • Participate in the consultation and/or the development, implementation and review of relevant MCS policy, procedures, work instructions and other documentation, as required. • Assist with the monitoring of compliance with policy, procedures, work instructions, other organisational and legislative requirements. • Work collaboratively with relevant stakeholders to prepare, undertake and maintain external licensing/accreditation requirements. • Adhere to safe work practices at all times. • Implement systems to ensure a safe workplace for all staff and members of the public. • Report incidents and hazards immediately, in line with organisational procedures. • Take immediate action to address identified/reported workplace health and safety matters in line with the hierarchy of controls/organisational requirements. • Provide rostered after hours on-call support, in line with organisational procedures. • Participate in staff development and team meetings. • Engage in reflective practice and participate meaningfully in regular professional supervision sessions. • Other activities as directed. 5. Other Duties POSITION REQUIREMENTS Required to have Beneficial to have • Possession of a degree in Social Work, Human Services, Psychology or other related discipline and significant relevant experience. • Previous leadership/management experience within a residential care setting including, team supervision, house coordination and general staff management • Previous experience within the Mercy Community Services Therapeutic Residential Program • An understanding of Aboriginal and Torres Strait Islander peoples, cultures and societies and the issues which impact upon them in contemporary society together with a commitment to culturally appropriate engagement and practice. Beneficial to have • Senior First Aid Certificate. KEY SELECTION CRITERIA 1. Demonstrated experience and knowledge of the child protection/out of home care and welfare sector including the ability to implement effective programs for children, young people and adults. 2. Demonstrated ability to be an effective leader and manager of a multi-disciplinary team within a social welfare context including an understanding of and ability to implement effective and structured supervision, vicarious trauma prevention and management strategies and self-care methodologies in the child protection industry. 3. Demonstrated ability to develop and maintain effective relationships with key stakeholders including service users, families and funding bodies. 4. Demonstrated ability to develop and implement effective staffing rosters; maintain financial and petty cash expenditure in line with budget requirements; oversee maintenance of organisational assets and maintain effective records in line with organisational procedures. 5.
