Engineers Australia
through a Mutual Recognition
Agreement (MRA)
Engineers Australia has entered into bilateral agreements with several engineering associations in
other countries. A principle of these agreements is that, under normal circumstances, an
engineering professional, who lives and practises for an extended period in a foreign country,
should seek membership, at the appropriate grade, of an appropriate engineering association in
that country.
Engineers Australia has established Mutual Recognition Agreements (MRAs) with institutions
around the world through which a member of such a body, on application, will be accorded an
equivalent level of membership with Engineers Australia and vice versa. In some cases, the
agreements cover more than one grade of membership and occupational category.
MRA applications are expected to be included in eChartered in due course. Until this time,
documents must be submitted in hard copy by post.
PLEASE NOTE:
As a condition under many of the agreements, the applicant’s formal undergraduate
qualifications must be acceptable to both bodies in accordance with the Washington
or Sydney Accord. Where undergraduate qualifications are not acceptable under one
of these Accords, the applicant may be asked to submit a Stage 1 Competency
Assessment application as a first step towards membership under the relevant MRA.
If you apply for College(s) or NPER Area(s) of Practice that are not covered by the
agreement, you will be required to pay additional assessment fee. Please refer to the

Yes, the agreement with Engineers Canada does cover registration on NPER. Payment of the
$93.50 incl. GST ($85.00 for overseas residents) registration fee must accompany the

agreement to applications who obtain Chartered Membership.

obtained using the attached application form. Applicants must have qualifications recognised
under the Washington Accord or recognised qualification with 7 years practical experience and
at least 2 years in responsible charge of significant engineering work and also provide evidence
of continuing professional development (CPD).
Applicants should approach IEM for confirmation of their current membership. This
confirmation should be submitted with the completed application form.
Does this agreement cover registration on the National Professional Engineers
Register (NPER)?
Yes, the agreement with IEM does cover registration on NPER for those applicants registered as
APEC/EMF engineers. To obtain registration, applicants will need to provide evidence of their
APEC/EMF registration. Information on registering with APEC/EMF can be found at
www.apec-emf.org. Please note that registration on NPER can only be granted through this
agreement to customers who obtain Chartered Membership.

The agreement between IPENZ and EA includes specific requirements for applicants seeking
Chartered Membership and registration. Applicants under the agreement must provide
following supporting documents:
1. Certified true copies of degree testamurs and academic transcripts. If non-Accord
qualification, EA will determine whether a Stage 1 Assessment is required following
consideration of information provided by IPENZ of their corresponding assessment.
2. Evidence that they are familiar with Australian law, regulations, codes, standards, and local
conditions appropriate to practice area. An engineering competency claim (ECC) addressing
Element 7 from the Australian Engineering Competency Standards Stage 2 will be required.
3. Evidence that they practice competently in at least one practice area defined by Engineers
Australia’s Colleges of Engineers or general areas of practice offered on the appropriate
National Engineering Register (NPER, NETR or NEAR). A verified curriculum vitae will be
required.
4. A record of continuing professional development (CPD) provided to IPENZ at the most
recent assessment or reassessment.

Note 1 Certified copy – must be certified as a true copy by a person who has sighted the original document.
The certifier may be a Graduate, Member or Fellow of Engineers Australia, an Engineers Australia staff
member or a person authorized to sign Statutory Declarations such as a Justice of the Peace.
Note 2 Verified Curriculum Vitae (CV) – the recent three years of work experience must be verified by a
Member or Fellow of Engineers Australia, or a person of equivalent standing, who can personally
confirm the accuracy of the statements made. This can be an engineer who you have worked with or
under (e.g. supervisor, engineering director). The verifier should make a statement s follows: ‘I verify
that this is a true statement of the career history of [candidate’s name] during the period [date] to
[date]’. The statement should be signed and dated with personal details printed below. An original wet
signature of the verifier is required.
