All Competent Person Scheme Operators need to be
able to demonstrate that its member companies and
their site operatives meet the new DCLG license
requirements for technical competence. The
Fenestration MTC assessment allows you to both
demonstrate your knowledge and practical skills.

Certass has prepared this information sheet to
explain and help you through the recent DCLG
licence requirements which have changed for all
Competent Person Scheme Operators to ensure
and demonstrate the technical competence of it’s
member companies and their site operatives.
WHAT DO I
NEED TO KNOW?
New Certass member companies will be
asked to provide the full name, date of birth,
home address, email and telephone details
for all Site Operatives undertaking the MTC
Assessment. Once the MTC assessment
payment per Site Operative has been received
we will register your Site Operative for the
MTC qualification you have paid for. Payment
for all site operative to be made using a
debit/credit card by calling our offices on
01292 292099.
Existing Certass member companies will
need to log on to the members area of our
website and register the full name, date of
birth, home address, email and telephone
details for all Site Operatives undertaking the
MTC Assessment. Once the MTC assessment
payment per Site Operative has been received
we will register your Site Operative for the
MTC qualification you have paid for.
Payment for existing Certass member
companies will be collected from the direct
debit mandate you have lodged with us when
paying for a maximum of two site operatives.
Should you prefer to make this payment by
debit/credit card you will need to contact us at
least 4 working days before the direct debit is
due to be taken OR if you need to pay for more
than two site operative MTC assessments

Observations
We highly recommend you review ALL of the following
handbooks:
Our Certass Assessor will contact you to arrange
observing you in the workplace. It could be several
weeks before this can be carried out due to the number
of assessments Certass need to carry out to ensure you
all comply with the new DCLG license requirements. If
no-one has contacted you within 10 weeks of
completing Stage 1, please call our administration team
on 01292 292099.

CITB publication- ‘Safe Start (GE 707) Health,
Safety and Environment Handbook’
You will need internet access and email address to be
able to sit the MTC knowledge assessment online.
Certass will email you the log on details (same details
can be used to sit assessment up to 3 times). The link
provided will allow you to sit the assessment at a time
convenient to you.
After three attempts taking the online MTC
assessment, if needed you can contact Certass for a
new password to the MTC assessment website.

SURVEYORS
You will be observed and questioned whilst you carry
out a site survey, our assessor will be present
throughout.
INSTALLERS
You will be observed and questioned whilst you carry
out a fitting of a window and/or doorset to its
completion. Where possible, choose an installation that
can be completed within 2-2.5 hours.
Certass record your MTC knowledge result.
COMBINED SURVEYOR & INSTALLER
Please ensure you carried out the survey and bring all
survey notes and customer correspondence with you.
You will be observed surveying a sample of the
installation address, cross referencing to the existing
site notes. The assessor will have a professional
discussion relating to the survey and will observe the
installation as per above.
Certass Assessor will be in touch re: stage 2.
Your photo taken for the MTC skills card.
Answer 40 questions in 40 minutes online.
The results are immediately displayed when finished.

WHEN WILL I GET
MY MTC CERTIFICATE
AND MTC SKILLS CARD?
On your behalf we have registered your Site Operatives with
Quals-direct.co.uk who will send an email directly to each Site
Operative with their log in details.
All registered Site Operatives can use this system to contact
their Certass assessor and to review the progress of their
assessment.
Once the Site Operative has completed their observation and
successfully completed stage 2 it can take up to 12 weeks to
issue the MTC certificate and MTC skills card, this allows time
for the internal and external quality assurance process to be
completed.
You will be able to register your completed installations with
Certass during this 12 week period.

This qualification is to evidence a Site Operative’s on-going
competence ensuring that they keep up to date with both
industry practice and Building Regulations.
FENESTRATION
The MTC Skills Card is then sent to you from the Certass
Certification team along with your MTC qualification
certificate. The Certass Certification team will issue and post
together the MTC skills card and MTC qualification certificate
to you.

of issue in line with Building Regulation changes and
