OVERVIEW OF THE FUNCTIONS OF THE POST I. Background Responding to the findings and recommendations of the diagnostic of teacher issues in Uganda published by Ministry of Education and Sports and UNESCO in 2013, UNESCO through its Regional Office for Eastern Africa (hereafter referred to as the UNESCO Nairobi Office) has developed a comprehensive support programme addressing teacher quantity and quality issues comprehensively principally through two major initiatives: (1) the Capacity Development for Education for All (CapEFA) project for development of a teacher policy, teacher management information system and harmonized continuous professional development (CPD); (2) a UNESCO-­‐China Funds-­‐in-­‐Trust (CFIT) initiative on strengthening the capacity of teacher training institutions through innovative use of Information Communication Technology (ICT). To this end, UNESCO is recruiting a National Project Officer to support implementation of the CFIT project. The project aims at improving the quality of pre-­‐ and in-­‐service teachers education and teachers continuous professional development (CPD) by providing capacity development support to 3 key Teacher Training Institutions, namely Kyambogo University, Nakawa Vocational Training Institute and Shimoni Core Primary Teachers College, so that they can in turn support other TTIs in Uganda. II. Duties and Responsibilities Under the overall authority of the Director, UNESCO Nairobi Office and the direct supervision of the CapEFA Project Coordinator, and in close coordination with the Project National Team and the Programme Specialists of UNESCO Nairobi Office, the Associate National Project Officer shall perform the following tasks, serving as an interface between the National Team in the Ministry of Education and Sports and UNESCO. •
Undertake responsibilities in the management and implementation of the project; •
Make necessary arrangements and facilitate the meetings with the National Team, relevant education authorities and other key stakeholders. Accompany the UNESCO mission team to participate in various meetings, interviews and working sessions with relevant education authorities and other key stakeholders. Assist and facilitate the National Team in the project implementation phase, including the finalization of work plans; •
Research, synthesize, and draft briefs, background documents and presentations for meetings; UNESCO DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS. •
Take notes during meetings, and prepare minutes and follow up on required actions; •
Draft talking points, speeches, internal documents, analytical papers and presentations for stakeholders, donor, media, and senior officials; •
Analyze and compile global practices and lessons learnt on capacity building in relation to Teacher Education, ICT/educational media in the TEIs, ICT-­‐enhanced model classrooms. •
Preparation of project documents, and project progress and financial reports for submission to the donor and UNESCO HQ; •
Perform any other task assigned by the Director of UNESCO Regional Office for Eastern Africa REQUIRED QUALIFICATIONS EDUCATION § University degree in education. Those with Masters level or its equivalent preferably in education management, teacher education, ICT in Education or social science will have an added advantage. WORK EXPERIENCE §
At least 2-­‐ 4 of relevant work experience in teacher issues and/or ICT in education at national level SKILLS/COMPETENCIES § Extensive professional knowledge and experience, holistic understanding of formal and non-­‐formal education. § Profound knowledge and expertise in non-­‐formal education and literacy. § Strong sensitivity and adaptability in cultural, gender, religion, race and nationality. § Experience and understanding of the country and region and a clear understanding of development work. § Extensive experience in programme planning, monitoring and evaluation. § Strong strategic and analytical skills. § Excellent organizational, networking, partnership building and interpersonal skills. § Excellent communication skills, including writing and oral expression.
