INSPECTION SCOPE:
The scope of this inspection included assessment of the Licensee’s Management and Quality Assurance
Systems, and prime contractor/ subcontractor Quality Assurance Systems, related to: polar crane installation;
Reactor Pressure Vessel transportation, handling and storage; Control of Purchased Items and Services; and
Audits.

REPORT SUMMARY
The inspection covered a review of selected activities and ASME NQA-1 elements to verify adherence to
ENEC’s Management System as described in its Management System Manual (PG-MAN-000-01 Rev 1);
ENEC’s Quality Assurance Programme described in its Quality Assurance Manual ( QA-MAN-11-01 Rev 4);
KEPCO’s Quality Assurance Programme described in KEPCO Quality Assurance Manual (KEPCO QAM,
Rev 7) and HSJV’s Quality Assurance Programme described in the HSJV Quality Assurance Manual (QAM001, Rev 9). The selection of ongoing site activities included Unit 1 Reactor Containment Building Polar
Crane installation and ENEC/ KEPCO/ HSJV preparedness for transportation, handling, storage and
installation of the Reactor Pressure Vessel (RV). The ASME NQA-1 elements selected for review were
Requirement 7 (Control of Purchased Items and Services) and Requirement 18 (Audits).
The Inspectors reviewed applicable relevant sections of the ENEC, KEPCO and HSJV Quality Assurance
Manuals, the QA Program implementing procedures, the Construction Package Specification, and associated
documents and records. The Inspectors reviewed site work plan procedures / quality control instructions
(WPP/QCI), inspection and test plans (ITP) and associated records for the ongoing site activities cover by this
inspection. Inspectors interviewed members of ENEC, KEPCO and HSJV management and staff responsible
for the implementation of relevant Quality Assurance Programme elements in the selected site activities.
The Inspectors also followed up the open findings from the January 2013 inspection.
FANT inspectors identified one nonconformance as following:
1. HSJV audit process did not fully conform to NQA-1, Requirement 18, ‘Audits’.
