Office Mathews is out of town on a family emergency, but his police report will be sent out with the minutes once he sends it. b. Feastival 2014-­‐ Saturday, October 25, 2014, 10 AM – 8 PM i. Footprint ii. Special Olympics Texas Annual Firet ruck pull 1. Along with the Fire truck Pull and the Plano Police Association there will be booths and activities with a safety themed including but not limited to Carter Blood Car Bus fingerprinting for kids, Scruff McGruff, etc. etc iii. Raising Cane’s Kids Zone 1. At North end of Haggard Parking Lot 2. No alcohol allowed 3. Sponsored by Raising Cane’s iv. Kroger Beer & Wine Garden 1. Wine provided by Kroger 2. Monthly Member Meeting Minutes Tuesday, September 9, 2014 8:30am Rooftop Event Spot New Business, 2014 Feastival Continued: vi. Vendor Booths 1. Mandatory Vendor Booth Meeting a. Tuesday, September 30, 2014, 6:30 PM at Brix Bar & Grill 2. Vendors get a 10x10 booth and a 6 ft. table and 2 chairs. 3. Vendors to provide their own tent if they want it. 4. You can purchase additional booth spaces if you’ d like. 5. We’re currently at about 40% for vendors. Goal is 80 booths. We’re currently at around 33. 6. Vendor booth deadline is September 30. 7. Signage for downtown merchants a. We’ll have promotional posters and “No Alcohol Allowed Beyond This Point” posters for all merchants downtown. vii. Entertainment 1. Line Up complete 2. Check out the Feastival Event page at www.visitdowntownplano.com and follow the Historic Downtown Plano Association facebook page for more info on music and all things 2014 Feastival. b. Update on McCall Plaza from City of Plano i. Ron Smith, Recreation Superintendent 1. McCall Plaza will become a permanent music venue complete with sound, lighting and stage. 2. Feastival will be able to utilize it starting in 2015. 3. The reason it’s being built is the same reason we have Feastival—to bring people to downtown Plano. 4. We want the merchants to use and book the stage for an event or promotion. All bookings will go through the City of Plano. City of Plano will manage the bookings and calendar. ii. Liz Del Turco, Park Planner/Project Manager 1. Stage: 24 ft. X 30 ft. 2. South side of J lot will have one entrance instead of two. This will allow for J Place to be utilized for larger events. 3. Trees and lighting down the middle of the parking lot will go away. 4. Alcohol service will be allowed with appropriate permits. 5. Break ground in early Spring 2015. 6. Project is slated to take around 6 months. HDPA

Monthly Member Meeting Minutes Tuesday, September 9, 2014 8:30am Rooftop Event Spot New Business Continued – McCall Plaza Updates 7. Emergency vehicles will still need to have access. 8. Goal is to keep as much parking open in the J Place lot as possible during construction. Some areas will be closed, but about half should be able to be used. 9. The second phase of Junction 15 should not go under construction until after McCall Plaza is done with construction. iii. Jason Fehrm, (Courtyard Theatre Supervisor) 1. Scheduling a. Tentatively scattering among multiple categories i. Operated as a pavilion 1. Access to minimal lighting 2. No City staff required ii. Smaller event in McCall Plaza Side 1. Some city staff for lighting and sound iii. Large-­‐Scale Event 1. 2,000+ people 2. Using J Place lot as viewing area for attendees b. City of Plano plans to do category 2 sized-­‐event every couple of weeks in the fall or doing movie or sporting event screenings. c. Fee structure is not currently set up, but it is in development. d. McCall Plaza area would be able to be rented out by anyone. e. Weekends are not the issue, so we’re looking at developing something for the weeknights and off-­‐peak times to bring people down here. iv. Property Improvement District (PID) 1. Creates that “home-­‐owners association” organization for the building owners in downtown Plano. 2. We are already a destination, and the PID will be able to help continue the promotion and beautification of Downtown especially in a time that area competition (such as City Line just 1 mile south of Downtown Plano) is ramping up. 3. The revised PID requirements have changed to cap the amount for the three years based on the 2014 assessment. HDPA

Monthly Member Meeting Minutes Tuesday, September 9, 2014 8:30am Rooftop Event Spot 4. Signed petitions are due on Friday, September 12. New Business Continued -­‐ PID 5. While the language for the PID does say that the properties with the most land mass and highest appraised value can get the PID approved, City Council still has to approve the PID to put it into motion. 6. It is highly unlikely that City Council will approve the PID if the building owners are not on board. 7. We, as a group, need to continue having a voice. However, if there is something with the PID that we do not agree with, we need to understand what it is that we are not comfortable with so we can argue it appropriately. 8. Some attendees at the meeting are uncomfortable with the potential liability that could arise from a lawsuit against the PID. Bonnie explained that if an LLC was created, liability would not be an issue. v. Feastival Budget 1. Cathy Fertcher from Jorg’s requested a full Feastival budget be sent to her. vi. 2010-­‐2013 HDPA Financials and By-­‐Laws (Not covered in Meeting) 1. A link to these documents will be added to the HDPA website on the under About then Why HDPA, below the benefits of HDPA Membership vii. HDPA Membership (Not covered in Meeting) 1. 2014 Membership – We are in the process of updating the website to reflect we are no longer accepting membership for 2014. 2. 2015 Renewals and Membership drive will commence on Monday, December 1, 2014. 3. 2015 HDPA membership applications will be available on the website at that time.
