I am Dr. Nnaemeka Onyeka Obiaraeri, MRA, FICA, your own son, who as an Apostle in the Market Place and Volunteer Agent
for Positive Change has volunteered himself as a matter of urgent zonal and national importance to represent the great
people of Okigwe Zone in the Senate of the Federal Republic of Nigeria in 2015-2019.
You will agree with me that more than 15 years now since the advent of democracy and the participation of our brothers
and sisters in the mainstream of the Imo State and Nigeria political space, especially, those that have gone to represent us
in the National Assembly, we have made some significant progress, though we are yet to maximize our full potential, get the
optimum representation and attain our rightful glories and place in Okigwe Senatorial Zone. We will not fail to truly
appreciate the great works of some of our illustrious sons who have represented us well in successive governments in the
past. However, the time is nigh for us to move into the next gear of progress.
Our forebears and those who built the modern Okigwe Zone, Imo State and Nigeria, great men like Chief (Dr.) Samuel
Mbakwe, Dee Sam, will look from the great beyond and be wondering what has become of their dream of the great zone
that they left behind. Some of the divisive politics that have been played in our zone over the last decade have left our
people more divided in history than we have ever been before. The mutual class bickering, egotism and substitutions of
mediocrity over excellence has left us as people clutching straw, while our neighbours are sustainably forging ahead. The
great Mahatma Gandhi said that evil thrives in a society when good men do nothing. We can no longer fold our hands,
whine and complain while our society degenerates into utter decay.
Each and every time, a new generation has risen up and done what's needed to be done. Today we are called once more and it is time for our generation to answer that call. It is on this note that I wish to formally present my humble self to my
good people of Imo North Senatorial Zone, for you to send me to the Red Chambers of the National Assembly Abuja to
represent you in 2015-2019.
By the Special Grace of God what I offer to you are New Ideas, New Thinking, New Ways of Representations never seen
before in this clime. A unifying representation built on strong erudition, credibility, capacity, unquestionable competences,
genuine scholarship and impeachable character. We present to you representation not based on grandstanding,
braggadocio, sloganeering and empty political promises, but one that will arm you with clear and measurable promises that
will enable you develop a governance and representative marking schemes that every son and daughter of Okigwe Zone can
easily interpret and examine us on whether we pass or fail within the next four years of our presence in the Senate.

VOLUNTEER AGENT FOR POSITIVE CHANGE – VERIFIABLE TRACK RECORD IN COMMUNITY SERVICE &
DEVELOPMENT
 Built houses for many widows within Okigwe Zone; donated school buses to private missionary schools
to ease the transportation problem of students in secondary schools;
 Supporting substantially an outreach programme that clothes and feeds over 2000 widows within and
outside Okigwe Zone annually since 2008.
 Financed community development projects within and outside Okigwe Zone, including energizing
transformers for rural electrification.
 Donated buses to women groups to assist women organizations in their outreach programme; Donated
vehicles to members of the clergy to assist them in their missionary works; provided ICT facilities for
some Ndi Eze within the Zone; financed housing for members of the clergy; Donated buses and
motorcycles to empower men and youths in Okigwe Zone to be self-employed, granted bursaries and
scholarships to over 30 students within and outside Okigwe Zone to attend secondary schools and
universities within and outside Nigeria, given out business grants to over 30 youths, women and artisans
within Okigwe Zones to start their own businesses.

SUMMAY OF MY VISION AND PROGRAMMES FOR OKIGWE SENATORIAL ZONE, 2015-2019:
Our Legislative Agenda for Economic Empowerment, Growth and Development of Okigwe
Zone within the next four years will be clearly anchored on the following:
1. Health Sector Reform
2. Educational Sector Reform and Management
3. Indigenous Industrialization with Agriculture/mineral resources as alternative revenue
sources.
4. Labour: Remuneration and Minimum Acceptable Conditions of Service
5. Power: Alternative sources of Power Generation and Distribution
6. Fiscal Responsibility
7. Diversification of our Economy/ Reduction in over-dependence on crude oil revenue.
8. Land Use Reforms.
9. Champion the passage of bills that support the National Integrated Infrastructure
Development Plan.
Our key legislative and policy actions will include:
 Engendering Participatory legislation anchored on Excellence, Knowledge, Integrity &
Service.
 By the Special Grace of God, I possess the requisite experiences, critical professional
competences and cognate private/public sector experiences and capabilities to make
impactful representation and command congressional respect in the red chambers of the
national assembly.
 I also possess impeccable track record of patriotic insight and foresight built on diligence,
hard work and profound moral integrity
 Human capital development, repeal of anti-people and development laws;
 Vanguard for the introduction of new legislation to conform with contemporary Pan-Nigerian
sustainable development milestones and enhancement of true federalism;
 Pursuit of digital all inclusive developmental politics laced with responsible and responsive
advocacy and erudition;
 Provide dynamic representation and a vibrant voice to stem the tide of marginalization of the
masses (especially, youths and women of Okigwe Zone at both state and National scheme of
things;
 Vanguard for provision of credible and deep knowledge-based oversight function of
Ministries, Departments and Agencies of the Federal Government by the Senate so as to
enthrone good governance in Nigeria and put an end to impunity in governance.
 Use the platform provided by the senate to attract huge infrastructure projects and
industries to Okigwe Zone & Imo State, hence create the much needed jobs for our
people.
 Champion, Spearhead and facilitate the indigenous industrialization of Okigwe Zone
through a robust integration, mechanization, and processing the whole value chain –
Mango, Cashew, Cassava and some other Agric and natural resources that nature has
endowed the great people of Okigwe Zone with, leveraging on my over a decade
experience in wealth creation as a globally renowned Financial Engineer.
 Establish an Entrepreneurial Empowerment Trust Fund that will enable the good people
of Okigwe Zone (especially our youths and women) to manage their resources and
actualize their entrepreneurial potentials. Such fund will commence with seed funds from
my salaries as a Senator of the Federal Republic of Nigeria and proprietary investments
from my flagship firm, Taurus Capital & Advisory Services Limited. I pledge my entire
salary as Senator to seed the Okigwe Entrepreneurial Empowerment Trust Fund
 Ensure Transparency and all inclusive representation- The voice of the people (and not
just the voice of a selfish and greedy few) must be heard and heard resoundingly.
KEY ECONOMIC EMPOWERMENT SCHEMES OF OUR MAKEOVER 2015 AGENDA.
Find below some of the key economic empowerment schemes of our Makeover 2015 Agenda for the good people of
Okigwe Zone:
1. REVOLUTIONALIZING CASH CROP PRODUCTION THROUGH INTEGRATION, MECHANIZATION AND PROCESSING OF THE
WHOLE VALUE CHAIN-MANGO PULP, MANGO NECTAR, CASHEW FRUITS, NUT AND NECTAR.
This write up summarizes the feasibility, viability and job creation potentials of establishing Mango pulp/nectar production
factories in each of the local governments in Okigwe Zone. It begins with a brief overview of the international markets for
Mango pulp. It then describes the processing steps and equipment required to establish a Mango pulp production facility
and discusses packaging options for both bulk Mango pulp and fruit juice nectar in pouches. Finally, it offers a brief
financial analysis for both the Mango pulp line (including optimistic and pessimistic scenarios) and a Mango pulp line
coupled with a nectar packaging operation.
The market for Mango pulp has been growing steadily since the 1990s and this trend is expected to continue. India is the
largest grower of the most widely recognized variety of Mango (Alphonso) used in pulp manufacture. The country also
dominates the world market for Mango pulp with over 113,000 MT of production and a 67% share of world exports. The
largest share of Mango pulp (25%) goes to the Middle East, followed by Southeast Asia and North America. The European
Union buys relatively small quantities, just 4% of world exports. Mangoes are a major crop in Okigwe Zone. It is estimated
that the current mango fruits production in Nigeria is at 850,000MT per annum. If we extend our markets for raw materials
(mango feedstock) across the neighboring towns of Umunneochi, Isukwuato, Ogwu, Enugu and Obolafo axis with huge
mango resources that are wasted we would have at least 20% of the raw mango materials needed for the production
plant, which will also assist to create extended jobs for our neigbours (Ndi Igbo Ibe anyi), which will translate to production
of about 170,000 MT of raw mango fruits per annum, albeit much of that total includes less popular varieties of the fruit. If
we just limit our market for Fresh Mango fruit within the Okigwe Zone/Isukwuato/Umunneochi axis, spanning just a radius
of about 40 square kilometer, we would have a supply market of fresh mango fruit of about 85,000MT per annum (5% of
National supply size)
COST OF SETTING A TURNKEY FRUIT PROCESSING PLANT/REVENUE GENERATION FROM THE PLANTS.
There is very little value addition to the Mango crop. Okigwe Zone /Isukwuato/Umunneochi Area
produces no Mango pulp and exports nothing of its fresh Mangoes and the prices for fresh Mangoes in
the local Okigwe Zone/Isukwuato/Umunneochi Area markets during the high season are barely
remunerative. Mango pulp production is possible in Okigwe Zone. The process is relatively simple,
involving seven basic steps; washing, destoning, thermal treatment, homogenization, deaeration,
pasteurization and packaging. Packaging is typically done aseptically and the equipment for packaging
represents one of the primary investment costs. It is possible to set up a turnkey Mango pulp production
lines in each of the Local Governments in Okigwe Zone and neighbouring towns with a 2.5 MT freshfruit-per-hour capacity for approximately $840,000. PER LOCAL GOVERNMENT.
Based on the supply of mango fruits production available in this localities, we can actually establish 10
units of such production facilities within the Zone, comprising Okigwe, Onuimo, Obowo, Isiala Mbano,
Ehime Mbano and Ihitte Uboma and its neighbouring environs, to spread the economy and job created
amongst the constituents that we represent at total cost of USD8.4million/N1.3billion under a Private
Public Partnership initiatives counter funded by credible development financial institutions –USAID, DFID,
CDC etc. Such facilities are very profitable and can generate annual profits of between $2,500,000 $4,500,000andN405-N729million per annum, while creating over 5,000-20,000 direct and indirect jobs
through the whole value chain, from cash cropping to plant processing. This revenue of N729million per
annum by the processing plants excludes the sum of between USD85millionUSD102million/N13.77billion- N16.5billion in revenue that will be generated along the raw material
(Mango/Cashew Fresh fruit supply chain), from the plantation farmers, to middle men buyers to the
processing plant.
It is also technically and financial feasible to add a hot fill nectar packaging line to the Mango pulp
facility. The end product of this line would be 200ml pouches of Mango nectar. The additional
investment costs for the pouch filling line are estimated at $3,850,000 for the ten facilities. The
price point of the product in the local market is seen to be the major determinant of success for
the operation. Kindly note that the Cost of 200ml of Chivita Mango Juice is about N200 per
200ml. The same for other range of Nectar Mango Juice product in the open market in our super
markets. At a projected whole sale selling price of (US$0.42/N68.00) per 200ml pouch, and
possible retail price of (US$0.60/N98).
At this price, the product will be accessible to the mass market while also producing a reasonable
profit margin for the company. This additional processing line to the last end products in the
value chain will increase the revenue available to the production plants in the region of between
N1.2b-N1.5billion per annum with great rooms for further massive expansions. Imagine the
addition revenues that will accrue to the government by way of all manner of production and
consumption taxes. This same production line and value chain will be replicated for our other
major cash crop, the almighty CASHEW NUTS AND FRUITS.
In conclusion, with the world market for Mango pulp/CASHEW NUTS/FRUITS is expected to
continue its growth and there is an excellent potential nectar market in Okigwe Zone and
neighbouring towns in the South East, Nigeria and the West Africa sub-region. Therefore, the
integrated Mango pulp and nectar production line is considered a good investment for the
facilities within the zone. Just do a little study of the kind of profits being declared annually by the
Lebanese that produces the Chivita range of products and you will appreciate the potentials of
what we plan to do.
HOW DO WE FINANCE THIS INNOVATIVE JOB CREATION AND ECONOMIC EMPOWERMENT SCHEME?
How are we going to finance the promoters seed capital of 20% of the total production cost that will
attract the counterpart funding of the 80% from the Global DFI’s in line with the UN MDG 2015?
This is my area of specialty as a globally renowned Financial Engineer that has been involved in capital
raising of over N500billion for governments and corporates within and outside Nigeria over the last
decade.
I have already pledged that the salaries that will be due to me as a Senator of the Federal Republic of
Nigeria representing Okigwe Zone, 2015-2019 would be directly debited into a specially designed Ring
Fenced Trust Fund for the benefit of the Youths and women of Okigwe Zone. I will arrange a futures
collection, direct debit and domiciliation arrangement between the NASS admin office and some of the
credible local banks that will serve as agent bank to the project. The average income of about
N160million per annum, coupled with the proprietary investments from my flagship company, Taurus
Capital & Advisory Services Limited and other interested investors that may desire to reap from the wind
fall that will come from this very profitable venture will take care of that. We would attract the best and
the classiest of the global investment community to come to our constituencies and establish these
plants under a turnkey arrangement.
JOB CREATION.
This innovative Agric driven indigenous industrialization scheme, will create over 2000 direct jobs and
5,000-20,000 Agrarian based jobs per annum.
2. WEALTH CREATION THROUGH AGRIC LINKED INDIGENOUS INDUSTRIALIZATION, CASSAVA PELET
AND CHIPS PROCESSING -A PARADIGM SHIFT
Very often we listen to politicians brag about how they ‘assisted’ members of their constituency get
jobs in establishments. Many even brag that they have had several ‘empowerment’ programs aimed
at women and the youth like giving out Motorized Rickshaws (Keke Napep), Sewing Machines,
Vulcanizing Pumps, Taxi Cabs, wrappers, Commercial Motorcycles (Okada) etc., which are all
temporary opiates. We even read aspirants declare that legislators cannot delve into public
procurement within their constituency. We also read some of them make claims that suggest politics
to them is a profession and means of livelihood. Statements like, you have to carry bag for a god
father before you are qualified to vie for elective posts. I cringe every time I read such declaration
from politicians and they hold it as their qualification for the job of representing and managing the
commonwealth of our people; in this age and time? That, to me represents the height of myopia,acute myopia.
The world as we know it today is tilting towards wealth creation and creating entrepreneurs and yet
we gloat about finding desk jobs, street cleaning jobs and all manner of menial jobs that cannot even
provide basic food on the table of the under employed beneficiaries and do not have career
progression potentials. Can we honestly say that we have explored all available resources and the
stupendous wealth all around us? Can we say that we have picked up all the tools we need for the
task before us and that we have tried them without success? The answer is a capital NO.
OUR PROMISE
We promise Credible and Impactful representation aimed at bettering the living standard of our people on
progressive and sustainable basis. To break them free from the shackles of imitations and limitations. I
speak specifically about our zone-Imo North Senatorial Zone, also known as Okigwe Zone. It is
disheartening that a people and place blessed with such an abundance of arable and fertile land can still go
cap-in-hand searching for the next meal or the next job. It is even more disheartening that we ooze hunger
and latch on the next allocation and the crumbs that fall off the table of some self-acclaimed political
leaders. We are deliberately blinded to the enormity of the wealth surrounding us that it will take one solid
act of defiance to break. I want to enlighten us a bit.
OUR CONSTITUENCY
Every Ward in our constituency has not less than 2,000 hectares of arable land. Our land tenure system
supports shifting cultivation and rotational farming while farm lands are mostly communally owned, as
against being individually owned. These farmlands cover vast hectares and their chief product of cultivation
is CASSAVA. To fix nitrogen, we often intercropped our cassava with melon (Egusi) and Okro. Our
grandparents didn’t know this but they were enriching the land. Little wonder that one of our local
delicacies of great significance was ogbara oti (Melon seed Cakes).
Now let us look at numbers as it concerns CASSAVA. According to International Institute for Tropical
Agriculture, IITA, Cassava has a yield of 10.6 Metric Tonnes per hectare (in Nigeria). If each of the 64 wards
in our Zone were to commit 500 hectares of land each to an Integrated Cassava Project, then we would
have 32,000 hectares of land for cassava production, yielding 339,200 tonnes of cassava per annum. The
average global prices of cassava pellets and chips hover around $300-600 per Metric Tonne (MT), (N50, 700
– 101,500). Cassava chips and pellets are the acceptable form through which cassava can be exported.
Cassava chips/Pellets are used in producing Ethanol, Glucose, Flour, Livestock feed, Starch, Biscuits, Bread,
Adhesives etc. Interestingly, supply of cassava chips and pellets is just 30 per cent of the total demand.
THE MACHINERY REQUIREMENT
The main machinery/ equipment required for this project consists of Cassava peeling machine, Automatic
Washing machine, Cassava grater, Motorized machine, Grinding and dryer, Automatic chipping system
machine, Automatic pelleting machine, Weighing scales, Washing tanks and Packaging bags. The only raw
materials are cassava tubers (which is 100 per cent available and abundantly farmed and found in our
constituency). The required machinery for this project is locally available. The spare parts can also be
procured locally. We can also massively source it from China and India at even far cheaper prices with after
sales service and maintenance that will also create its own jobs.
The normal name plate capacity of the cassava processing plant we intend to deploy is over five tonnes of
chip per day and five tonnes of pellet per day in one shift of eight hours. The plant will at full capacity
process 1,500 tonnes of chips and pellets per annum, working for 300 days in a year.
COST OF MACHINERY
The total cost of setting up a complete operational plant under a turnkey structure is about
N5, 100,000.00 (Five Million, One Hundred Thousand Naira Only) per electoral ward. To build each of this
class of 1500MT per annum capacity plant in all the 64 wards in Okigwe Zone will take about
N326, 400,000.00.
REVENUE AND JOB CREATION POTENTIALS OF THIS SCHEME
If we take a lower price of $300 for our analysis, the 64 cassava processing plants established in each of the
64 electoral wards in Okigwe Zone at a name plate production capacity of 1,500MT per annum each, will
utilize about 96,000MT of cassava Tubers out of the envisaged conservative cassava tuber supply capacity
within Okigwe Zone, which will translate into $28.9Million/N4.9billion. Add the raw material revenue
derived from the sale of the excess produced cassava tuber of 243,400MT at a very conservative N50, 000
per MT, we will generate addition N12.17billion additional revenue. Through this scheme, we would be
increasing the economy and creatively productive capacity of Okigwe Zone by about N17billion. Imagine a
total outlay of N326.4million stimulating economic and job creating activities that would yield revenues in
excess of N17billion for the economic empowerment, welfare and well-being of the great people of Okigwe
Zone. Simply put, the economy of each of the 64 wards in Okigwe Zone will grow by N265.62milliom per
HOW DO WE FUND THIS INNOVATIVE SCHEME?
I will deploy part of the huge funds that we would set aside in the Constituency Development
Trusts Funds that will be put in place, where we would pay in the salaries due to me as a Senator
for the empowerment of our Youths and Women and proprietary investments from my flagship
company, Taurus Capital & Advisory Services Limited, a Foremost Pan African Investment Banking
firm, to raise the seed capital of N76million, which will be matched and complemented by
counterpart funding support from foremost global Development Finance Institutions,
Foundations, Social Investors to the tune of over N250million.
JOB CREATION CAPACITY OF THIS INNOVATIVE SCHEME:
This innovative Agric driven indigenous industrialization scheme, will create over 1000 direct jobs
and 5,000-20,000 Agrarian based jobs per annum.
3. SETTING UP NYLON, WEDDING GIFTS, SACHET WATER, WASTE PAPER BAGS AND SHOPPING
BAGS MANUFACTURING BUSINESS IN EACH OF THE 6 LGA'S IN OKIGWE ZONE.
As part of our promise to expose our constituents, the great people of Okigwe Zone to the 7 key
economic empowerment and job creation schemes, beside the law making and oversight
functions that we plan to pursue during our sojourn in the red chambers of the National
Assembly, 2015-2019, we present the above titled scheme that will leverage on 100% locally
produced feedstock for its operations
OVERVIEW OF THE PROJECT-WHAT WE PLAN TO DO AND HOW WE PLAN TO DO IT
Nylon and nylon based materials has become raw materials for packaging of some manufacture
goods. Even water packaging cannot be done without nylon rolls. No nation can grow industrially
without looking at hygienic packaging of consumables and recycling of the waste. In this expose,
the nylon extruding plant and machinery is discussed with emphasis placed on how we (the
constituents, youths and women of each of the 6LGS’s in Okigwe Zone) plan to establish, manage
and market the products effectively and efficiently.
Nigeria is a country endowed with natural resources. Petroleum is one of them. Some of the byproducts of the petroleum products such as Escorene Polypropylene and DOW STYRON(R) 685D
etc. are important industrial raw materials. These bye-products are seen scattered around the
nation’s refineries at Port Harcourt, Warri and Kaduna. The bye-products can be collected and
extruded into polyethylene sheets, which can be made into various shapes, designs and sizes for
industrial and domestic uses. The products can be further made to have some pictures, diagrams,
objects printed on it to make it fashionable. The polyethylene sheets can also be converted to
nylon papers, shopping bags, waste paper bags, sachet water bags and other packaging bags for
industrial and domestic uses.
The uses of polyethylene sheets cannot be easily exhaustible. It covers such areas as membranes for
semi- packaging, sachets and wrappers for industrial uses. For domestic purposes it is commonly used
for pure water packaging, shopping bags, wrapping of food materials, rain coats shower caps, making of
tents in the market, laundry industries and tailoring outfits, etc. Pharmaceutical and packaging
companies are not left out. Other products that can be manufactured include hospital hand gloves.
A nation that wants to grow must look inwards so as to harness those areas where it has comparative
advantage over other nations. When this is done, then efforts would be made to develop those areas to
the advantage of the nation. Some of these products which can be processed locally at even lower
costs, using 100% locally sourced feedstock, are for reasons ranging for ignorance to laziness on the part
of the leadership imported into Nigeria, thereby depleting our nation’s foreign reserves and creating
jobs in these exporting countries. Jobs that normally should have been created here. It is an abysmal
waste of resources when a nation fails to produce what it has huge comparative advantage over other
nations it imports from as in the case of Nigeria in this regards.
Polyethylene bags or shopping bags are needed in all household, food centers, community trades, drycleaners, restaurants, bookshops, food processing centers, packaging firms, supermarkets, petty traders,
bakeries, gifts packs during weddings/other ceremonies to mention but a few. They serve also as a
venue for corporate advertisement. Different sizes, shapes and colours are seen and used for different
purposes.
The demand for these products is very extensive and occurs on a daily basis. It is therefore imperative
that the supply must be sustained to satisfy the ever- increasing demand. Market survey reveals that
there is a high demand by Nigerian businessmen and ECOWAS traders also come to Nigeria to buy in
very large quantities. This means that more investors into this line of enterprises will carve a niche for
themselves readily. In the South Eastern Part of Nigeria, some of the few enterprises in this line of
business are domiciled in Onitsha Anambra state and most of these products that can be produced in
Nigeria even at a lower cost are heavily imported from China and other Asia countries.
RAW MATERIAL SOURCES
The raw materials required for this project are abundant locally. They can easily be obtained from
chemical dealers or the NNPC.
REQUIRED MACHINERY AND EQUIPMENT-COST OF SETTING UP A TURNKEY PLANT
The required machinery and equipment for the project are nylon cutting and sealing machine, hanger,
scissors, transformers, punching blades, the punching machine and designing machine. These
machines can be sourced locally or imported from Asia. These machines are very strong, durable and
compact enough and may be installed in a room measuring about 12ft x 12ft on a very small scale. If it
is on a medium or large scale one 650-1200 square meters of land will be ideal.
The production process is very simple. The nylon cutting and sealing machine are set to the required
dimensions. This will depend on the size of nylon product the investor may want to have at a time e.g.
bread wrappers, shopping bags, laundry packs etc. The polythene sheets are then fixed on the
hangers and drawn into the machine after which they are cut and sealed automatically when pressed
with the foot or automatic cutting and sealing machines.
For shopping bags, the produced materials are then packed into hundreds into the punching machine,
which can punch up to 300 bags at a time, thereby opening up handles for the bags.
The decoration printer is then used to make the desired inscriptions. The products are the packed into
bigger polythene bags and sold a wholesale basis.
To ensure regular supply of electricity, which is one of the basic factors that will ensure the success of
these projects, we would ensure as an alternative energy to national grid supply which is epileptic, the
roof of the factories to the located in each of the 6 LGAs within Okigwe Zone is constructed with
photovoltaic materials to realize Solar Energy for the plants as alternative source of power plus a
standby Generator.
PROJECT COSTS
To set up this project in each of the 6LGA’s will cost about N30 million. Made up of pre-operational
expenses of N350, 000.00; Building/Photovoltaic power source-N14.65million; Plant & Machinery
N10million; Working Capital N5million.
PROJECT BENEFITS
Job creation and financial benefits from the project are attractive. With an initial project outlay of
N30million, the project will conservatively net in over N60, 000 000.00 turnover within the first year
of operation. The gross profit (projected) should be in the region of N32 million. This figure will double
by the second year of operation and grow on exponential basis over the next 5 to 10 years as product
demands are bound to rise. The project will create thousands of direct and indirect jobs, and
stimulate entrepreneurship in Okigwe Zone. In summary, the total project costs for the 6
manufacturing plants to be established in the 6LGAs in Okigwe Zone will cost N180million, with
revenue potentials of about N360million per annum which will grow over time. The projected cash
flows, Return on Investment and Payback period, based on thoroughly simulated analysis and industry
wide experiences are very impressive. Detailed structure of the production processes, including
personnel and manpower requirements, Plant layout, Raw materials sourcing; Marketing Techniques
etc. as embodied in a Comprehensive Feasibility Report have been packaged by our
consultants/experts.
HOW DO WE PLAN TO FUND THIS INNOVATIVE SCHEME?
I will deploy part of the huge funds that we would set aside in the Constituency Development Trusts
Funds that will be put in place, where we would pay in the salaries due to me as a Senator for the
empowerment of our Youths and Women and proprietary investments from my flagship company,
Taurus Capital & Advisory Services Limited, a Foremost Pan African Investment Banking firm, to raise
the seed capital of N54million, which will be matched and complemented by counterpart funding
support from foremost global Development Finance Institutions, Foundations, Social Investors to the
tune of over N126million.

Always remember that we may not have the Notoriety and Cunning of our political challengers. We
may not have the kind of deep pockets that they have. But we do have the basic, critical and impactful
representation and governance features that they lack, and which include; skills, capacity,

better the lots of our people. We do not seek to reinvent the wheel, but we would creatively deploy

30-YEAR NATIONAL INTEGRATED INFRASTRUCTURE DEVELOPMENT MASTER PLAN (NIIMP).
In response to the persistent clamour of some well-informed development economists for a very
clear, long term and holistic Integrated Infrastructure Development Master plan to drive the
sustainable growth and development of the Nigeria economy against the adhoc and disjointed
approach of the past years, the Federal Government of Nigeria recently unveiled its 30 years
N485trillion integrated infrastructure development master plan.
The integrated infrastructure development master plan is to be broken into phases, with the first
phase which will gulp over USD166billion/N26.8trillion expected to be implemented within the
periods, 2014-2018.
The NIIMP bill which is still being drafted will be presented to the NASS as an executive bill in order to
provide an enabling legal framework for coordinated, sustained and well directed implementation.
It is very obvious to every discerning follower of political developments in Nigeria that just like the PIB
bill that have been before the NASS for years now, that this potential massive economic development
catalytic bill may not even get to the NASS before the end of the tenure of this 7th NASS.
THE GERMANE QUESTION
However, very pertinent question suffices as to how best the critical legal framework for the NIIMP
can be crafted and worked out holistically in order to address the very important matter of enhancing
linkages in the infrastructure sector including energy (power, oil and gas), transport (roads, rail, ports
and airports), housing, water, security, information and communication technology (ICT) etc. over the
periods that it is envisaged to cover. A bill of such magnitude and importance require the critical input
and review of very knowledgeable, versatile and multi-talented team of legislators, who clearly
understand the workings and linkages of these critical sectors of our national economy.
EXPECTED ROLE OF THE ELECTORATES IN THE RUN IN TO THE 2015 NATIONAL ASSEMBLY ELECTION.
It is expected of most of the electorates, especially, the enlightened ones to start putting pertinent
questions across to all the aspirants jostling to represent them at the National Assembly on what roles
they will play in ensuring that this bill and some other bills that will be required to addressed some of
the major structural imbalances in our body polity see the light of the day. The electorate should test
the aspirants to ascertain their level of understanding of the enormity of challenges facing Nigeria and
their preparedness to use the instrumentality of legislation and statutory oversight functions available
to them to tackle these challenges in a very sustainable and longer tenured manner. It can only take
an enlightened electorate to expose the emptiness or unpreparedness of aspirants and alert the less
enlightened ones, who are mostly carried away by the bandwagon effects or whimsical things that tilt
mostly towards the primordial.
I dare repeat again that one can only give what he has. You do not provide legislative solutions to
problems you do not understand its root cause. Social Engineering or crafting of excellent
sociopolitical/economic order require the input of well grounded, versatile and multi-talented social
engineers that have deep understanding of the trans-versing, multi-linked and intertwined deformities
in our socioeconomic/ political life and how it can be fixed wearing the uncompromising garb and
having unshakable/consolidated political will.
EXPECTED ROLE OF THE ELECTORATES IN THE RUN IN TO THE 2015 NATIONAL ASSEMBLY ELECTION.
We shall within the constraints of time and space, overtime attempt to dissect the contents of the
NIIMP blue print and start a mock legislative review and examination of its most critical elements with
our positional statements for your critic and commendation.

In our next expositions as times unfold in our subsequent bulletins, we would open our eyes to the
enormous revenue and job creating opportunities inherent in industrializing the cultivation and processing
of MELON (Egusi) and Palm Plantations in Okigwe Zone. The Fourth Tier of Government is very apt and

Ndi Nwem, Ndi Okigwe zone, this is the most auspicious and appropriate time, season and opportunity for
us to kick-start that true change we have always clamoured for over the last 15 years on non partisan basis.
DR. NNAEMEKA ONYEKA OBIARAERI has graciously presented himself as that credible, reliable, responsive,
responsible, transparent and trust worthy representative we have always yearned for. This is not the season
for money politics. Let us jettison partisan affiliations and engineer the rebuilding and reuniting of Okigwe.
This is the season to elect the Nehemiahs, Davids and Daniels of our time to salvage our land. The people
rejoice when the righteous is on the throne. But they groan when the wicked assumes the throne. You have
a choice to make. Your vote is your power!
I invite you all to join the shuttle. In a time of crisis (such as IMO NORTH, nay Nigeria suffers from a crisis of
underdevelopment occasioned by the activities of very few corrupt and inept politicians over the last
decade), there is no such a thing as neutrality or sitting on the fence: you are either for the people or against
