I.)
Call to Order – Chair, B. Flood, Portage Co., called the meeting to order and passed out the sign up
sheet. Motion made to approve agenda items made M. Servi, Barron Co. 2nd by D. Swan, Waukesha Co.
Motion passed.
II.)
Consider minutes from previous meeting – Motion to approve meeting minutes made by M. Servi,
Barron Co., 2nd by R. Chamberlain, LaCrosse Co. Motion passed.
III.)
Consider Treasurer’s report –T. Ramberg, St. Croix Co. provided the treasurer’s report. Motion by B.
Heidmann, Kewaunee Co., 2nd by T. Cornford, Crawford Co. Motion passed.
IV.)
Consider Nominations for WCHA Vice-Chair position – E. Shields, Ashland Co., reported that there
has not been any more nominations or expression interest. Terry Henke is the current nominee from
Barron County.
V.)
Consider 2014 Summer Road School Status-. G. Kennedy updated the Board on the current Road
School status and attendance numbers and exhibitor numbers all is going well.
VI.)
Consider 2014 fall commissioners training agenda – E. Shields, Ashland Co., reported on the fall
commissioners training schedule with the 29th and 30th of October the preferred dates in Eau Claire. The
WCHA events coordinator will be securing a location in Eau Claire based on availability and cost.
VII.)
Consider WCHA/WisDOT PBM Contract and update/status – E. Shields, reported to the Board on
the current PBM contract status and progress. E. Shields emphasized the need to ensure that the county
address’ special circumstances on each project that may be unique and may not be addressed in the
contract documents received from DOT.
VIII.) Consider WCHA-LDG Road school updates– J. Griesbach provided an update on the WCHA-LDG
Road School updates and current planning efforts. They are looking at 2016 in Green Bay. The LDG
would like the registration put on the website. Right after close of the WCHA summer Road School
2014 registration for the WCHA-LDG Road School this fall will be sent out.
IX.)
Consider Legislative Update- R. Chamberlain, LaCrosse Co., referred to the Legislative platform and
issue papers that the Board passed at their last meeting and currently DJ Fedderly and D. Bahr are
developing 2 added position papers on increased transportation revenue and federal aid buy out for local
projects. D. Bahr reported on the current Legislative issues and work continues with DJ Fedderly on
reformation of GTA and development of added issue papers. D. Bahr indicated he will be attending the
NACo conference to discuss re-authorization options and status.
X.)
WCHA President, Chairman, and Director’s report of activities – E. Shields reviewed work efforts
on the following:
- PBM contracts – WisDOT Communications
- WCHA-LDG coordination
- Legislative Leadership meetings
B. Flood, WCHA Chairperson, thanked the group for their work and the opportunity to serve as the
WCHA chairperson.
District representative Reports:
NW.) M. Servi, Barron Co reported on their spring meeting and changes in committee representation
from the NW district.
SE.) D. Swan, Racine Co., would like to see the events coordinator process go through an RFP
process.
NC.) J. Griesbach reported that the district met last week and is requesting a review of the WCHA
books and accounting procedures. T. Ramberg addressed the group as to the accounting process.
NE.) B. Heidmann, Kewaunee Co., thanked the group for their support through his recent health
issues. J. Kolodziej, Door Co., the District recently met with their district DOT rep and worked through
the PBM contracts.
WC.) T. Ramberg Updated the group with recent changes to committee representation and the recent
spring meeting.
SW/SC.)
J. Dittmar, Monroe Co., reported on the PBM and possible changes to Road School
format as requested by the SW District as well as possible changes to the events coordinator contract.
SE.) B. Dreblow, Ozaukee Co., reported that the District Commissioners met with WisDOT to
address PBM, urban mowing, and coordination.
XIII.) WCHA Executive Director Report of Activities- DJ Fedderly reported on the spring District circuit
Meetings attended, road school planning, PBM coordination, NACo/NACE relation, waters of the US.
Legislation.
