RULES
The race will be governed by the “Rules” as defined in the Racing Rules of Sailing 2013-2016 or
subsequent rules of Yachting New Zealand (YNZ).
The YNZ Safety Regulations Part II Category 4 shall apply to all boats, in addition all boats must:
a) Carry a liferaft or dinghy capable of holding all crew. Liferafts must be in service;
dinghys must be positively buoyant, stowed above decks and be ready to deploy
(e.g. will not sink when overturned, inflated if inflatable and with oars installed)
b) Meet current YNZ Safety Regulations pertaining to lifelines and jackstays to race category 3 (see
Yachting New Zealand Safety Regulations 17.17 to 17.28)
c) Carry a floating grab bag containing: Cat 4 flare pack, 406mhz EPIRB or PLB, a waterproof
floating torch, cellphone and/or a handheld VHF. All grab bag electrical devices should be
waterproof, or in a waterproof holder, and charged.
RYC, OYC & SSANZ recommend that ALL competitors wear lifejackets that meet New Zealand
Standard 5823:2005 (inflatable type 401 150N+) with a crotch strap whilst underway and the use of
personal EPIRBs/PLBs and strobe lights. All crew are recommended to be clipped on before leaving
the safety of the cockpit.

Between sunset and sunrise the International Regulations for Preventing Collisions at Sea will
apply, replacing the relevant rules of YNZ Racing Rules of Sailing Part 2. The Harbour regulations
shall always apply. It is compulsory to display the appropriate navigation lights between sunset and
sunrise.
To be eligible to compete in this event the skipper must be a financial member of a club, recognised
by YNZ. Boats entering the race shall have current registration with YNZ and must display their
correct registration numbers on sails in accordance with the rule 77 of the Racing Rules of Sailing
2013-2016. Appendix G4 is waived, but an incorrect sail number must be declared. In one-design
divisions the relevant Class Rules will apply.
If any damage is caused, however minor, to a Ports of Auckland or Port Whangarei, red or green,
buoy or beacon, the boat shall immediately retire and the skipper shall inform the Race Officer or
the Auckland Harbour Master (phone 09 366 0055) or NRC Hotline for Whangarei Harbour Master
(phone 0800 504 639) of the occurrence and the extent of the damage to the buoy or beacon.
Should there be any conflict between the Notice of Race and these Sailing Instructions, the Sailing
Instructions shall prevail.
Competitors shall keep clear of all ships of 500 tonnes net register and upwards. This particularly
refers to, but is not limited to, ships in the main navigational channel. Competitors shall abide by
current harbour regulations. This rule is not open to protest by other boats.

NOTICES TO COMPETITORS
Any notices to competitors will be posted on the official Notice Board outside the Richmond Yacht
Club not later than 1 hour before the start of the race.

CHANGES TO SAILING INSTRUCTIONS
Any change to the Sailing Instructions will be posted on the official Notice Board by 1700 hours on
the day before it will take effect. It is the responsibility of the skipper to ensure that he/she is aware
of any notice prior to the start of racing.

Signals made ashore will be displayed from the Westhaven carpark tower.

The racing area is the Hauraki Gulf and from Bream Head to Cape Colville.

COURSE
From the start line to Kawau Island (port), Little Barrier (starboard), Sail Rock (starboard),
Whangarei Channel Number 7 Buoy (starboard), to finish in a northerly direction between the
Whangarei Channel Number 9 Buoy (port) and the Onerahi Patrol Boat (starboard).
Course number will be displayed on the Westhaven carpark tower
If Course 1 is indicated the start line will be at Westhaven, first start at 0900 hours, if Course 2 is
indicated the start line will be at Narrowneck Buoy first start at 1130 hours. Courses differ only in
start location.
The course will not be shortened.

MARKS
There will be no laid marks.
Yellow racing buoys, in Auckland Harbour and red/green channel markers in Whangarei Harbour
will be used.

The following are deemed to be obstructions and shall be passed on the main navigation channel
side only.

All moored vessels and moorings in or adjacent to the designated Small Craft mooring areas
as shown on Chart NZ 5322.
The Okahu Bay wave break and all vessels and moorings in the Okahu Bay mooring area.
PROHIBITED AREAS - The Westhaven mooring area defined by the line representing an
extension of the permanent wave breaks.
THE START
The race will be started using Rule 26 with the warning signal given 5 minutes before the starting
signal.
For Divisions A & M boats the start line will be between the mast of the Westhaven carpark tower
and Westhaven (ODM) Buoy (Course 1) OR between the Richmond Patrol Boat and Narrowneck
Buoy (Course 2).
For Division B boats the start line will be a transit of the mast of the Westhaven carpark tower and
Westhaven (ODM) Buoy, NORTH of the Westhaven (ODM) Buoy (Course 1) OR between the
Richmond Patrol Boat and Narrowneck Buoy (Course 2).
For Course 2 an inner distance mark may be set
In the event of a General Recall the race will be restarted 5 minutes after the original scheduled
start time. Premature starters may be advised on Channel 77. This changes Rule 29.2.
Abandonment or Postponement.
A decision will be made by 0800 hours on the day of the race if an abandonment or postponement
is considered appropriate. If the race cannot be started by 1500 hours on the day of the race, the
race will be abandoned.
THE FINISH
The finishing line will be between the Whangarei green Number 9 Buoy which is located approx:
200 meters north of Home Point, (35.50.80”S,174.31,41”E) and the Onerahi Patrol boat, which will
be anchored approx 30 metres east of Number 9 buoy.
Finish in a northerly direction leaving the green Number 9 Buoy to port and the finish boat to
starboard.
Reporting
Competitors should report in by VHF radio channel 83 to Onerahi Patrol (or cell phone James
Blackburn (027 478 5033) as soon as practical after passing Cape Rodney. A second report must
be made between the fairway buoy (the first channel marker in the approach to Whangarei Heads
approx 3 miles from the finish) and Busby Head.
Please note that Onerahi Patrol must be warned of your imminent arrival as you cannot be sighted
by them until you are almost at the finish line.
Even though Number 9 Buoy is a green starboard marker, it must be left to port when finishing.
There is sufficient water outside the channel here, but we suggest you tend to port rather than
starboard after finishing and then go back into the channel to avoid grounding on Calliope Bank.
Roughly on a line between Fairway and Number 1 Buoy, there is a wave rider buoy (35o53.0’S, 174o
32.9’E) light – SL (5) yellow .020S that is not shown on charts.
Beware of a small reef that sticks out from Home Point inside Number 7 buoy
Beware of Mair Bank on the port side of the channel as you approach Number 9 buoy; it has an
abrupt, steep rise.
After finishing, boats shall not deliberately re-cross or pass back through the finishing line.
Boats finishing after dark should illuminate their sail number and must ensure the patrol boat has
correctly identified their yacht.
PENALTY SYSTEM
A boat that has taken a penalty or retired under Rule 31.2 or Rule 44.1 shall inform the Officer of the
Day within the protest time limit.
Rules 44.1 and 44.2 apply.

The time limit will be 0700 hours on Saturday, 8 March 2014.

PROTESTS AND REQUESTS FOR REDRESS
Immediately after finishing a boat intending to protest (or request redress) shall in addition to the
requirements of Rule 61.1(a) inform the race committee of her intention to protest and the identity of
the boats protested against. The protesting boat must receive an acknowledgement from the race
committee. This changes Rule 61.
For protests where only a rule of Part 2 is alleged to have been broken, an arbitration hearing may
be offered prior to any formal hearing. Yachting New Zealand Appendix Z will apply. This changes
Rule 44.1.
Protest forms are available from the race officer or the patrol boat. Protests shall be delivered there
within the protest time limit.
Protest time limit – 60 minutes after the last boat finishes or 0800 hours on Saturday, 9 March 2013,
whichever is soonest.
Competitors involved in protests will be informed by phone, email or fax of the time hearings will
take place.
Breaches of instructions 1.7, 19.0, 20.0 or 24.0 will not be grounds for a protest under rule 60.1(a).
This changes Rule 60.1(a). Penalties for these breaches may be less than disqualification if the
protest committee so decides.
All protests shall be forwarded to the finishing Race Officer appointed by the Race Committee.

SAFETY REGULATIONS
Any boat that retires from racing must inform the Race Committee as soon as possible, by either
using VHF Channel 77, 03 or 83 (as appropriate),

EQUIPMENT CHECKS.
A boat or equipment may be inspected at any time for compliance with the Route 66 Sailing
Instructions and the Safety Regulations.

OFFICIAL BOATS
Official boats may be marked as ‘Richmond Patrol’ or ‘Onerahi Patrol’ and/or may fly the club
burgee/s.

TRASH DISPOSAL
A boat shall not discharge trash into the water.

RADIO COMMUNICATION
Except in an emergency a boat shall neither make radio transmissions whilst racing nor receive
radio communications to access race information not available to all boats. This restriction also
applies to mobile telephones, satellite systems and any other equivalent devices

Listening watch on VHF
For the safety of all competitors, it is imperative that all boats, while racing, keep a listening watch
on the appropriate channel as shown above.
Withdrawing from the race.
All boats shall contact “Onerahi Patrol” or any other source available as soon as possible after
withdrawing.

Failure to do so may result in the rescue authorities being notified. Fuel and other costs associated
with an unnecessary search may be charged to the offending vessel.

PRIZES
Prizegiving will be held 0900 hours, Saturday, 8 March 2014 at Marsden Cove Marina. To be
eligible for spot prizes a crew member from the boat must attend the prizegiving. All boat’s crew
and supporters are welcome at the prizegiving.

DISCLAIMER OF LIABILITY
All those taking part in the Route 66 Race, do so at their own risk and responsibility,
see Rule 4
Decision to Race. Richmond Yacht Club (RYC) and Onerahi Yacht Club (OYC) have no liability for
any damage, loss or penalty suffered by any boat, crew or any other person taking part. RYC and
OYC are not responsible for the sea- worthiness of a boat whose entry is accepted and/or the
sufficiency and/or adequacy of its equipment or the competence of its skipper or crew. RYC and
OYC reserve the right to refuse any entry.

INSURANCE
Each participating boat shall be insured with valid third-party liability insurance.

SPECIAL RULES
During the start, any boat running its motor in gear after its preparatory signal shall proceed to the
western side of the Harbour Bridge via the main navigation span, stop its engine and sail back to the
starting area via the main navigation span. This modifies Rule 42.3(h)

The organisers will endeavor to provide guide boats to each finished boat to Marsden Cove Marina.
