SAILING INSTRUCTIONS
Version 1.4
The 2014 Dutch Youth Regatta will include:
The OPEN DUTCH CHAMPIONSHIP for the Optimist, Optimist Benjamin, Laser Radial Youth,
Laser 4.7, Splash, Cadet, 420, 29er, Techno 293 and RS:X Youth classes.
The event will be sailed on the IJsselmeer off Workum, the Netherlands, 29 May – 1 June
2014. The Organizing Authority is the Foundation Dutch Youth Regatta, in conjunction with
the Royal Netherlands Sailing Association (RNSA) and the involved Class Organizations.
English will be the official language.

RULES
1.1 The regatta will be governed by the rules as defined in “The Racing Rules of Sailing”
(RRS).
1.2 The prescriptions of the RNSA will apply.
1.3 The “Rules for Championships Sailing, Windsurfing and Kiteboarding” of the RNSA
will apply.
1.4 For the Laser Radial Youth, 420, RS:X Youth and the 29er classes the “Reglement
Selectie ISAF Wereld Jeugd Kampioenschappen” will apply.
1.5 RRS Appendix P as amended in Sailing Instruction (SI) 14 will apply.
1.6 Boats shall display advertising chosen and supplied by the Organizing Authority.
1.7 With the permission of the Race Committee a boat chartered or loaned for the event
may carry a sail number in contravention of her class rules, provided that this
number shall not be the sail number of any other boat competing in the same class.
This number shall be declared at the time of entry. This changes RRS G.3.
1.8 If there is a conflict between languages the English text will take precedence.
1.9 Every person on board who is domiciled in the Netherlands shall be a member of a
Yacht Club or other body affiliated with the RNSA and shall have the required
license. The licenses will be checked at registration.
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board(s) in the marquee.
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 9:00 hrs on the day it will
take effect, except that any change to the schedule of races will be posted by 20:00
hrs on the day before it will take effect.

4 SIGNALS MADE ASHORE
Signals made ashore will be displayed at one of the official signal masts, located
close to the regatta office in the marquee.

Meaning:
All races not started are postponed; do not leave the harbour area.
When flag AP is displayed ashore, the warning signal will be made not
less than 60 minutes after removal of flag AP ashore. This changes the
text under AP in RRS – Race Signals.
Boats shall proceed to their racing area, the warning signal will be made
not less than 60 minutes after the display of this flag. Boats shall not
launch before this flag (and class flag when appropriate) has been
displayed.
This flag will be displayed on a flag pole located near the appropriate
berthing places of the classes in the various boat parks.
Competitors shall not launch and shall await further instructions.
5 FORMAT OF THE REGATTA
5.1 Optimist and Optimist Benjamin will be combined in one fleet.
5.2 a) The Optimist fleet will sail a qualifying and finals series.
b) For the Splash and/or 29er fleet the regatta may consist of qualifying series and
final series.
c) All other classes will sail fleet racing series throughout the regatta.
5.3 a) For the qualifying series, the Optimist fleet will be divided into starting groups of
maximum 70 boats of, as nearly as possible, equal size and ability.
b) If the Splash fleet is divided, two starting groups of maximum 60 boats of, as
nearly as possible, equal size and ability, will be formed for the qualifying series.
c) If the 29er fleet is divided, two starting groups of maximum 50 boats of, as nearly
as possible, equal size and ability, will be formed for the qualifying series.
d) Initial assignments will be made on a random basis by the class organizations.
Those assignments will be posted by 9:00 hrs on 29 May 2014.
5.4 a) In the qualifying series boats will be reassigned to starting groups for the second
day (and eventually third and fourth day - see SI 5.5) of racing, except if on the
first day only one race is completed.
b) If all starting groups have completed the same number of races, boats will be
reassigned on the basis of their ranks in the series. If not all starting groups have
completed the same number of races the series scores for reassignment will be
calculated for those races, numbered in order of completion, completed by all
starting groups.
c) For the Optimist fleet, reassignments will be made on a
1,2,3,4,5,6,7,7,6,5,4,3,2,1,1,2,3,4,5,6,7,etc. basis into different colour groups.
d) In case the Splash and/or 29er fleets are divided, reassignments will be made on
a 1,2,2,1,1,2,etc. basis into different colour groups.
e) Assignments will be based on the ranking available at 19:30 hrs that day
regardless of protests or requests for redress not yet decided. Assignments or reassignments will be no grounds for redress. This changes RRS 62.1(a).
f) When the last race of the qualifying series is not valid for all starting groups, the
race shall be abandoned for all concerned starting groups (this changes RRS
32.1).

5.5 a)
Classes sailing qualifying and final series will be split into final series
starting groups when five (5) or more valid races have been completed by the
end of racing on Friday 30 May and after the last protest of that day.
b) If less than five (5) valid races have been completed, the fleet will continue the
qualifying series during Saturday 31 May. If then by the end of racing on
Saturday 31 May and after the last protest of that day, five (5) or more valid races
have been completed, the relevant fleet(s) will be split into final series starting
groups for racing on Sunday, 1 June. If less than five (5) races have been
completed by Saturday 31 May, there will be no final series races.
c) Boats will be assigned to final series starting groups on the basis of their ranks in
the qualifying series. The final series starting groups will be, as nearly as
possible, of equal size but so that the Silver group is not larger than the Gold
group and so on. Boats with the best qualifying series ranks will race all final
series races in Gold, boats with the next best qualifying series ranks will race in
Silver, and etc. for Bronze, Emerald, Ivory, Pearl and Ruby.
d) Different final series groups need not have completed the same number of final
races.

The scheduled time of the warning signal for the first race each day is displayed in
the schedule of races in Appendix 3.
When more than one race (or sequence of races, for two or more groups) will be held
on the same day, the warning signal for each succeeding race will be made as soon
as practicable. To alert boats that another race or sequence of races will begin soon,
an orange flag will be displayed at the Race Committee Signal boat for at least four
minutes before a warning signal is made.
On the last day of the regatta no warning signal will be made after 15:00 hrs.

All boats in the Optimist fleet and if applicable, the Splash and 29er fleets, shall
display a coloured ribbon (corresponding with the colour of their class flag). For the
Optimist fleet this ribbon shall be attached to the top of the sprit. For the Splash and
29er fleets (if applicable) this ribbon shall be attached to the top of the mainsail.
For Laser Radial Youth, Laser 4.7, Splash (if fleet racing), Cadet, 420, 29er (if fleet

The starting area for each course is defined as 100 m up and downwind of the
starting line, and 50 m to port and starboard on both extensions.
9 THE COURSES
9.1 The diagrams in Appendix 2 show the courses, including the approximate angles
between legs, the order in which marks are to be passed, and the side on which
each mark is to be left.
9.2 No later than the warning signal, the race committee signal boat will display the
approximate compass bearing of the first leg.
9.3 For the Optimist class the course will not be shortened. This changes RRS 32.
9.4 For the 29er, the RS:X Youth and the Techno 293 class the course to be sailed will
be indicated with a yellow board with a black number 2 or 3.
10 MARKS
10.1 The colour and shape of the marks of the Racing Areas 1, 2, 3 and 4 will be shown
on the Official Notice Board.
10.2 The color and shape of new marks, as provided in SI 12.1, will be shown on the
Official Notice Board.
10.3 The starting marks will be the race committee signal boat at the starboard end and a
pole mark at the port end. See also SI 11.1.
10.4 The finishing marks will be a race committee boat on one end and a pole mark at the
other end. See also SI 13.1.
10.5 A race committee boat signaling a change of course is a mark as provided in SI 12.2.
11 THE START
11.1 The starting line will be between a staff displaying an orange flag at the race
committee signal boat at the starboard end and an orange flag on a pole mark at the
port end.
11.2 An inner limit mark (ILM) may be used. If a mark ILM is used, boats shall leave the
mark ILM to starboard while starting. Mark ILM is a starting mark as prescribed in the
preamble to RRS, part 2, section C.
11.3 If flag U has been displayed as the preparatory signal, no part of a boat’s hull, crew
or equipment shall be in the triangle formed by the ends of the starting line and the

first mark during the last minute before her starting signal. If a boat breaks this rule
and is identified, she shall be disqualified without a hearing but not if the race is
restarted or resailed or postponed or abandoned before the starting signal. This
changes RRS 26.
When RRS 30.1 is applicable, the extensions of the Starting Line are the extensions
outside of the race committee signal boat at the starboard end and the pole mark at
the port end.
Boats in Racing Area 1 and 2 (Optimists and Cadets) whose warning signal has not
been made shall comply with SI 22.2.
Boats in Racing Area 3 and 4 whose warning signal has not been made shall avoid
the starting area as defined in SI 8.4.
A boat starting later than four (4) minutes after her starting signal will be scored DNS.
This changes RRS A4 and A5.
12 CHANGE OF THE NEXT LEG OF THE COURSE
12.1 To change the next leg of the course, the race committee will lay a new mark/gate
(or move the finishing line) and the original mark(s) will be removed as soon as
practicable. When in a subsequent change a new mark is replaced, it will be replaced
by an original mark.
12.2 Except at a gate, boats shall pass between the race committee boat signaling the
change of course and the nearby mark, leaving the mark to port and the race
committee boat to starboard. This changes RRS 28.
Racing Area 1 and 2 (Optimist) only.
12.3 When before or with the warning signal a blue board is shown displaying a new
compass bearing, boats shall round the blue windward mark instead of Mark 1.
13 THE FINISH
The finishing line will be between a staff displaying a blue flag at the race committee
boat and a blue flag at the pole mark.
14 PENALTY SYSTEM
14.1 RRS Appendix P will apply as amended as follows:
a) Add the following sentence to RRS P2.1: On the first protest, when penalized
after she has finished, she will be given a scoring penalty of 8 points without a
hearing.
b) RRS P2.2 is changed to: When a boat is penalized a second or subsequent time
during the regatta, her penalty shall be to promptly retire from the race. If she
fails to take it she shall be disqualified without a hearing and her score shall not
be excluded.
c) RRS P2.3 will not apply.
14.2 For the 29er class RRS 44.1 and 44.2 are changed so that only one turn, including
one tack and one gybe, is required.
Arbitration
14.3 As an alternative to a protest hearing by the Jury for an alleged breach of a rule of
RRS Part 2, boats are given the choice of using an arbitration procedure. This
arbitration procedure changes RRS 63 and 64.
14.4 a) When a party to the protest does not agree to arbitration the protest will be heard
by a full panel.

b) When both parties to the protest agree to arbitration they each agree to the
following:
1. The protest is valid, and
2. The arbitration decision will be binding, and
3. No witnesses will be heard during the arbitration, and
4. Questions by parties will be limited to those necessary to establish the basic
facts found.
c) When a party to the protest informs the Jury that they do not wish to attend a
hearing that party will be deemed to have agreed to arbitration.
14.5 a) The arbitrators will be two members of the Jury.
b) The arbitrators will hear the testimony of the parties and then give one of the
following decisions:
1. There was no breach of a rule by either boat, or
2. One or both boats broke a rule of RRS Part 2 and the Arbitration Penalty will
be applied, or
3. The case will be referred to a protest hearing.
14.6 An Arbitration Penalty (ARB) will be a 30% Scoring Penalty calculated as stated in
RRS 44.3(c).
14.7 a) If the arbitrators have referred the case to a protest hearing, or if the Jury initiates
a reopening, any penalty given for a breach of a rule of RRS Part 2 will be the
Arbitration Penalty.
b) If the hearing is reopened at the request of a party to the protest under RRS 66
any penalty given may be an Arbitration Penalty of disqualification at the
discretion of the Jury.
c) The panel for protest hearings held under SI 14.7a or 14.7b may include one or
both of the arbitrators.
15 TIME LIMITS, TARGET TIMES and ABANDONING A RACE
15.1 Time limits and target times for all classes are as follows:

If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned.
15.2 Boats failing to finish within 15 minutes after the first boat in her class sails the
course and finishes will be scored Did Not Finish without a hearing. This changes
RRS 35 and A4 and A5.
15.3 Under RRS 32.1, the race committee may abandon the race because of a major
wind shift or irregular winds or when the wind speed drops below five (5) knots (2.5
m/s) as measured by the race committee.
15.4 Failure to meet the target time, or an action or an omission under SI 15.3, is no
grounds for redress. This changes RRS 62.1(a).
16 PROTESTS AND REQUESTS FOR REDRESS
16.1 RRS 61.1(a) is modified by adding the sentence: A boat intending to protest shall
sail along the other side of the race committee boat on the finishing line immediately

after finishing, and inform the Race Committee of the boat(s) to be protested until
her intention to protest has been acknowledged by the Race Committee. Should
circumstances make it impossible to meet this requirement the boat shall report its
intent in the regatta office immediately after returning to the harbor.
Protest forms are available at the regatta office. Protests shall be delivered there
within the Protest time limit.
For each class, the protest time limit is 75 minutes after the last boat of her class
has finished the last race of the day or the race committee signals no more racing
today, whichever is later. For the Optimist class it is the last boat in the last group
sailing in the same racing area. The same protest time limit applies to all protests by
the Race Committee and the Jury and to requests for redress.
Notices will be posted within 20 minutes of the protest time limit to inform
competitors of hearings in which they are parties or named as witnesses. Hearings
will be held in one of the Jury offices located near the marquee.
Notices of protests by the Race Committee or Jury will be posted before the end of
the protest time to inform boats under RRS 61.1(b).
A list of boats that have been penalized under RRS Appendix P or have been
disqualified by the jury will be posted.
Breaches of SI 1.6, 7.3, 18.1, 18.2, 18.3, 19, 20, 22, 24, 25, 28 and 29 will not be
grounds for a protest by a boat. This changes RRS 60.1(a). Penalties for these
breaches may be less than disqualification if the Jury so decides. This changes
RRS 64.1.
On the last day of a qualifying series or the last scheduled day of racing a request
for reopening a hearing shall be delivered
a) within the protest time limit if the party requesting was informed of the decision on
the previous day;
b) no later than 15 minutes after the party requesting was informed of the decision
on that day. This changes RRS 66.
On the last day of a qualifying series or the last scheduled day of racing a request
for redress from a jury decision shall be delivered no later than 30 minutes after the
decision was posted. This changes RRS 62.2.
A request for a decision in writing shall be delivered to the Jury Desk within one
hour after the decision is given verbally. This changes RRS 65.2.
On the last day of a qualifying series or the last scheduled day of racing a request
for correction of an alleged error in the posted results shall be delivered to the
Regatta Office within the protest time limit or within 60 minutes after posting of the
results, if this is later. When the request is not granted, the protest time limit is 60
minutes after the Race Committee’s decision is posted. This changes RRS 62.2.
For the Optimist, Optimist Benjamin, Laser Radial Youth, Laser 4.7, Cadet, 29er,
Techno 293 and RX:X Youth classes an international jury is appointed. Decisions
are final as provided in RRS 70.5. For the Splash and 420 classes a protest
committee is appointed. Their decisions are appealable.
17 SCORING
17.1 Four (4) races are required to be completed to constitute a series.
17.2 For the fleets where the series is split into a qualifying series and a final series, SI
17.3.b is applicable separately to the qualifying series and the final series.
17.3 a) When fewer than five (5) races have been completed, a boats series score will be
the total of her race scores.
b) When five (5) to nine (9) races have been completed, a boats series score will be
the total of her race scores excluding her worst score.

c) When nine (9) to thirteen (13) races have been completed, a boats series score
will be the total of her race scores excluding her two (2) worst scores.
d) When thirteen (13) or more races have been completed, a boats series score will
be the total of her races scores excluding her three (3) worst scores.
For the combined Optimist and Optimist Benjamin fleet, the Optimist and the Optimist
Benjamins will have their own separate ranking based on the position of each boat in
the overall fleet in each race.
For RRS 30.2, 44.3, A4.2 and A5, a boat’s penalty score in series shall be based on
the number of boats in the largest fleet. This changes RRS A4.2 and A5.
To request correction of an alleged error in posted race or series results, a boat shall
complete a scoring enquiry form available at the regatta office.
The scoring abbreviation for a discretionary penalty imposed under SI 14.3 – 14.7
will be ARB.
18 SAFETY REGULATIONS
18.1 RRS 40 shall apply at all times while afloat for all competitors. Flag Y will not be
displayed. This changes RRS 40.
18.2 Each competitor shall check out each day before leaving the harbour. After returning
each competitor shall check in before parking his/her boat in the designated area.
See also the separate instruction on the notice board.
Competitors failing to comply with this instruction will be penalized with a fine to be
paid at the regatta office. The amount shall be displayed at the Official Notice board
before the first race of the regatta. This penalty shall be applied without a hearing
(this changes RRS 63.1 and A5).
The sail numbers of the boats so penalized, including the time limit for the payment,
will be posted as soon as possible, but 20 minutes after the protest time limit at the
latest.
18.3 Any boat that retires from a race shall inform the Race Committee at sea if possible
and shall in all cases inform the regatta office as soon as possible.
18.4 Competitors who require assistance should so signify by blowing a whistle or waving
the paddle or one arm. The Race Committee reserves the right to assist competitors
who, in the opinion of the Committee, require assistance, regardless of the wishes of
the competitor.
18.5 When flag W is displayed on any Race Committee boat, all coaches and support
boats are permitted to enter the racing area and shall cooperate with the race
committee in rescue assistance.
19 EQUIPMENT and REPLACEMENT OF EQUIPMENT
19.1 Each boat shall produce a valid measurement certificate. In addition measurement
and checks may be made at registration and may be made on the water.
19.2 All competitors shall use only one hull, (set of) sail(s), mast, boom, sprit (Optimist
incl. Benjamin only), fin (boards only), centerboard and rudder, which may be
identified during measurement.
19.3 In the event of damage, boats and equipment may only be substituted with the
written permission of the Jury. If the damage occurs later than 90 minutes before the
first scheduled start on a racing day and before the start of the last race of the day,
provisional verbal permission shall be obtained from the Jury or Race Committee and
the written permission of the Jury shall be applied for before the protest time limit at
the end of the day in which the substitution takes place.

EQUIPMENT AND MEASUREMENT CHECKS
20.1
Upon arrival at the venue in Workum competitors shall report to the regatta
office with a valid measurement certificate and measurement form, if applicable, for a
check on registration and class rules. Other equipment may also be checked.
20.2 Under exceptional circumstances the Race Committee may permit, only upon a
written request, a boat to use a sail number other than required by RRS 77 and RRS
G.
20.3 A boat, or equipment may be inspected at any time for compliance with the class
rules and sailing instructions. On the water, a boat can be instructed by the race
committee or a measurer for the event to proceed immediately to a designated area
for inspection.
21 OFFICIAL BOATS
Official boats will be marked as follows:
a) Race Committee boats will fly a flag with “RC”.
b) Jury boats will fly a yellow flag marked “JURY”.
c) Rescue boats will fly a purple flag marked “RESCUE”.
d) Press boats will fly a white flag marked “PRESS”
e) Doctor’s boat will fly a IC flag “4”.
f) Measurer’s boat will fly a flag with “M”.
22 SUPPORT BOATS
22.1 During the races there shall be no communication between competitors and noncompetitors. After the first warning signal team support and private boats shall stay
well clear of the starting, racing and finishing area until the last boat has finished.
22.2 For Racing Area 1 and 2 a waiting area will be laid downwind of the starting line. Two
or more skippy balls will be laid in a line. All competitors whose class flags are not
shown at the Race Committee Signal boat and all support and private boats shall
stay to leeward of the line formed by the skippy balls and its extensions whenever a
starting sequence is running. Support boats of competitors already started are
allowed to go to the windward mark as long as they stay well clear of the dotted line
shown in Appendix 2 and comply with SI 22.5.
22.3 For Racing Area 3 and 4 no team support and private boats are permitted in the
starting area between the first warning signal of the first fleet in a race and the valid
start of the last fleet of that race.
However, when after a general recall or a postponement, flag “W” is displayed (with
one sound signal) at the committee signal boat , team support and private boats may
enter the starting area until flag “W” is removed (with one sound signal)
22.4 Support boats shall stay at least 100 m away from any boat racing.
22.5 During racing of any fleet, support boats are not allowed inside the area as indicated
by the dotted line shown in Appendix 2.
22.6 Support boats shall register at the regatta office before the first race and shall
conspicuously show their number during the races. The registration fee is € 20 and
shall be paid at registration. Rescue boats that are on the official rescue list provided
by each Class Organization shall also register but will not have to pay the fee.
23 TRASH DISPOSAL
Trash may be placed aboard support and race committee boats. A penalty for
breaking RRS 55 may be less than disqualification if the Jury so decides. This
changes RRS 64.1.

BERTHING
Boats shall be kept in their assigned area in the boat park while ashore.
25 RADIO COMMUNICATION
Except in an emergency a boat shall neither make radio transmissions while racing
nor receive radio communications not available to all boats. This restriction also
applies to mobile telephones. The VHF is to be used solely for safety communication.
26 PRIZES
Prizes will be given as written in the Notice of Race 16.
27 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision
to Race.
The Royal Netherlands Sailing Association, ZV Workum, WSV Hoorn, KZ & RV
Hollandia and other involved Race Committees, the involved class organizations, the
foundation Dutch Youth Regatta, any other parties and/or persons involved in the
organization of the races and persons who are being used by these parties, will not
accept any liability for material damage or personal injury or death sustained in

28 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a
minimum cover of € 1,500,000 per incident or the equivalent.
29 BEACHMASTER - PARKING - LEAVING FOR SEA
Each competitor, coach, parent or competitor support person shall observe the
instructions of the beach master. Not observing the instructions on parking may
cause the related competitor to be penalized by the Jury.
30 RIGHTS TO USE NAME AND LIKENESS
By participating in this event, competitors automatically grant to the organizing
authority and the event sponsors the right, in perpetuity, to make, use, and show, at
their discretion, any photography, audio and video recordings, and other
reproductions of them made at the venue or on the water from the time of their arrival
at the venue, until their final departure, without compensation.
