Workshop Minutes October 7, 2014 The meeting was called to order at 10:02 am. Present: Mayor Mark Gwinn, Councilors Mary Lee Serna, Cyndi Sluder, and Frank Stasi. 1. Mike Adams and Danielle Duran from PNM will talk about the light throughout Rio Communities. • A copy of the flat rate 20 deal was distributed. • All of the lights are hooked into the distribution system. • The only way to get new technology is to insert meters for rates. • All current lights can be placed on meters. • There are 2 PNM owned lights in the community – Hillandale and in front of City Hall. • There may be an additional charge for the pole on PNM owned lights. • A list was distributed of the inventory of all lights in the city. • PNM does maintenance on its own lights. The City will be charged for any vandalism done to PNM poles or lights. • Maintenance for city owned lights provided by PNM includes lens cleaning, change photoelectric eye, and bulb changes. • The rates per light are based on an average of light usage. • Repairs to the lights can be provided thru private companies such as Bixby or thru PNM at a rate of about $200/hr. plus materials. • PNM needs a letter from the City saying we will be taking over the lights. • Danielle Duran offered an energy audit. PNM works with trade allies to make the most of PNM programs and incentives. • PNM will have a rate case go before the PRC. • There are 3 owners of lights on Hwy 309. Each has its own meter box. • The traffic lights are metered but it is unclear who pays for them. • PNM needs to be notified when the light pole at Horner is removed. 2. New Disposal Service would like to speak with the council about providing service within our community. • Ernie Byers is a solid waste consultant for Waste Corporation of America. • He is willing to pay franchise fees. • He is offering to provide containerized collection with recycling services. He will provide 2 containers – one for trash and another for recycling. He will also provide 2 times per year pickup for large and bulky items by appointment at no extra cost. • The cost to the residents will be $15/month. He will pay a franchise of $2/household plus GRT to the City. • They have smaller 2-­‐ton trucks. • Their office is 2900 Broadway. • He would like to ask permission to come into the community. Update on the MOU between Rio Communities and the City of Belen. Councilors Stasi and Serna. • Chief Rob wants shared liability and wants no billing disputes. • They want fees to pickup dead animals. • Chief Rob asked about the JPA for police service. He stated that it would be costly. There was discussion about patrolling at the bus stops. • Councilor Serna and Stasi will schedule another meeting with Belen. 4.
Update on the JPA between the County and the City of Rio Communities. • There was a discussion of the JPA with the county so we can move on it. It was decided to leave in public works but add that any work must be cleared thru the City government. 5. Job Description for the City Manager/code enforcer position. • We have a job description for code enforcer but it needs to be formalized. It will be a part time position. • Reviewed city manager job description. There was discussion of SWOT (strengths, weaknesses, opportunities, threats). • An ordinance is needed for city manager and city clerk/treasurer. 6.
MOU between the City of Rio Communities and the County covering the Rio Grande fire station. • Councilor Sluder sent a letter to Steve Gonzales, DFA, the State Fire Marshall and others involved stating that the deadlines have not been met. • She has asked for a response by Oct. 10 and if she does not get a response she will ask to be put on the agenda at the County Commission to address the situation. 7.
LEDA Ordinance • We have received a copy of a newer ordinance. • Clayton and Clovis are the most recent. • There was discussion of the requirements for a board for LEDA. • We will convert Clayton’s ordinance to RC ordinance and use the authority as City Manager/Council. 8.
Review the cost of a survey for future City Hall building. Cost is $1500.00 • We have 3 bids per the procurement code. • Rob Hibbett can do the survey Oct. 17 and Tim’s Surveying can do on Oct. 19. • We need to approve Hibbett to do the survey. 9.
Review the cost to remove light pole on Horner and Hwy 47. Cost is $950.00 • This light pole is part of a circuit. Workshop Minutes October 7, 2014

10. ICIP review. • Councilor Sluder made the needed corrections. • The ICIP is now complete. 11. Start preparing for our Capital Outlay request. • The Council needs to get started on Capital Outlay. • We need the balance for the building. • Everything in the past is history. • The Capital Outlay must match up to the ICIP. The total amounts cannot be changed. • Council should research Capital Outlay. • The Capital Outlay needs to ne the senators and representative by the Dec deadline. 12. Code enforcement. Rob Wallace • The job description needs to be finalized. It will be a part time position. 13. VIA Walkways in Rio Communities • VIA is giving a greenbelt of 9.032 acres to Rio Communities. • We can develop the greenbelt with a grant. The match would be $10-­‐13,000. • Do we want to accept the land and then start the process? • We must check with DFA about the process. 14. P&Z updates • They are 2 meetings from wrapping up the subdivision regs. • Chairman Skerry is working on the comprehensive plan. It is critical for backing up all funding and budgeting to be complete by years end. • There was a discussion of taxes and GRT. There is a need to have an entire workshop on finances. • The annexation of Hacienda Estates is moving forward. They are meeting this Saturday. 15. Councilor reports and concerns Mayor Gwinn • He gave the latest figures for the GRT. It seems to be pretty stable. • He has a copy of Judge Benavidez’s budget. She will present it on Oct.14 and her Judge Pro Tem will be confirmed. Councilor Stasi commented that our sewer rates are higher than the rest of the state. Councilor Serna reported that the PCR would not waive the requirement of 10 copies for the water/sewer protest. Councilor Sluder reported that there will a clean up Oct. 18 and the dumpster will be on Guapo. Workshop Minutes October 7, 2014
