Recruitment Rules 10.3.14 Villanova University Panhellenic Association Recruitment Rules and Procedures 2015 1. Spring formal recruitment procedures shall begin October 6th, 2014, and will conclude with Bid Day on January 11th, 2015. 2. An interested woman who is eligible and has registered for Villanova sorority recruitment will be referred to as a “Potential New Member” (PNM). In order to be eligible, a PNM must be a regularly matriculated, fulltime student at Villanova University with a minimum cumulative GPA of 2.50. In addition, she must be in good academic and disciplinary standing to be eligible to participate in recruitment. 3. ALL NPC UNANIMOUS AGREEMENTS MUST BE UPHELD. a. Each college Panhellenic shall prohibit the use of alcoholic beverages in membership recruitment and Bid Day activities up until 5:00 p.m. on January 12th 2015. b. Each college Panhellenic shall prohibit the participation of men in membership recruitment and Bid Day activities up until 5:00 p.m. on January 12th, 2015. 4. It is in accord with the dignity and good standing of Potential New Members and sorority members: a. To avoid disparaging remarks about any sorority or non-sorority women b. To create and encourage friendly relations between sorority and non-sorority women c. To lay aside competition and strive for respect, mutual trust, and cooperation amongst Greek organizations d. To prevent negative publicity regarding the Greek community 5. All members (including all alumnae and new members) are responsible for knowing, observing, and upholding stringently the recruitment rules, procedures, and the Panhellenic Constitution. A signed list of sisters acknowledging the rules is due to the Office of Fraternity and Sorority Life by 3:30 p.m. on Tuesday, January 6th, 2015. 6. All formal recruitment events shall be held in Villanova University facilities designated by the Panhellenic Council. Chapter Recruitment Rules 1. Only sorority members, alumnae, and assigned advisors of the chapter may assist the chapter with recruiting during the formal recruitment period. Alumnae and advisors need to be properly identified with nametags during all formal recruitment events. 2. The Panhellenic Council will provide all promotions and publications regarding Formal Recruitment. No chapter shall provide individual advertisement of their respective chapter outside of the established Panhellenic recruitment promotion events sponsored and held by Panhellenic. No chapter may send out any information regarding or promoting their chapter to PNMs or their parents. 3. Chapter members may not have any contact or discussion about recruitment or PNMs with Recruitment Counselors, Resident Assistants, Facilities Crew or the Panhellenic Executive Board during the entire recruitment process. Recruitment Rules 10.3.14 4. No chapter members are permitted to wear chapter letters and/or insignia outside of recruitment events during the week of formal recruitment (Wearing chapter letters to and from events is permitted). 5. No individual chapter decorations are allowed on campus outside of the recruitment events. Boards in Dougherty Hall must be completed by September 20th, 2014. 6. Each chapter is required to return their room to the orderly and clean state that the room was in prior to recruitment (i.e. no glitter, trash, recruitment decorations, etc). This includes the state of each chapter meeting room and each room used during rounds. Rooms that do not meet the satisfaction of the Panhellenic Council will be fined. 7. Each chapter is responsible for the actions of their Facilities Members, Recruitment Counselors, and Panhellenic Members. Each chapter will be held accountable for any violation of the rules by their representatives. 8. Each chapter is responsible for any member or new member who posts, tweets, blogs, etc. any derogatory, inappropriate, or demeaning comment about sorority recruitment. Recruitment Process 1. Chapters are required to follow all expectations outlined in the Recruitment Round Rules, Bid Day Guidelines and other Panhellenic approved peripheral recruitment documents. 2. A list of all membership financial responsibilities will be given to each potential new member by all member sororities during membership recruitment. This will occur during Round 2. Panhellenic may give a range of fees as general information. 3. All deadlines and time limits set by Panhellenic regarding formal recruitment must be strictly adhered to by all of the chapters (e.g. ICS submissions, sorority entry and exit of rooms, PNM entry and exit of rooms). 4. Chapters must adhere to release figures assigned to that chapter. Release figures are determined in accordance with NPC methodology. 5. Once invitation lists are submitted to the Panhellenic recruitment team each day, there are no changes permitted. Once a potential new member has been released from a chapter, they must seek permission from the Panhellenic Recruitment Chair and Greek Advisor to invite that PNM to another invitational. This may be permitted if Panhellenic is notified before the PNM has knowledge of which rounds she will be attending that day and it does not negatively impact another chapter. 6. Chapters are encouraged to invite to the preference round only those PNMs whom they are serious about extending an invitation for membership. Any PNM invited to a preference round will appear somewhere on that chapter’s bid list. 7. If a PNM refuses to sign and accept the bid matched and offered to her at the conclusion of the formal recruitment process, this space in the chapter’s new member quota was not thereby filled and the chapter may immediately bid and pledge another woman even if this new member would put the chapter over campus total. Recruitment Rules 10.3.14 8. Process in which the Quota will be set: in accordance with NPC resolutions, “That College Panhellenics provide a range for Quota (Quota Range) to chapters for planning purposes at each round during formal recruitment; and that quota be set after the final round of formal recruitment.” 9. Continuous Open Bidding (COB) shall begin immediately after bids have been received and accepted by PNMs who participated in the formal recruitment process. Continuous Open Bidding may continue throughout the year for those chapters who are eligible; that is, those chapters who have not filled the quota (which will be set by Panhellenic in accordance with the process described in rule #7), or are below the campus total. Contact with PNMs 1. Throughout the entire recruitment process, except for designated recruitment events, social contact and conversation may only be allowed between PNMs and sorority members, alumnae, and/or new members in situations of prior friendship, family, or emergency. Contact and conversation specifically relating to recruitment and/or of sorority nature is prohibited. Should conversation about Greek life arise, the chapter member should speak about Greek life in general. 2. From October 20th, 2014 to Bid Reveal on January 11th, 2015, no sorority sister is permitted to have any online communication, including Twitter and Facebook communications with a Potential New Member including but not limited to: accepting or denying “friendship”, wall writing, messaging, poking, picture tagging, etc. 3. NO TEXT MESAGES, PHONE CALLS, INSTANT MESSAGES, FACEBOOK CONTACT, TWEETS, ETC. may be sent between sorority members and PNMs during the week of recruitment. 4. No sorority member may buy/give anything to any PNM (meal, gift, etc.) for the entire duration of the recruitment process. 5. No sorority members, including new members and alumnae, may visit a potential new member in her place of residence during membership recruitment. 6. There will be absolutely no promising of bids directly or indirectly to any PNM by any member, new member, or alumnae of a sorority. 7. Strict silence is the time during which there is no conversation or contact between potential new members and women’s sorority members or alumnae. This includes all references to sororities, verbal, written, typed or printed. Strict silence is the period from the end of the PNM’s last event on January 10th, 2015 until she reports to the sorority from which she accepts a bid on January 11th, 2015. Financial 1. There is a monetary limit for recruitment expenditures. Monetary limits will be monitored by Panhellenic and are outlined in the Round Rules. Sororities are expected to be loyal to “no frills” recruitment. “No frills” recruitment means that individual chapters remain responsible for ensuring that recruitment events are values-based and reflective of the women’s sorority experience. 2. Each sorority chapter is expected to use sound judgment, discretion, common sense and a sense of maturity in planning and maintaining a realistic and sound financial budget for the recruitment events. Recruitment Rules 10.3.14 Rho Gammas & RAs 1. As of November 16th, 2014 all Recruitment Counselors will remove all indications of sorority involvement from Facebook profiles and disable the ability of Facebook members to view their Facebook friends, wall, pictures, or groups. They will also be unable to attend Spit dinners, publicly wear chapter letters, or represent their chapters in any Villanova University events through the end of formal recruitment. 2. Recruitment Counselors shall wear no identifying insignia representing their respective chapter during the formal recruitment process except those provided to them by the Panhellenic. There shall be no evidence of Recruitment Counselors, Panhellenic recruitment committee members, or Panhellenic Executive Board members, shown in any type of paraphernalia, pictures, websites, bulletin boards, etc. They must be removed from all displayed material. Boards will be checked on November 16th, 2014. 3. Any sorority sister who currently serves as a Resident Assistant is expected to use sound judgment when dealing with matters involving their residents during Formal Recruitment, beginning January 6th, 2015, until January 11th, 2015. It is expected that any RA remains Panhellenic and unbiased at all times during this period. Recruitment Rules 10.3.14 Recruitment Rules for Potential New Members (PNM) Eligibility 1. An interested woman who is eligible and has registered for Villanova sorority recruitment will be referred to as a “Potential New Member” (PNM). In order to be eligible, a PNM must be a regularly matriculated, fulltime student at Villanova University with a minimum cumulative GPA of 2.50. In addition, she must be in good academic and disciplinary standing to be eligible to participate in recruitment. 2. A PNM shall not be, or ever have been, an initiated member of a National Panhellenic Conference member sorority. 3. A woman is ineligible for membership recruitment if she has been a new member (received a bid) of a NPC fraternity/sorority within the same calendar year. 4. A PNM will register for formal recruitment online and pay the $135.00 registration fee before the deadline set by the Panhellenic. This fee covers administration fees, food, housing, security, recruitment facilities, and a t-shirt during the recruitment week. PNMs are only eligible for a refund of $135 if she does not achieve a cumulative GPA of 2.5 at the conclusion of the Fall 2014 semester OR if she informs the Office of Fraternity & Sorority Life that she wishes to withdraw NO LATER THAN December 20th, 2014. Should a PNM be eligible for a refund, OFSL cannot guarantee it will be processed until February 1st, 2015. In agreement with NPC Unanimous Agreements and Villanova University Panhellenic Guidelines: 1. NPC sorority members shall not suggest to any Potential Member that an invitation or bid is assured from their chapter, nor encourage a Potential Member to list only one choice on her Preference List. 2. The use of alcoholic beverages and the participation of men in membership recruitment and Bid Day activities are prohibited. It is in accord with the dignity and good standing of Potential New Members and sorority members: 1. To avoid disparaging remarks about any sorority or non-sorority women 2. To create and encourage friendly relations between sorority and non-sorority women 3. To lay aside competition and strive for respect, mutual trust, and cooperation amongst Greek organizations 4. To prevent negative publicity regarding the Greek community Recruitment Process 1. A PNM shall attend the PNM Recruitment Orientation. If she has a conflict, she must contact Panhellenic in order to receive the information presented and meet her Recruitment Counselor. Recruitment Rules 10.3.14 2. A PNM shall return to campus on Tuesday, January 6th, 2015, no earlier than 9:00 a.m., and understands that full campus dining services will not be available until 6 PM this day. A PNM will attend the Recruitment kickoff meeting and dinner in Donahue Hall (SPIT) at 6:30 p.m. on Tuesday, January 6th, to meet with her recruitment counselor. 3. A PNM shall attend all recruitment events in the first round, as well as events to which she has accepted invitations. In the event of illness or other emergency, the PNM must notify her Recruitment Counselor and the Panhellenic prior to the time in which she is scheduled to attend the respective event. 4. If a PNM does not attend a formal recruitment event to which she has accepted an invitation, without a valid excuse, she will be removed from all recruitment events (formal, COB, etc.) for the next calendar year. 5. A list of all sorority membership financial responsibilities will be given to or displayed to each PNM by each sorority at an informational event (before third round) during formal recruitment. 6. Each day preference selections will be filled out by a PNM with her Rho Gamma within two hours of the last recruitment event that a PNM attends. 7. All PNMs shall accept the maximum number of invitations allowed that they receive after each invitational round of formal recruitment. 8. A signed preference card (written or on-line) is a binding agreement. If a PNM receives a bid from either her first or second preference and accepts that bid but does not join the organization, she will be ineligible to go through any recruitment process for a full calendar year. 9. A woman will submit, via the VP of Recruitment, Assistant VP of Recruitment or Advisor of Fraternity and Sorority Life, the Membership Recruitment Acceptance Binding Agreement, immediately after the last event that she attends. Once a Membership Recruitment Acceptance Binding Agreement card has been submitted, absolutely no changes may be made to that card. If a situation arises, the PNM must come directly to the Panhellenic Recruitment Chair and the situation will be discussed. 10. A PNM shall consult her Recruitment Counselor and a member of the Panhellenic Recruitment team before withdrawing from recruitment. In the event that a PNM feels that she must withdraw from formal recruitment she must go to the Panhellenic office/Recruitment headquarters and sign an official withdrawal form. 11. Any PNM found altering or to have altered her event invitation on any day during formal recruitment will be thereby removed from the process. It shall be the responsibility of the Recruitment Chair of the respective sorority to bring such an action to the attention of the Panhellenic Recruitment Chair. 12. PNMs must provide their own means of transportation to and from all recruitment events for the duration of formal recruitment. Formal recruitment is held on Villanova University’s main campus. In the case that an emergency shall arise the recruitment counselor or Panhellenic representative may provide transportation to the PNM in her recruitment group. 13. PNMs are not to bring any phones, bags, purses, hats, and/or coats into the recruitment events. They are to be left with the PNM’s Recruitment Counselor outside of the recruitment facility. PNMs should only bring any necessary items to be left with the Recruitment Counselor. 14. Panhellenic issued nametags will be provided to all PNMs for use during the formal recruitment process. Recruitment Rules 10.3.14 15. Panhellenic will provide t-shirts for PNMs to be worn throughout the first day of recruitment. Contact with Current Sorority Members 1. From the beginning of PNM Recruitment Orientation in November and continuing to the end of formal membership recruitment, a PNM shall not attend any sorority event outside of the formal invitational recruitment rounds. 2. Throughout the entire recruitment process (October 20th, 2014-January 11th, 2015), except for designated recruitment events, social contact and conversation may only be allowed between PNMs and sorority members, alumnae, and/or new members in situations of prior friendship, family, or emergency. Contact and conversation specifically relating to recruitment and/or of sorority nature is prohibited. 3. No sorority member may buy/give anything to a PNM as well as no PNM may buy/give anything to a sorority chapter member for the entire duration of the formal recruitment process. 4. From October 20th, 2014 until bids are distributed on January 11th, 2015, no sorority sister is permitted to have any online communication, including Twitter and Facebook communications with a Potential New Member including but not limited to: accepting or denying “friendship”, wall writing, messaging, poking, picture tagging, etc. 5. NO TEXT MESAGES, PHONE CALLS, FACEBOOK MESSAGES OR POSTS, TWEETS, ETC. may be exchanged between sorority members and PNMs during the formal recruitment process. 6. Both PNMs and sorority chapter members shall not give any promise, verbal or written, to join or to enter into a certain sorority chapter before formal bids are issued through Panhellenic at the end of recruitment.
