Context: Under the overall supervision of the Chief of Mission in Islamabad and the direct supervision of the Pakistan Transition Initiative (PTI) Programme Manager and in close coordination with the Deputy Programme Manager, the successful candidate will be responsible for overseeing and supporting the implementation and development of monitoring and evaluation (M&E) activities of grants implemented under the PTI programme. Page 1 / 4 Core Functions / Responsibilities: 1. Oversee the PTI Programme’s M&E Department effectively to ensure comprehensive and detailed coverage of projects throughout all stages of implementation. 2. Lead the M&E team in strengthening existing monitoring mechanisms and reporting documents including but not limited to M&E plans, data collection tools, site visit notes and final evaluation reports. 3. Develop new tools and systems, in coordination with PTI Senior Management and the donor, to provide for: a. Greater versatility in grant design in relation to specific recipient communities; b. Streamlined information cycles; c. Improved adherence to Program standards and better responsiveness to issues arising during implementation. 4. Interact with the donor on a regular basis regarding monitoring systems and avenues for improvement. 5. Lead the grant closing process including the review of the final evaluations, verification of the database information and the Office of the Transition Initiative (OTI) - Anywhere documentation. 6. Build the capacity of the M&E Department through the recruitment and training of experienced staff in coordination with the Resource Management Unit. 7. Organize and develop M&E trainings, in coordination with the M&E Supervisor, for programme staff. 8. Review reporting documents including but not limited to M&E Plans and Final Evaluation Reports in preparation for submission to donor. 9. Perform such other duties as may be assigned. Required Qualifications and Experience Education Master’s degree in Political or Social Science, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience. Experience Experience in the design and implementation of monitoring and evaluation plans in small scale grants; Previous work experience in Central or South Asia, particularly on similar programming; Ability to understand, develop and implement administrative and financial control procedures; Knowledge of development programme planning and implementation objectives; Ability to use Access database and Microsoft Excel, Access, Outlook and Word. Languages Fluency in English is required. Working knowledge of Urdu and Pashtu is an advantage.
