Introduction
This workshop explores the determinants of health and the Whānau Ora initiative from a Pasifika health
promotion experience and perspective.
It traces the history of ‘Pacific health promotion’ in Aotearoa New Zealand and discusses how determinants
of health can be addressed to produce health equity, wellbeing and success for Pacific peoples. It will also
examine Whānau Ora from a Pasifika Indigenous perspective.
The aim is to equip senior Pasifika health promoters and community leaders with the knowledge and tools
that will enable them to address the onslaught of non-communicable diseases (NCDs) and work with the
strengths, potentials and aspirations of Pasifika families and communities to advance spiritually, socially,
economically and culturally.
The WHO Commission on Social Determinants of Health (CSDH) in its landmark report; Closing the Gap in
a Generation, acknowledges that there are avoidable and unfair differences - inequities in health. These arise
because of the circumstances in which people, live, work and age and the systems put in place to deal with
illness. The conditions in which people live and die are, in turn, shaped by political, social, and economic
forces (CSDH, 2008). Improving health requires actions to improve daily living conditions, tackle the
inequitable distribution of power, money and resources, and measure and understand the problem and assess
the impact of action.
This workshop is primarily designed for Pacific health workers, Pacific community workers, and Pacific
community leaders.

To outline some of the challenges in Pacific peoples health;
Examine the opportunities and challenges that the determinants of health approach brings to Pacific
health promoters, as well as social service providers;

About the Facilitator/s:
Dr Viliami Puloka
Viliami is HPF’s Senior Health Promotion Strategist specialising in Pacific Health Promotion. He joined us
in June 2014. A GP with a special interest in dermatology and public health practitioner, Viliami brings with
him a unique Pacific experience. He has gained a broad social and cultural appreciation from working with
the diverse and unique isolated islands of the Pacific.
Most recently, Viliami has come from New Caledonia where he worked at the Secretariat of the Pacific
Community. Supporting and working with the 22 Pacific Island countries and Territories, he led the fight
against non-communicable diseases.
Before that, Viliami worked as a clinician, as well as looking after the public health programs in the outer
islands of Tonga. He was the first director of health promotion and non-communicable disease at Tonga
Public Health – part of the Tonga Ministry of Health.
Viliami also spent seven years in Papua New Guinea studying and practising medicine. He has an MBBS
(Bachelor of Medicine, Bachelor of Surgery) from the University of Papua New Guinea and a MPH (Masters
in Public Health) in Health Education/Health Promotion from the University of Hawaii.
Ieti Lima
Ieti is the Principal Researcher of the Health Promotion Forum. His research interests include social, cultural,
public health and community development initiatives. Ieti has a PhD in Sociology from the University of
Auckland.
Sione Tu'itahi
Sione is the Executive Director of the Health Promotion Forum. An educator, author and health promotion
professional, his areas of interest in health promotion include determinants of health, human rights,
community development, public policy, and workforce development. Sione is the current Vice President
(2013-2016) of the International Union for Health Promotion and Education (IUHPE) for the South West
Pacific Region, and a member of the Global Executive Board of IUHPE. IUHPE is an umbrella organisation
for health promotion professionals and institutions throughout the world.
