PQR- Low Integral Welded SS (SA 268 TP439) Tubes Pre-Qualification Criteria For the Supply of SS (SA 268 TP 439) low integral finned tubes for Moisture Separator and Re-heaters The bidder shall produce documentary evidence for meeting the following Pre-Qualification Criteria along with their offer. S. Criteria No. 1. Documents required to be submitted in support of claim Integral low finned Tube Manufacturers are only allowed to participate in the tender. If, foreign principal desires to avail the services of an Indian agent, then the foreign principal should ensure compliance to regulatory guidelines which require mandatory submission of an Agency Agreement. 2. 3. The Agency Agreement should specify the precise relationship between the foreign OEM / foreign principal and their Indian agent and their mutual interest in the business. Mandatory Documents : Non submission of these will lead to rejection. Vendor should have In-house facility to manufacture finished welded low integral finned tubes. Indian vendor should carry out all chemical & mechanical testing (as called in spec. HE-54029) in lab accredited by NABL only. Foreign vendor should carry out chemical & mechanical testing (as called in spec. HE-54029) in lab accredited as per ISE / IEC-17025 / equivalent. In case testing to be done at own in house lab, same should be of international repute. If vendor is procuring base welded SS tube from sub vendor, the source should be mentioned and credentials of base tube vendor (i.e. manufacturer) shall be furnished. The base tube manufacturer should have supply experience for this particular or equivalent grade for at-least 2 projects during last 3 years (ending last day of month previous to the one in which applications are invited) for tube thickness of more than 2mm. Indian Tube Manufacturers to submit Copy of Factory License or Municipal Registration certificate and copy of Central Excise Registration certificate. Foreign vendors to submit D&B or BIR (Business Information Report) or some other documents in validation of their claim of being an OEM. In case of availing services of Indian Agent, then the copy of Agency Agreement is to be submitted. Indian Manufacturers: a) Copy of PAN card b) Copy of TIN document issued by appropriate Govt. Authority. a. Tube Manufacturing Process flow chart covering Welding process & finning. b. Document showing the type of facilities (in-house) available for carrying out forming / drawing of fins. c. List of Manufacturing and Testing facilities available in house. d. Name of test lab (if outsourced) and its accrediting agency’s name. e. List of testing facilities (if not outsourced). f. Name of base tube vendor (if outsourced) with supply experience with similar material of thickness above 2mm & supporting document (facility, list of supplies, testing facilities, etc.). g. Documentary evidence of having calibrated online HT furnace, online eddy current testing & online tube ovality checking facilities. h. Certificates of NDT personnel. S. Criteria No. 4. 1. Heat Treatment to be performed in calibrated online furnace only. 2. Only calibrated instruments (e.g. Thermocouple, Temp. recorder, gauges, etc.) shall be used during inspection. Calibration to be done by NABL approved lab (in case indigenous vendor), ISO/IEC-17025 accredited lab (in case of foreign vendor). 3. Only ISNT/ASNT Level-II personnel (as minimum) shall perform the NDT. 4. Eddy current testing of base tube to be done by online process only. 5. Dimensional check to be preferably done by online method. Vendor / Sub-vendor to procure raw material (strips) from established sources like Jindal Strips-India, SAIL-India, Pasco-Korea, OutokompuSweden, Nippon steel-Japan, Arcelor-Mittal, Aperam, Cogne-Italy, BohlerAustria, AK Steel-USA, Avestapolarit-Sweden, Thyssenkrupp-Germany. Documents required to be submitted in support of claim Source of procurement of raw material to be indicated by vendor (out of the mentioned names). Note : If the tube manufacturer desires to source strip from any other reputed source, they have to give full details of the strip manufacturer like manufacturing and testing facilities, size ranges and the customers to whom they are supplying. BHEL shall review the credentials of such strip vendor and may accept the proposal if it is satisfied technically. The decision of BHEL is final in this regard. 5. 6. 7. Vendor to confirm facility to manufacture and handle straight tubes of length up-to 10 meters. This includes welding, finning, handling, testing, etc. Only those vendors who have successfully supplied welded SS (SA 268 TP 439) or equivalent grade of low integral finned tubes for at-least 2 projects during last 3 years (ending last day of month previous to the one in which applications are invited), shall be considered for evaluation. Vendor should have annual capacity for manufacturing at least Forty (40) sets (one set means a bundle of almost 650 nos. of SS Low Integral Finned Tubes) and have proven past record of supplying similar product in finished condition. Confirmation required along with credentials.  Name of customers/ companies where the welded SS (SA 268 TP 439) or equivalent low integral finned tubes have been supplied.  Copy of purchase order with associated drawing showing MOC (material of construction and other dimensional details).  Name of the inspection agency.  Month & Year of actual supply. No. 19 of PMD NST-02) and those listed in customer approved list, need not to submit the credentials against the prequalification criteria as indicated above. They can submit their offer in two part bid system i.e. Techno-commercial bid and price bid. Active Indian vendors, listed with BHEL-Bhopal, shall be exempted in furnishing the documents regarding proving the financial soundness. Active foreign vendors, listed with BHEL-Bhopal shall also be exempted in furnishing D&B / BIR report. After satisfactory fulfilment of all the above criteria / requirement, offer shall be considered for further evaluation as per NIT and all other terms of the tender. All documentary evidences shall be duly signed and stamped. BHEL reserves the right to verify the information submitted by the vendor.
