Il Condifesa ha il compito di saper cogliere le sfide lanciate
dalla PAC 2014 – 2020; quest’ultima fra le misure della gestione
del rischio ha individuato tre strumenti: le polizze assicurative,
i fondi mutualistici e l’IST (Income Stabilization Tool), volti alla
salvaguardia del reddito delle imprese agricole.
La nuova PAC garantisce stabilità dell’intervento di sostegno al
settore della gestione del rischio nei prossimi sette anni, l’entità
delle risorse disponibili è pari a 1,64 miliardi di euro, oltre alle
risorse dell’OCM vino (20 ml annui).
Il PSR è il principale strumento di programmazione e finanziamento per gli interventi nel settore agricolo, forestale e dello
sviluppo rurale a livello provinciale. I contenuti ed i finanziamenti previsti dal PSR dovrebbero essere coerenti con le soluzioni di
gestione del rischio previste dalla PAC anche al fine di rafforzare
a livello territoriale l’efficacia degli interventi nazionali.
L’IST è uno strumento nuovo e rappresenta un elemento di
grande interesse in quanto è concepito come uno strumento
mutualistico che provvede alla creazione di un capitale di rischio comune cui attingere per erogare compensazioni a favore
di coloro che subiscono una rilevante contrazione del reddito.
Co.Di.Pr.A. e Hagelschutz konsortium, come obiettivo di medio
periodo, intendono sperimentale la fattibilità di attuazione di
un Fondo Mutualistico complementare alle polizze assicuratrici
per la misura IST. Con l’obiettivo di medio termine di estendere
progressivamente tale possibilità a tutte le aziende agricole.
Anche la costituzione di ulteriori Fondi Mutualistici in ambiti
che non trovano soluzione alle esigenze delle imprese con
la polizza, come danni da fitopatie ed epizoozie, agli impianti
produttivi, alle reti e per il prodotto prato pascolo, permettono
di dare ulteriori risposte ed opportunità alle imprese agricole.
Il ruolo del Condifesa è quello di conformare le soluzioni di
gestione del rischio previste dalla normativa di settore alle
reali esigenze delle imprese agricole al fine di contribuire alla
competitività del sistema.

Aufgabe des Konsortiums „Condifesa“ ist es, die Vorgaben der
Gemeinsamen Agrarpolitik GAP für den Zeitraum 2014 – 2020
aufzugreifen und umzusetzen. Im Bereich Risikomanagement
sieht die GAP drei Instrumente vor, mit denen das Einkommen
landwirtschaftlicher Betriebe gesichert werden soll: Versicherungspolizzen, Mutualitätsfonds und das sogenannte IST (Income Stabilization Tool).
Die neue GAP gewährleistet in den kommenden sieben Jahren
Stabilität im Risikomanagement, mit einer Gesamtsumme von
1,64 Milliarden Euro, zu denen weitere 20 Millionen pro Jahr
durch die GMO Wein hinzukommen.
Der sogenannte PSR ist das wichtigste Planungs- und Finanzierungsinstrument auf regionaler Ebene für die Land- und
Forstwirtschaft und für die Entwicklung des ländlichen Raumes.
Seine Inhalte und Finanzierungsinstrumente müssen mit den
Maßnahmen zum Risikomanagement der GAP übereinstimmen, u.a. um die Wirksamkeit der staatlichen Interventionen
auf lokaler Ebene zu stärken.
Das IST ist ein neues, vielversprechendes Instrument, wurde es
doch als Mutualitätsfonds konzipiert, der darauf abzielt, gemeinsames Risikokapital anzulegen, das für Kompensationszahlungen zugunsten jener Betriebe genutzt werden kann, die einen
signifikanten Einkommensrückgang verzeichnen mussten.
Mittelfristiges Ziel des Konsortiums Co.Di.Pr.A. und des Hagelschutzkonsortiums ist es, die Machbarkeit eines zusätzlichen
Mutualitätsfonds neben den klassischen Versicherungspolizzen
im Sinne des IST-Ansatzes zu testen. In einem zweiten Schritt
soll diese Möglichkeit dann auch auf alle weiteren landwirtschaftlichen Betriebe ausgedehnt werden.
Auch die Einrichtung zusätzlicher Mutualitätsfonds für Bereiche,
die durch Versicherungspolizzen nicht ausreichend abgedeckt
werden – wie z.B. Schäden durch Phytopathologien und Tierseuchen oder Schäden an den Produktionsanlagen, an den
Hagelschutznetzen und an den Weideflächen - sollen landwirtschaftlichen Betrieben neue Chancen und Perspektiven bieten.
Aufgabe von Condifesa ist es, die von den einschlägigen Gesetzesbestimmungen vorgesehenen Risikomanagementlösungen
an die realen Bedürfnisse der landwirtschaftlichen Betriebe
anzupassen und dadurch das System wettbewerbsfähiger zu
machen.

Condifesa is committed to the implementation of the CAP
objectives 2014 – 2020. As far as risk management is concerned,
the new CAP includes three main tools to safeguard the income
of agricultural producers: insurance policies, mutual funds and
the Income Stabilization Tool (IST).
Over the next seven years the new CAP will ensure stable risk
management thanks to a total of 1.64 billion Euros of resources,
in addition to those of the Common Market Organisation for
wine (Wine CMO) amounting to 20 million Euros per year.
The rural development programme (PSR) is the main tool to
plan and finance actions in agriculture, forestry and rural development at the regional level. Its objectives and resources
should be in line with the CAP risk management approach
in order to reinforce the effectiveness of state actions at the
local level.
The IST is a new and highly promising tool set up as a mutual
fund, a risk-sharing facility to compensate producers incurring
substantial financial losses.
Based on the IST approach, the Condifesa regional consortia
wish to test the feasibility of a mutual fund complementary to
conventional insurance policies as a mid-term option with a
view to gradually extending it to all producers.
The setting up of further mutual funds in areas where conventional insurance policies fail to adequately cater to producers’
needs – i.e. in the event of damage from plant and animal
diseases, damage to production facilities, nets or grazing land –
provides further opportunities for producers.
Condifesa’s role is to adapt risk management solutions as
envisaged in the regulatory framework to the real needs of
farmers, thereby making a contribution to improving overall
competitiveness.

È necessario innovare gli strumenti di gestione del rischio per rispondere
alle reali esigenze delle imprese agricole in coerenza con gli obiettivi della
PAC 2020. Sinergia e coordinamento delle azioni, responsabilizzazione e
conoscenza delle imprese, per soluzioni articolate di stabilizzazione del
reddito che aumentino la competitività delle imprese e la possibilità di
accesso al credito.
Die Ziele der GAP 2020 verlangen von landwirtschaftlichen Betrieben
innovative Risikomanagementsysteme. Es braucht Synergien und
abgestimmte Vorgehensweisen, Verantwortungsübernahme und
Information in den Unternehmen sowie gezielte Lösungen zur
Einkommenssicherung als Voraussetzung für eine Steigerung der
Wettbewerbsfähigkeit und für den Zugang zu Krediten.
