African Internet Exchange System(AXIS) Project
•The aim of AXIS Project is to support the establishment of
National IXP and RIXP to promote intra-Africa internet traffic to
be local within the continent.
•The African Union Commission has signed an agreement with
the Lead Financier ( Luxembourg Development Agency) for the
implementation of the African Internet Exchange System project
funded by the EU-Africa Infrastructure Trust Fund and the
Government of Luxembourg.
PROJECT STEERING COMMITTEE
• The project steering committee has been constituted
• The Steering Committee is composed of representation from
Regional Economic Communities and Regional Regulatory
Associations
• Meets twice a year
Capacity Building Support for Establishment of Internet Exchange Points
•
In September 2012, the African Union Commission
contracted Internet Society (ISOC) to organize and conduct
capacity building support to 30 AU Member States with no
Internet Exchange Points
• Best Practice and Internet Community mobilization workshops
have been successfully conducted in the following nineteen
(20) AU Member States;
Algeria, Benin, Burkina Faso, Burundi, Cameroon, Cape Verde,
Chad, Congo Republic, Gabon, Gambia, Guinea, Liberia, Mali,
Mauritania, Namibia, Niger, Senegal, Seychelles, Sierra Leone
and Swaziland.
Capacity Building Support for Establishment of Internet Exchange Points
Two series of workshops in each Member State have been conducted.
The key outcomes of the first workshop( Best Practice) include but are not
limited to the following:
 Consensus to establish an Internet Exchange Point in the respective
Member States
 Formation of a committee to conclude the shortlisted proposals on the
following:
i. Name of the IXP
ii. Location of the IXP
iii. Organization structure of the IXP
iv. Constitution of the IXP
Capacity Building Support for Establishment of Internet Exchange Points
•The second workshop is a 5 day technical training :
• Technical Trainings have been successfully conducted in the
following thirteen (15) AU Member States; Algeria, Benin,
Burkina Faso, Burundi, Cameroun, Cote d ’ Ivoire , Gambia,
Guinea, Mali, Mauritania, Namibia, Niger, Senegal, Swaziland
and Togo.
• A total of over 300 Participants have been awarded

Administering Internet Exchange Points

RIXP/RIC Workshops
• The African Union Commission has contracted
Internet Society to facilitate Regional IXP workshops
• The AU-SADC Regional IXP/RIC workshop is the first
of the five
planned
• 4 Regional IXP/RIC workshops will be held in 2014
Objectives of the RIXP/RIC Workshop
• Foster stakeholder discussions on developing
national IXPs to become Regional IXPs
• Understand Regional IXP business models
• Foster stakeholder discussions on
implementing policies that support the
emergence and growth of Regional Internet
Carriers
Objectives of the RIXP/RIC Workshops
• Understand Regional Internet Carrier business
models.
• Provide the essential elements needed for
ISPs in the region to evolve and become
Regional Internet Carriers
Process to Select National IXPs to be supported to
grow into Regional IXPs
• The African Union Commission plans to issue a
request for proposals for IXPs to provide business
plans demonstrating the needed support required
to grow into Regional IXPs.
• 2-3 National IXPs will be selected in each AU Region
( 10-15 selected IXPs in Africa)
Process to select organization to facilitate development of
regional interconnection policy frameworks and implement a
mentorship and capacity building program to empower the
ISPs to take advantage of regional interconnections.

The African Union Commission plans to issue a request for
expression of interest for consultancy services to facilitate
development of regional interconnection policy frameworks
and implementation of a mentorship and capacity building
program to empower the ISPs to take advantage of regional
interconnections.
Development of regional interconnection policy
frameworks
•The African Union Commission in collaboration with the
selected organization will constitute a working committee to
develop each regional interconnection policy framework
•The Committee will comprise of;
 Policy representatives from respective member states,
Regional Regulatory Association representative,
Regional Economic Community Representative,
African Union Representative(s),
Industry representative from the region,
Expected Outcome of the Regional Workshop
• Adopt the proposed definition of Regional IXPs
• Adopt the policy recommendations that promote local
hosting, peering and creation of local content to support
growing the critical mass of an IXP
• Agree on the kind of support that National IXPs in Southern
Africa require to grow into Regional IXPs
• Draft Minimum criteria for selecting National IXPs in Southern
Africa to be supported to grow into Regional IXPs
Expected Outcome of the Regional Workshop
• Adopt the proposed definition of Regional IXPs
• Adopt the policy recommendations that promote local
hosting, peering and creation of local content to support
growing the critical mass of an IXP
• Agree on the kind of support that National IXPs in Southern

• Adopt the proposed definition of a Regional Internet Carrier
• Draft Minimum criteria for selecting the ISPs that meet the
definition of a Regional Internet Carrier to be considered for
the mentorship and capacity building program
• Adopt the policy framework recommendations
• Establish the policy framework committee
