HAWGSMOKE 2014 ROE
Esteemed ATTACK Pilots,
Imagine, if you will, a young Hawg driver in the early 80’s preparing to fight in the Fulda Gap with an
estimated life span of around 500 rounds and 2 mavericks. If he was lucky, he might winchester before succumbing
to the hornet’s nests of AAA in the target area. Arguably, it was a better time when the beer flowed like wine and
the women flocked like the salmon of Capistrano. A time when ADLS and ACSC were better known as STDs than
as ancillary work requirements. A time when you, your Hawg, and your Standby Pipper were better friends and the
Soviets were better enemies.
But given the state of current affairs in Crimea, perhaps the Reds are once again on the rise… Perhaps you
and your Standby Pipper should get reacquainted. Lucky for you, Hawgsmoke 2014 is designed to give you that

Teams:
a. Pilots:
i.
Each squadron may present ONE team of FOUR ATTACK pilots for competition.
ii.
Teams may bring alternate ATTACK pilots in case of DNIF or if in need of cheerleaders.
1. Alternate ATTACK pilots may assist in the Hawgsmoke Ops Center if not flying.
b. Aircraft:
i.
Each squadron may present as many ATTACK aircraft as they can fund for competition.
1. Units without funding are approved to pre-coordinate the use of other squadrons’ ATTACK
aircraft at the discretion of the Hawgsmoke Magistrate of Forward-Firing Weapons Impact
Commission (HMFWIC).
a. Said pre-coordination will occur no later than 0600L on 10 July 2014 and be
accompanied by a case of cheer per aircraft.
ii.
Teams may present only FOUR ATTACK aircraft for frontlines with no spare after step.
1. Item ii may be arbitrated pending the mercy of the HMFWIC and the availability of spare
aircraft on station.
a. Any leniencies granted regarding Item ii will be repaid with a case of cheer per aircraft
to both the owning squadron and the HMFWIC.
iii.
ATTACK armament upon arrival will consist of the following:
1. 1150xPGU-15/B (TP)
2. 1xLAU-131
3. 1xTGM-65 (EO)
4. 1xTGM-65 (IR)
5. 1xATP (if desired)
iv.
ATTACK armament paper transferred to the 355 FW will consist of:
1. 7xM156 2.75” White Phosphorus Rockets

a. Motherhood
i.
Sequence
1. ATTACK Team order will be drawn at random upon arrival/check-in.
ii.
Timing
1. Takeoff times will be posted NLT 1800 on 9 July 2014
2. Brief Time: NET 2+30 prior to assigned takeoff
3. Step Time: NLT 1+10 prior to assigned takeoff
iii.
Products
1. ATTACK Products with TOLD and Competition Mils, as well as AI products, DTCs and
RMMs will be issued at the starting window for brief time (NET 2+30 prior to assigned
takeoff)
iv.
Scoring
1. Individual ATTACK Scoring will be assessed via DTC downloads to the max extent
possible with HUD analysis for buffoonery and score validation/adjudication.
a.
Tape failures will be scored via DTC, however, unassessable items be assessed as
misses IAW 3-1.Shot-Kill for scoring purposes.
b. Range Control Officer (RCO) scores are final and will not be altered due ATP BDA.
2. Team ATTACK Scoring will be a composite of Tactical & Range Events.
3. The final ATTACK scores assessed by the HMFWIC are, in fact, final and will under no
circumstances be negotiated, litigated, qweeped, groaned, petitioned, contested, protested,
grumbled or whined about to make it otherwise. Period.
a. Any attempt to circumvent the intent of the ATTACK ROE on any event will result in a
scoring assessment of buffoonerous conduct for each affected pass.
b. Contested/Degraded/Operationally Limited ROE:
i.
Degraded Avionics
1. ATTACK pilots will not fly with HMCS.
2. ATTACK pilots will fly the AI in INS-Only.
3. ATTACK pilots will fly range events with DSMS and CDU on the MFCDs and steering to
waypoint 1.
4. ATTACK pilots will fly tactical & range events with the HUD in Standby Pipper and
NMSP set to EGI mode.
ii.
Penalties
1. Gross Errors will be assessed to any passes beneficially impacted by ROE violations at the
discretion of the HMFWIC.
c. Tactical Events
i.
AI:
1. Transition
a. Event will be conducted immediately after departure.
b. Takeoff times and designated routing include 2 minutes at the marshal point.
c. ATTACK flights will maintain 8K’ MSL and below.
d. Flights will be FENCED IAW CDO ROE prior to departing the marshal point.
2. Overview
a. ATTACK flights will be issued an AI routing to a target/Time-on-Target (TOT) in
Ruby/Fuzzy MOA at brief.
i.
ATTACK TOT will be calculated using 280 KTAS.
1. TOT changes will be worked real-time with HMFWIC Operations prior to
takeoff for maintenance/ATC delays.
ii.
ATTACK flights will maintain within 3NM of the assigned AI routing.
b. Each ATTACK pilot will be responsible for the destruction of 1 DPI in the array with
MAVERICK.
3. Scoring (Low Score Wins)
a. TOT
i.
1 point per second early/late based on time of first successful IMPACT.
b. ATTACK Time
i.
1 point per second from first release ATTEMPT to last IMPACT.
c. Target Sort
i.
25 points per target missed (3-1.Shot/Kill) or untargeted (Target ID/Sort).
4. Contingencies
a. Bent Mavericks
i.
Should any ATTACK flight member’s mavericks fail (stuck in align/video
failure/etc.), the ATTACK flight may conduct re-ATTACKs with remaining
mavericks in the flight to complete the mission.
5. Gross Errors
a. Failure to FENCE IAW CDO ROE prior to ingress will be assessed a 358 point penalty.
b. Maverick shots taken inside minimum or outside maximum range for B/D/H criteria (as
appropriate) will be assessed a 75 point penalty per shot and scored a miss.
ii.
CSAR-Ex:
1. Transition
a. Event will be conducted upon completion of the AI.
ATTACK flights will climb to be established above 10,000’ MSL prior to the
start of the event.
ii.
ATTACK flights will climb out to the north and east of the AI target and
maintain the confines of the airspace.
iii.
ATTACK flights may re-invoke a blended or GPS solution prior to the start of
the event.
b. Target crews from the AI event will inform ATTACK flights of the objectives
SARDOT location upon completion of the AI.
2. Overview
a. ATTACK flight leads will issue a HOLD DOWN call on SAR A to initiate the event.
b. The objective will hold down for 1 minute and then wait for instruction.
c. ATTACK flight leads may issue up to 4 HOLD DOWN requests as necessary,
however, the event will end after 5 minutes AND ATTACK flights are responsible for
meeting their own range times.
d. ATTACK flight members will use any aircraft systems available locate the objective
(ADF, ATP, Binoculars, etc.) except for Quickdraw and/or LARS.
i.
The objective will not be data capable (no QDII/LARS).
e. ATTACK flight leads will input the flight’s final objective location into waypoint 41
and call COMPLETE on interflight/SAR A.
3. Scoring (Low Score Wins)
a. Location Error
i.
1 point per 10 meters error from actual location to assessed location.
1. Only the FL’s waypoint 41 will be used for scoring, however flight members
may be used to search/compare results.
b. Range to Objective
i.
10 points per nautical mile inside 5nm from notification point scored by the
nearest ATTACK flight member.
c. Time to Search
i.
10 point per minute to the nearest tenth of a minute from ATTACK flight lead’s
first HOLD DOWN to COMPLETE call.
d. Gross Errors
i.
Descending below 10,000’ prior to COMPLETE call results in a 75 point penalty
per occurrence. Interfering with the AI aircraft in the low block will result in
disqualification from the event.
ii.
Use of Combat Laser in the objective area will result in a 75 point penalty per
lase.
d. Range Events
i.
Transition
1. ATTACK flights will depart the CSAR-Ex at 8500’ MSL enroute to the conventional ranges
to meet their assigned range/range time.
2. ATTACK pilots will FENCE IAW CDO ROE prior to entering the range boundary and
comply with ROE until the impact of the last weapon in flight.
3. ATTACK flights will comply with all Barry M. Goldwater Range procedures and routings
IAW the Davis-Monthan In-Flight Guide.
ii.
Overview
1. ATTACK flights will conduct the range events with EGI-NAV Mode and Standby Pipper
Selected while displaying the DSMS and CDU pages on the MFCDs and steering to
waypoint 1. The following deliveries will be conducted within the allotted range time.
a. Nuke Target ATTACKs
i.
2 x 30 HAS THIN
ii.
2 x 45 HAS THICK
iii.
2 x 45 HAR
iv.
2 x 30 HAR
b. Strafe Rag ATTACKs
i.
2 x 3 LRS
1. 162 rounds total (81 rounds per pass).
i.
iii.
2. If 1st pass is a hit, then 3 LAS on 2nd pass.
2. All strafe ATTACKs will adhere to the training schedule limitation of no more than 100
rounds per 3 minutes. Failure to adhere to this ROE will result in the contribution of 1 KEG
of cheer to the aircraft’s maintainers.
Scoring (Low Score Wins)
1. High Angle Strafe / Rocketry (AKA The ATTACK of Champions)
a. Weapons Miss Distance
i.
1 point per meter to the nearest tenth of a meter as scored by the RCO. The RCO
will call scores real-time; combat offsets are expected.
b. Parameters
i.
5 points per degree off dive angle to the nearest tenth of a degree as scored by
IFFCC.
ii.
1 point per knot off airspeed to the nearest whole knot as scored by IFFCC.
iii.
Releases below abort will be assessed a 75 point penalty in addition to the Gross
Error/TR ROE.
c. Gross Errors / Training Rule Violations
i.
Automatic score of the AFI 11-2A/OA-10 VOL 1 miss distance plus actual
parameters.
1. HAS: 25 meters (75 feet)
2. HAR: 30 meters
d. Buffoonery
i.
Additional penalties for obvious buffoonery will be assessed at the discretion of
the HMFWIC.
ii.
Excessively poor Track-Shoot-Track penalties will be assessed 2 points per mil
of pipper track during trigger pull.
2. Long Range / Low Angle Strafe (AKA The ATTACK of Kings)
a. Bullets on Target
i.
Start with 162 points.
1. 1 point per bullet on target deduction.
b. Bullets Fired
i.
Fire no more than 81 rounds per ATTACK.
1. 2 point per round penalty for shooting greater than 81 rounds per ATTACK.
c. Hit / Miss ROE
i.
If more than 5 hits on 1st pass, then RCO will call HIT and the ATTACK pilot
will shoot Low Angle Strafe on the 2nd pass.
ii.
If less than 5 hits on 1st pass, then RCO will call MISS and the ATTACK pilot
will shoot Long Range Strafe on the 2nd pass.
