The large number of ceremonies (27 official ceremonies in 2014 compared to 19 in 2004) and events (1090 events listed to date, compared to 600 in 2004) being held as part of the anniversary commemorations will require significant organisation. The various state authorities involved have been working actively on this for several months already. Alongside the ceremonies for the 70th anniversary of the Normandy Landings, numerous other events will be held in the Basse-Normandie region. Whether directly or indirectly related to the main events, they will all require the strictest police supervision. Considerable numbers of tourists and local people are expected to attend cultural and sporting events: the Papillons de Nuit music festival on 6, 7 and 8 June in Saint-Laurent-de-Cuves, the Solitaire du Figaro solo yacht race on 8 June in Deauville, the Tattoo de la Liberté international military tattoo on 8 June in Caen. The creation of a prefectural planning unit within the Calvados prefecture in January was testimony to this. This unit includes members from the Police, the Gendarmerie, the Army, the SDIS (inter-departmental fire and rescue service) and, finally, administrative staff from the prefecture. Entirely dedicated to the organisation of the 70th anniversary, the unit is coordinating site security, public order, public safety, and emergency services and healthcare back-up. Safety and citizenship are the watchwords of this 70th anniversary. This means that, in view of the various personalities present, significant security measures will inevitably be deployed. Given the attendance of numerous prominent national and foreign authorities, access to areas in the immediate vicinity of ceremonies will be restricted, with these measures concerning both local residents and participants. The sheer number of different venues due to host official ceremonies and events is another factor that needs to be taken into account. Furthermore, Whitsun weekend is always a very busy period for the tourism sector, with thousands of tourists expected to flock to the coast on Monday 9 June. Road safety in particular is a major concern, requiring the implementation of temporary measures to ensure absolute safety during what will be an exceptional weekend on several fronts. However, every effort will be made to minimise disruption to residents and to limit the impact on the region’s economic and social activities. State authorities are working with elected representatives - particularly the concerned mayors - to ensure local residents’ expectations and needs are taken into account as far as possible. Information meetings with these officials are scheduled to take place from mid-April. Residents of Ouistreham, where the international ceremony will take place, and Bénouville, where Heads of State and government will dine, have also been invited to attend information meetings to hear about specific arrangements for their towns. It is for all these reasons that it is vital to implement a specific traffic management plan to avoid saturation, prevent jams on the main routes and ensure that traffic flows as smoothly as possible so that local residents are not inconvenienced and visitors can reach their destinations. On 6 June between 6 a.m. and 6 p.m. the world is coming to Calvados. The region is preparing accordingly. Twelve hours during which the eyes of the world will be on us. The measures set out here are designed to help us ensure this tribute and these international celebrations are a complete success. While the primary objective of the organisers of the 70th anniversary commemorations is to guarantee security and safety at all the ceremonies and events, the government is also determined to get the public at large involved. 3 Regulated Traffic Zone (RTZ): instructions for use Regulated Traffic Zone (RTZ): instructions for use What is an RTZ ? A Regulated Traffic Zone (RTZ) is a zone where road traffic is restricted to local residents and their families, and people working in the area. The aim is to facilitate and ensure the safety of official convoy traffic and the transport of veterans, invited guests and police and emergency services. The RTZ for the 70th anniversary of the Normandy Landings will only be in effect on 6 June. It will affect 145 communes, extending from Ouistreham to the La Manche department. With the exception of 6 June on certain roads, there will be no traffic restrictions elsewhere in the department. How to travel in the RTZ ? To travel in the RTZ on 6 June, it is first necessary to request a vehicle sticker from your town hall whether or not you are a resident of the zone. In exceptional cases, stickers will be issued by the Calvados prefecture. Only vehicles displaying a sticker issued by the authorities will be allowed to use the roads in the zone. Access to the RTZ will be controlled by the police throughout the day of 6 June. Vehicles will be free to leave the zone. Points to remember The sticker system involves identifying vehicles liable to use the roads in the Regulated Traffic Zone (RTZ) with a sticker to ensure a fluid flow of traffic. Residents of the RTZ must be able to use the roads on 6 June, since traffic flows related to the economic activities of a working day, in particular, must not be impeded. It is for this reason that the sticker system is compulsory for all vehicles present in the Zone. Permanent and temporary residents of the RTZ and professionals working in the RTZ must contact the town halls of the communes concerned. To avoid this, on the weekend of 5 to 9 June, an alternative route to relieve traffic congestion has been organised for all vehicles that do not absolutely need to access Calvados itself. For example, for north/south (Calais-Rennes, Lille-Bordeaux) or east/west (Paris-Cherbourg) links. This alternative route takes the A28 (Rouen-Le Mans road). It is strongly recommended for all vehicles from 5 to 8 June and for HGV traffic on 6 June. Friday 6 June From 6 a.m. to 8 p.m. in Calvados: HGV traffic prohibited for vehicles weighing over 7.5 tons and for the transportation of hazardous goods. Sunday 8 and Monday 9 June National ban on HGV traffic. Motorists will be kept informed in real-time by road managers, the media and specific signposting. Detour map 14 Detours and HGV traffic measures HGV map 15 FAQ FAQ I live in the RTZ: will I get a badge ? I have a medical appointment on 6 June: will I be able to get to it ? No, only a few local residents in Ouistreham and Bénouville will be issued with individual badges. These people have already been contacted, and have a received a form. If you have not been contacted, you will not be affected (the zone is very small and precisely demarcated). If you live in the RTZ and your appointment is outside the RTZ, there is no problem. There are no exit restrictions. However, you will need a sticker to get back into the zone again. If you live outside the RTZ and you have an appointment inside the RTZ, you must apply for a sticker from the prefecture ([email protected]), providing supporting documents. I live in Ouistreham: do I need to follow a specific procedure to move about on 6 June ? Badges will be compulsory for residents living in the immediate vicinity of the international ceremony site, within a very precise perimeter. With the exception of this zone, local residents may move around without a badge and make their usual journeys, but vehicles must display a sticker (contact the town hall). I have a secondary residence inside the RTZ: do I need to apply to have access on 6 June ? Yes. You need to contact the town hall of the commune where your secondary residence is located, providing proof of the address. A sticker will then be given to you, to allow you to access the RTZ on 6 June. I have heard people talking about a regulated traffic zone: how do I know if I will be affected ? 145 communes will be affected by the RTZ on 6 June. The full list of all these communes is available on the website of the Calvados prefecture www.calvados.gouv.fr How can I take part in the official ceremonies? Participation in the official ceremonies is by invitation only. Is a pass required ? How can I find out about the events organised as part of the 70th anniversary of the Normandy Landings and the Battle of Normandy this year? If you are a resident of one of the 145 communes in the RTZ, you must go to your town hall to request a sticker allowing you to travel in the zone on the day of 6 June. A calendar is available on the home page of the www. le70e-normandie.fr website, indicating the official ceremonies, commemorations organised by local communities and officially approved events. 16 FAQ May I rent out my home ? Will public transport operate as normal? Will I be able to get a train if I need to? Rental of your home or part of your home (guest house) to tourists is subject to a declaration to the town hall of the commune where your home is located. Irrespective of the type of accommodation offered for rental, it must also comply with the various regulations relative to health and safety, building standards, consumer protection and tax provisions. The Caen bus terminal will be relocated for the day of 6 June to avenue Pierre Mendes France. Exceptionally, this will be the departure point for Green buses (Bus Verts).
