A.
EXECUTIVE SUMMARY
This report includes information related to a trustee recommendation that
Mary Ward Catholic Secondary School be classified as a specialty school to
allow greater access for elementary students to a program of self-directed
learning. The report provides information related to school program options,
enrolment, school culture and facility considerations related to the creation
of a satellite campus at the former St. Maximilian Kolbe. The report
includes a recommendation that a broad-based consultation be undertaken
before the implementation of a specialty program designation for Mary
Ward and the subsequent need for a satellite campus.
B.
PURPOSE
1.
At the Student Achievement and Well Being, Catholic Education and
Human Resources Committee meeting of October 9, 2014, a Trustee made
the following motions:
A) Reclassifying Mary Ward’s Self Directed Learning program as a
specialty program/school in the TCDSB while ensuring sufficient
capacity for high school placements for Scarborough elementary schools
historically linked with Mary Ward.
B) Programming options to expand Mary Ward’s capacity in 2015/2016
through use of a campus facility at the former St. Maximilian Kolbe
consistent with previously approved Board motion.
C.
BACKGROUND
1.
A Trustee had moved a previous motion in January, 2012 that was approved
at Board as follows:
That the Director of Education presents a feasibility plan with options in
conjunction with the local school administration to create a satellite campus
of Mary Ward CSS effective September 2012.

School Culture Implications for a Mary Ward Satellite Campus
The very core of self-directed learning involves students making personal
decisions about their own education within a community in which all
members, regardless of their grade, age or level, can interact, side by side. A
satellite campus may divide the community and limit the ability to create a
cohesive culture amongst all students in the school. An action plan would
need to include specific initiatives to support this notion of a community
culture within the school.
The program allows for students in all grades to interact and collaborate with
throughout the day. The open model approach versus segregated into closed
classes allows more positive and supportive interactions between students.
Mary Ward acknowledges that the low numbers of discipline referrals are a
consequence of this model. Allowing for the separation of students to occur
through a satellite campus may hamper the development of this positive
culture. Any satellite campus would have to integrate students from all
grades in order to sustain this positive relationship amongst all grades.
One of the major considerations for implementing a satellite campus for the
program model at Mary Ward is the Teacher Advisory (TA) structure
utilized at the school. Within the Teacher Advisory groups, students are
structured in multiple grades and have three check-in points throughout the
school day with their TA. Some students would be required to change
campuses in order to meet the check in requirements of the program. The
satellite campus would also have to have all grades located it the site in
order to maintain the multi-grade TA structure. The need for students to
change campuses would impact the student learning time and could erode
the success of the TA program. Serious considerations would have to be
given in the creation of a proper TA model when utilizing a second campus.
The movement between the two campuses would also be a serious
consideration for the change in designation for Mary Ward. A funding
source would need to be identified if the decision was made to bus students
from the main campus to the satellite campus at the former St. Maximilian
Kolbe. The students could walk between the two sites but time would be a
consideration since it is about a 15-20 minute walk for students. Safety of

students would also have to be considered if students were responsible for
their own mode of travel between the two campuses.
Having Mary Ward designated as a specialty school would change the
design from a community school to a magnet school. However, the school
does admit students from a large number of elementary schools. The 20132014 admissions data indicates that Mary Ward admitted students from 34
TCDSB elementary schools.
Mary Ward considers their school to be a composite community school.
They offer programs at the academic, applied and essential levels. Their
special education department is very well regarded throughout the
community. Mary Ward has a great deal of pride associated with their
school being a school for all students. With the designation of a specialty
school, Mary Ward could be required to create a separate application and/or
evaluation process for student acceptance into this particular program. Any
change to this type of format would have to be considered after consultation
with parents, students, staff and administration of the Mary Ward
community.
Enrolment Trends at Mary Ward
Enrolment since 2011 at Mary Ward has declined from a high of 1,173 to its
current figure for the 2014/2015 school year of 1,067 students (Appendix
A). The Board’s planning department does however predict a slight increase
in student enrolment over the next three years with a projected number in
September 2017 of 1,119 students.
While Mary Ward’s success has placed them in a position previously of
being oversubscribed, the actual numbers have been declining over the last
few years. Many of the students who apply to Mary Ward also apply to
many other specialty programs both within the TCDSB and also the York
Region Catholic and Public secondary schools due to the proximity of Mary
Ward to the Toronto/York Region border. The number of student departures
during the 2013-2014 school year was 165 and the current year included a
total of 77 departed students from their initial acceptance list. The past few
years have resulted in the school redirecting students and then depleting the
wait list names due to the deletions that occur after acceptance to the
program at Mary Ward. Mary Ward has also been accepting International

and Visa students from the Orientation Centre in order to reach their
projected enrolment numbers.
The notion of having Mary Ward designated as a specialty school will allow
students from the entire City of Toronto and beyond to apply for this unique
self-directed learning program. However, the current pupil plot for students
attending Mary Ward would indicate that the school currently does draw
from outside their local catchment area (Appendix B). Mary Ward had
admissions from 34 TCDSB elementary schools this past year which would
suggest that it is already viewed as a specialty school from an admissions
perspective. A specialty school designation may allow for an increase in
admissions and the need for a satellite campus at the former St. Maximilian
Kolbe. An analysis of the effect on the admissions of other nearby
secondary schools will be required if Mary Ward is declared a specialty
school.
Facility Considerations for a Mary Ward Satellite Campus
In order to support a secondary program at the satellite campus located at the
former St. Maximilian Kolbe, a funding source would need to be identified
to complete appropriate renovations and include Information Technology
considerations appropriate for a self-directed learning environment. The
facility has just completed renovations for the relocation of the East
Curriculum Support Unit in the amount of $146,910.00. A full roof
replacement was completed at the facility which amounted to a total expense
of $425,291.00. Meetings with school staff and administration with
facilities would have to occur to determine further renovations or
accommodations required to support the specialty program.
Program Options for a Mary Ward Specialty Program
At a meeting with the administration of Mary Ward to determine some
possible programming options, the following ideas were discussed:
a) A grade 6-8 self-directed learning school that would allow for students to
become accustomed to the specialty type of program offered at Mary
Ward. Those students would in fact become part of the Mary Ward
school community and the school would be considered a specialty school
from grades 6-12.

b) With the increased number of International and Visa students attending
the TCDSB, the satellite campus could become a transition program with
additional English Language Learner (ELL) support for students new to
Canada. The students would, for part of the school day, receive
additional ELL supports and engage in self-directed learning during the
second half of the school day. With an increase of International and Visa
students to Mary Ward, two rotational groups could be established so that
half the group is at Mary Ward in the morning and at the satellite campus
in the afternoon and vice versa for the second grouping of International
and Visa students.
c) The Mary Ward testing centre could be located at the satellite campus
thereby allowing for additional student spaces at the main campus.
Students would complete all formal assessments at the satellite campus
thus allowing for the program structure to be maintained at the main
campus.
E.
STAFF RECOMMENDATION
Staff recommends that the Board of Trustees approve for the development and
implementation of a stakeholder consultation plan regarding the designation of
Mary Ward as a specialty school and the expansion of the program to a satellite
campus. The consultation should include surrounding TCDSB secondary schools
(Blessed Mother Teresa, Jean Vanier and Francis Libermann) to determine the
effect on their enrolment numbers if Mary Ward were reclassified as a specialty
program school.
