Purpose
Purpose:
• Update Industry & Consultant partners on
changes to VDOT’s Aggregates Program;
provide discussion forum.
• Began these annual forums at Spring
Conference in 2011.

• We will be providing classes for Bonded
Weighpersons on how to input tonnage on lot
details forms in PLAID.
• Piloted use of electronic weigh tickets.

Contractor Project QC for CMA
• Contractor responsible for field density
testing of aggregate and select material.
• 9 pilot projects done or underway (Staunton 5,
Salem 1, Bristol 1, Culpeper 1, Lynchburg 1).
• Special Provision “Construction Quality Control
for Field Densities of Aggregates and Select
Material”, Sep 16, 2010, updated this past year
based on user experiences.
• No final VDOT decision on whether or not to go
with this option.
Certification School Changes
Problem – Enough qualified inspectors in the
future?
• Still no major changes to school. Learning
Partnership no funds for it. No work by
technical working groups this year.
Targeted Compaction Training
VDOT and Industry are partnering to provide halfday workshops on commonly encountered
compaction technician issues.
Will aim to provide in various districts, open
invitation to consultants, VDOT, industry.
Aim is to complement Certification Schools with
emphasis on a limited number of common
problems.
First class will be May 2014, Culpeper area.

Database
Massive effort over last couple of years.
Purpose was to upgrade efficiency of database to
allow for Producer input and better automated
comparison calculations.
Upgrade is in 3 phases. First 2 completed.
Phase 3 will be done in 2014, into 2015.

• HMA portion went fully operational Jan 1, 2013.
• Updated in Sep 2013 to include matched and
unmatched comparisons.

Rolled out to all users Sep 2013. Data uploader
program was developed – avoids double-entry
of data.
Still a learning curve.
All quarries are already to be using PLAID for TL127s & TL-52s. Specs and MOI are being
updated.
Resilient Modulus of Base
VDOT sampled 11 quarries in 2013 to obtain
21A/B for resilient modulus testing.
Purpose was to obtain a greater database of
results.
Resilient modulus and correlations to be used in
Mechanistic Empirical Pavement Design
(MEPDG).
VCTIR finalizing report.
MEPDG Implementation
VDOT AASHTO ME Implementation
• Starting January 2014 for this calendar year,
we are still using AASHTO 1993/VDOT Method
but shadowing design with AASHTO ME for
comparison.
Recycled Concrete for Base Course
Recycled concrete as base course
• Building upon past collaborative work, VCTIR
(VDOT Research Council) began 2-year
research project in July 2013. VDOT/Industry
worked on research proposal for this. No data
available yet. Behind schedule due to getting
equipment from vendor.
• Will revise MOI to add source sampling
language on RCA use.
RAP for Base Course
VCTIR has a small ($61k) research project
underway.
Will examine current and potential uses, point to
where further research needs are, in particular
for use in base course.
Stone Dust Issue
VDOT and Industry worked on MOI language and
note in VTM-1 to address this issue. These
were completed and published this past year.
CTA Performance Spec
VDOT looking into performance-based
specs for cement-treated aggregate
• Strength?
• Also soil-cement use?
• Proposed change to 307.05(c) to make
moisture +/- 2 percentage points compared to
20% of OMC.
• VCTIR has a research project underway on
this. Outcome should point toward an endresult spec. Just started, finish next year.
CaCl2 Stabilization
CaCl2 stabilization of gravel roads
A draft VTM and MOI language for gravel road
stabilization with CaCl2 was produced, VDOT
and Industry (Boxley specifically) are
continuing to work to finalize it.
VDOT users continue to plan to use it.
VDOT/Sicalco submitted draft paper to LVR
Conference 2015.
Compaction Issue
VDOT examined VTM-1 issues
• Decided not to look into using T-180 (modified
Proctor).
Manufactured / Engineered Sand
Sec 217.07 has been revised for concrete sand to
include an options-based Mix Design allowing
the standard grading requirements for coarse
and fine aggregates to be waived.
The Aggregate Industry has submitted language
to Sec 217 to compliment Section 217.07 as
well as revise Sec 202 (fine aggregate specs) to move
the minus 200 from the deleterious table to the
grading table to compliment ASTM C33 and
increase the limit for minus 200 to 10%.
