Agency Project Officer (APO) Responsibilities
•Plan, organize and administer your agency's campaign.
•Get the support of your Commander or Agency Head. Have them attend your agency's kickoff, special
events and meetings. Have them send a letter or email to employees endorsing the campaign (sample
letters can be found in the Awareness/Education section of this guide).
•Publicize the campaign. Display CFC campaign posters and your agency's progress. Include information in
newsletters. Promote CFC at meetings. Coordinate with the Planning Committee Charity Coordinator to
have charity speaker(s) attend meetings.
•If you are overseeing the campaign for a large organization like the Navy or the Army, you will need to
recruit Unit Project Officers to assist you with the management of Key persons and materials. These Unit
Project Officers will also need to attend education sessions.
•Recruit quality Key persons. Arrange for them to attend training/education sessions before the beginning
of the campaign. It is recommended that each Key person is assigned 25-50 individuals.
•Manage campaign materials. Distribute to Key persons--the campaign envelopes containing 25 pledge
cards, a final report, lost pledge card form, $250+ cash form, deposit slip, Charity List, training guide and
poster. Accountability of all envelopes and contents is very important. Establish a control system to track
the envelopes (see sample log sheet in the "Forms" section of this guide). The Material Distribution Control
log sheets should be kept through March of the following year for audit purposes.
•Encourage Unit Project Officers/Key persons to arrange group presentations for donors to learn about CFC.
Coordinate special events held by your Unit Project Officers/Key persons (see FUNdraising Ideas on
www.cfc-hawaii.org).
•Audit all Key person envelopes and carefully account for all materials. Review pledge cards and final
reports for completeness and accuracy. If any contributions were made by cash or check, verify that the
deposit was made and a validated copy of the deposit slip is enclosed.
•ATTEND TRAINING SESSIONS. More information on how to audit will be provided at the Training Sessions.
•IMPORTANT - Ensure that all #1 copies of pledge cards with payroll deduction contributions have been
forwarded to the correct payroll office.
•Once you have reviewed the envelope contents for completeness and accuracy you and the Key person
must sign and date the Key person's Final Report, bottom left-hand corner. The Key person should keep the
pink copy of the report and you should keep the yellow copy (these copies should be kept through March of
the following year for audit purposes). Turn in completed envelopes to CFC Headquarters.
•Report campaign progress online each week online. You may use the downloadable “Weekly Progress
Report Worksheet” (example is in the "Forms" section of this binder) as a tool to compile your information
prior to submitting the online report. The deadline dates for reporting are provided on the worksheet.
Please collect the necessary information from your agency Unit Project Officers or Key persons prior to the
weekly reporting deadlines.


Recruit a Unit Project officer for each department, unit or component, if need.

Obtain campaign materials...control all materials and ensure they are returned (used
and unused)

Arrange training sessions for all Unit Project Officers and Key persons to attend.

Attend CFC Event(s)

Submit Campaign Progress Reports weekly

Ensure that all #1 copies of pledge cards are delivered to the agency's payroll
office(s)

Complete audits of all Key person envelopes

Return completed/audited and accountable materials to the Materials Coordinator

Announce final results to employees

Thank Unit Project Officers and Key persons

Attend Recognition Event with Agency Head
