1. Next ITCO General Meeting: Frankfurt, 20 & 21 October 2014
Over 50 delegates have already registered for the next ITCO General Meeting, taking place at the
Steigenberger Hof Hotel, Frankfurt, Germany, on Monday 20 and Tuesday 21 October 2014.
As there are a limited number of hotel rooms available, we strongly recommend that Members
planning to attend should register as soon as possible – and book their hotel accommodation as
soon as possible. Details about hotel bookings can be found at the end of this Newsletter
The General Meeting will comprise a Half-day Session on Monday 20 October. The following day, on
Tuesday 21 October, there will be a full-day conference, comprising plenary sessions in the morning
and cross-divisional Work Group sessions in the afternoon. The Preliminary Conference Programme
and Timetable will be published at the end of July.
On the evening of Monday 20 October, there will be a networking “Welcome to Frankfurt” Cocktail
Reception. The General Meeting will conclude with a Drinks Reception, followed by Gala Dinner on
Tuesday 21 October.

2. ITCO Publishes First Sloshing Report for Tank Containers
ITCO recently published a newly commissioned Report focusing on the anti-slosh performance of
baffles in tank containers. One of the key findings is that baffles provide a reduction in the transient
slosh nature of the forces when compared to tanks with no baffles. In addition, the Report states
that baffles with between 50 and 70% cross sectional surface area of the tank provide a similar
reduced sloshing performance. The report was commissioned from Concaver Research Center,
Concordia University, Montreal, Québec, Canada.
The movement of liquid cargo within a tank when being transported is referred to as “sloshing”.
Severe effects of sloshing are caused by sudden changes - such as braking and cornering. The effects
of sloshing can be reduced by the fitting of transverse baffles, also known as surge plates. The
surface area of the baffles is studied by the Report, in order to determine the optimum dimension to
be effective against sloshing whilst also ensuring maximum aperture for safe entry into the tank for
inspection and tests.
Key findings of the report are:

The effect is complex and is dependent on many factors, such as acceleration, product
densities, fill levels, baffle area, etcetera.
The effect of longitudinal sloshing to sea and rail transport is substantially lower than might
potentially occur by road transport.
The Report - full title “Anti-slosh performance assessments of partial horizontal baffles with different
cross-sectional surface areas“ - was commissioned from Concaver Research Center, Concordia
University, Montreal, Québec, Canada. The study was carried out by Professors S Rakheja and A.
Kolaei, who have published a number of studies on the subject but this is the first that specifically for
tank containers.
As part of ITCO objectives to promote safety of tank container transport, the Report was
commissioned to bring a point of reference to the understanding to the subject of stability of the
tank in the different transport conditions and to aid engineers in the further development of baffles
in tank containers. It is proposed develop the finding in a second phase of the study.
The complete report, giving details objectives, model development, method of analysis, results and
discussion, can be downloaded by ITCO Members from the ITCO website http://www.itco.org.

Meeting in Frankfurt 21st October.
3. Tank Container Village at Transport Logistic, Munich: 5-8 May 2015
Transport Logistic 2015 takes place in Munich, from Tuesday 5 to Friday 8 May 2015. As usual, ITCO
will be organising its Tank Container Village, featuring exhibition stands, a refreshment bar and
meeting area.
Initial planning for the Event is already underway – ITCO is discussing arrangements with the
organisers of Exhibition. An announcement, giving full details and stand booking form, will be
made to ITCO Members on Tuesday 9 September.

4. logitrans 2014, Istanbul
Turkey is not only an important economic centre, but also a cross road between west and east. Due
to its geographical location it plays an important role as a logistics hub. Investments in large
infrastructure projects like the Marmaray rail project, the third Bosphorus bridge as well as
privatization & investments in ports will further strengthen Turkey`s role internationally.
logitrans – International Transport Logistics Exhibition – in Istanbul will be held from 19-21
November 2014 at the Istanbul Expo Center, next to Atatürk International Airport in Istanbul,
Turkey. Organised by Messe München International, Germany and Eko Fuarcilik, Turkey it is the
leading event of the sector in Turkey & neighbouring countries.
The 2013 event attracted 206 exhibitors and almost 12,000 participants, with more than 50% of
exhibitors coming from abroad.

1. Canadian Equivalency Certificate
Canadian Transportation of Dangerous Goods Regulations, CSA B625-08, has been published
effective 15 July 2014.
The amended standard includes provisions for UN Portable tanks and, as of that date, UN portable
tanks may be selected and used in Canada in accordance with the regulation, thus negating the need
for an equivalency certificate.
2. ISO 9001:2015 Quality Management
A draft of the significantly revised standard has just been published in preparation for going live in
2015. ITCO attended a seminar in London where it was explained that “the revised standard will
provide a stable, core set of requirements for the next ten years and be relevant to organisations of
all types. Whilst maintaining its focus on effective management, it will also reflect changes in quality
management systems since the last revision in 2000 and also improve implementation and
conformity assessment. The revised standard uses simplified language and writing styles to help all
stakeholders to understand and interpret key areas better”.
There are number of major changes that the standard explains in a business process format. ITCO
members that are active in ISO9001 should be prepared in time for their next audit.
3. Polymerising substance regulation
Proposals are under consideration to review the regulations applying to the classification of
polymerising substances; a substance that might react with itself in certain conditions such as a rise
in temperature, but other conditions of heat, pressure and catalyst might apply. The UN Dangerous
Goods Committee discussed the proposal at the June session. There are an estimated 45 existing
regulated and other currently non-regulated substances that might in future be regulated. The
report of the fire and explosion on the MSC Flaminia notes that the accident might have initiated
from polymerisation.
The specific tank requirement, in the event that the regulations are amended, has not been specified
but the main issue for the tank industry, since the T11 is likely to be within scope of any new
provision, might be whether the regulators determine that Tank Provision (TP code) requiring the
relief valve flow capacity greater than the T11 norm is required. In the meantime, ITCO members
should be aware of safety issues concerning polymerising substances; refer to the SDS (and the
regulations for those substances that are currently regulated) and take appropriate measures.
4. Inspection certificates
Changes have been made to procedures required of Authorised Inspection Bodies (AIB’s) operating
within the accreditation of Department for Transport (DfT), UK. These changes apply to inspections
and new manufacture worldwide.
The revised format provides significantly less data than has been included on the currently
established certificate. ITCO is in contact with the DfT with a view to a remedy.
5. WEW 75th anniversary
ITCO’s Technical Secretary, representing ITCO membership, attended a reception held recently at
the WEW tank container factory in Germany, to celebrate the company’s 75th anniversary.
About 120 customers, suppliers and government officials attended. The opportunity was taken to
visit the production workshops and discuss technical matters directly with the design engineer and
other attendees.
