Statement I Purpose: Wyoming Department of Transportation (WYDOT) has offered to sell
Teton County the property that WYDOT owns and Teton County leases from WYDOT for the
purposes of housing the Hoback Junction Fire Station.
Background I Description! Alternatives (Pros & Cons): Underthe WYDOT procedures
for disposal of “excess property”, the first step is for the governmental entity (Teton County
in this case) to express interest that they would consider purchasing the excess property
from WYDOT. WYDOT has now completed the construction at the Hoback Junction
intersection and have determined that there is no need for WYDOT to hold onto the
property that currently is leased to Teton County for the housing of the Hoback Junction
Fire Station. After the county expresses interest, then we can begin discussions as to the
actual size of the footprint of the purchase (i.e., just the actual footprint of the current
structure or include the leach field too). Once the footprint has been agreed upon, then
WYDOT will obtain a FMV appraisal (there are WYDOT rules on how this is done), and then
the decision comes back to the 8CC as to whether they would actually like to follow
through with the purchase. Thus this vote today would simply be expressing interest and
would allow Mr. McLaurin and the County Attorney’s Office to start discussing the property
with WYDOT.

Suggested Motion: I move to direct the County Attorney to send notice to WYDOT
expressing interest on behalf of Teton County to potentially purchase the land that is
currently leased to Teton County for the housing of the Hoback Junction Fire Station, and I
further move that the County Attorney shall coordinate with Fire/EMS to determine the
proper footprint to be discussing for the purchase.

Dear Teton County Commission,
On April 23, 1976, the State Highway Commission was quitclaimed a portion of Tract A of Homestead
Survey No. 107, T. 39 N. R. 116 W. from W.P. Rogers and Emma S. Rogers. This Quitclairn Deed included
a service easement for the Rogers Point Subdivision. This quitclairn deed had a restriction that no buildings
could be placed within the quitclairned area.

On the 20
of June 1980, W. P. Rogers and Emma S. Rogers modified the restrictive covenants of the
Quitclairn Deed. This new covenant allowed the Wyoming State Highway Commission to lease a small
portion of the right of way for the erection and maintenance of a firehouse and station.

Teton County has subleased a portion of this lease to Edge Wireless. The above mentioned documents are
attached to this letter.
The successor of the Wyoming State Highway Commission, the Wyoming Transportation Commission,
would like to sell the leased area with guaranteed highway access to the Teton County Commission. This
area will be appraised and sold at fair market value. However, Teton County is under no obligation to
purchase this property. Should the Teton County Commission not wish to purchase the fee simple land under
the fire station, the Transportation Commission of Wyoming may offer the lands to other government
agencies.
